【摘要】:絲綢之路經(jīng)濟(jì)帶核心區(qū)建設(shè)為新疆帶來了繼西部大開發(fā)后又一個(gè)機(jī)遇,當(dāng)然也對(duì)新疆的產(chǎn)業(yè)發(fā)展提出了更高要求,即:核心區(qū)建設(shè),急需要產(chǎn)業(yè)支撐。作為絲綢之路經(jīng)濟(jì)帶的核心區(qū),新疆需抓住這一歷史機(jī)遇,提高產(chǎn)業(yè)競(jìng)爭(zhēng)力,將產(chǎn)業(yè)優(yōu)勢(shì)轉(zhuǎn)化為經(jīng)濟(jì)優(yōu)勢(shì),促進(jìn)經(jīng)濟(jì)持續(xù)增長(zhǎng)。本文研究在絲綢之路經(jīng)濟(jì)帶背景下如何加快提升新疆產(chǎn)業(yè)競(jìng)爭(zhēng)力的問題,通過實(shí)證分析,得出提升新疆產(chǎn)業(yè)競(jìng)爭(zhēng)力的政策建議。首先新疆定位于核心區(qū),以核心區(qū)定位內(nèi)涵為突破口,界定了新疆絲綢之路經(jīng)濟(jì)帶產(chǎn)業(yè),結(jié)合新疆絲綢之路經(jīng)濟(jì)帶產(chǎn)業(yè)的發(fā)展現(xiàn)狀,發(fā)現(xiàn)該產(chǎn)業(yè)中資源型產(chǎn)業(yè)發(fā)展迅速,但是交通運(yùn)輸業(yè)、金融業(yè)以及信息技術(shù)服務(wù)業(yè)已經(jīng)進(jìn)入瓶頸期,在此基礎(chǔ)上本文將在全國(guó)范圍內(nèi)和新疆省內(nèi)兩個(gè)區(qū)域分別對(duì)新疆絲綢之路經(jīng)濟(jì)帶產(chǎn)業(yè)競(jìng)爭(zhēng)力進(jìn)行評(píng)價(jià)。首先運(yùn)用偏離-份額法,根據(jù)2007年至2015年的數(shù)據(jù),對(duì)在全國(guó)范圍內(nèi)新疆絲綢之路經(jīng)濟(jì)帶產(chǎn)業(yè)競(jìng)爭(zhēng)力進(jìn)行了分析,發(fā)現(xiàn)其雖然總體競(jìng)爭(zhēng)力較全國(guó)而言較低,但是具有較強(qiáng)的階段性,說明新疆絲綢之路經(jīng)濟(jì)帶產(chǎn)業(yè)正在積極發(fā)展中,具有潛力。緊接著運(yùn)用主成分分析法,采用2015年的數(shù)據(jù)對(duì)在新疆省內(nèi)新疆絲綢之路經(jīng)濟(jì)帶產(chǎn)業(yè)進(jìn)行了評(píng)價(jià),主要以綜合得分情況和四個(gè)主成分的具體情況給出了結(jié)論:在新疆省內(nèi),新疆絲綢之路經(jīng)濟(jì)帶產(chǎn)業(yè)競(jìng)爭(zhēng)力較低。主要原因有:第一,部分產(chǎn)業(yè)依附于自然資源謀發(fā)展,發(fā)展模式簡(jiǎn)單粗放,能耗高污染大,基本沒有競(jìng)爭(zhēng)力;第二,新疆絲綢之路經(jīng)濟(jì)帶產(chǎn)業(yè)風(fēng)險(xiǎn)防范能力較低,平均水平之上的僅有6個(gè)產(chǎn)業(yè),而后十三個(gè)產(chǎn)業(yè)經(jīng)濟(jì)效益與風(fēng)險(xiǎn)防范競(jìng)爭(zhēng)力較低的主因是資本保值增值率、資產(chǎn)負(fù)債率較低,而資本投入較高,這表現(xiàn)為所有者權(quán)益沒有達(dá)到預(yù)期,風(fēng)險(xiǎn)防范能力因此較低;第三,新疆絲綢之路經(jīng)濟(jì)帶產(chǎn)業(yè)人力資源充沛,但是利用率不高;第四,新疆絲綢之路經(jīng)濟(jì)帶產(chǎn)業(yè)科技投入低,從而缺乏競(jìng)爭(zhēng)力;第五,新疆絲綢之路經(jīng)濟(jì)帶產(chǎn)業(yè)中部分資源型產(chǎn)業(yè)的經(jīng)營(yíng)能力和資本運(yùn)作能力較為低下,競(jìng)爭(zhēng)力仍然不高。從而得出相應(yīng)的政策建議。
[Abstract]:The construction of the core area of the Silk Road economic belt has brought another opportunity to Xinjiang after the great development of the western region. Of course, it has also put forward higher requirements for the industrial development of Xinjiang, that is, the construction of the core area. As the core area of the Silk Road economic belt, Xinjiang needs to seize this historical opportunity, improve industrial competitiveness, and turn industrial advantage into economic advantage. This paper studies how to speed up the promotion of Xinjiang's industrial competitiveness in the context of the Silk Road economic belt, through empirical analysis. First of all, Xinjiang is located in the core area, with the core area positioning connotation as a breakthrough, defined the Xinjiang Silk Road economic belt industry. Combined with the development of Xinjiang Silk Road economic belt industry, it is found that the resource-based industry in this industry has developed rapidly, but transportation, financial and information technology services have entered the bottleneck period. On this basis, this paper will evaluate the industrial competitiveness of Xinjiang Silk Road Economic Belt in the whole country and two regions in Xinjiang Province. Firstly, the deviation-share method is used to evaluate the industrial competitiveness of Xinjiang Silk Road Economic Belt. According to the data from 2007 to 2015, the paper analyzes the industrial competitiveness of Xinjiang Silk Road Economic Belt in the whole country, and finds that the overall competitiveness of Xinjiang Silk Road Economic Belt is lower than that of the whole country. But there is a strong phase, indicating that the Xinjiang Silk Road economic belt industry is actively developing, with potential. Then the use of principal component analysis. Based on the data of 2015, the paper evaluates the industry of Xinjiang Silk Road economic belt in Xinjiang province, and draws a conclusion with the comprehensive score and the specific situation of the four principal components: in Xinjiang province. The main reasons are as follows: first, some industries are dependent on natural resources for development, the development model is simple and extensive, energy consumption is high pollution, the basic lack of competitiveness; Second, Xinjiang Silk Road economic belt industry risk prevention capacity is low, the average level of only 6 industries, the latter 13 industries economic efficiency and risk prevention competitiveness is the main reason is the capital hedge and appreciation rate. The ratio of assets and liabilities is low, and the capital investment is high, which shows that the owner's equity does not reach the expectation, so the ability of risk prevention is lower; Third, the industrial human resources of Xinjiang Silk Road economic belt are abundant, but the utilization rate is not high; In 4th, Xinjiang Silk Road economic belt industry low investment in science and technology, so lack of competitiveness; In 5th, the operating ability and capital operation ability of some resource-based industries in Xinjiang Silk Road Economic Belt were relatively low, and the competitiveness was still not high.
