【摘要】：隨著人們經(jīng)濟(jì)生活水平的提高,旅游業(yè)獲得了快速發(fā)展,也引發(fā)了一系列公共安全問題。特別是在節(jié)假日旅游旺季期間大量游客的涌入,各個風(fēng)景區(qū)超負(fù)荷接待,已經(jīng)成為安全危機(jī)事件的高發(fā)區(qū)。因此,如何做好千山風(fēng)景區(qū)安全管理工作,尤其是公共安全預(yù)警管理就具有重要的現(xiàn)實(shí)意義。本文以千山風(fēng)景區(qū)為研究對象,采用文獻(xiàn)研究法和調(diào)研法,基于公共安全理論、科學(xué)管理理論等相關(guān)理論,結(jié)合千山風(fēng)景區(qū)的公共安全管理現(xiàn)狀,從自然災(zāi)害、人為災(zāi)害、突發(fā)事故三個方面分析了千山風(fēng)景區(qū)安全事故發(fā)生的可能性。研究結(jié)果表明,提升目前千山風(fēng)景區(qū)公共安全水平仍然有必要進(jìn)一步改善管理制度:完善千山風(fēng)景區(qū)重大危險源的辨識制度,結(jié)合風(fēng)景區(qū)旅游的特點(diǎn),從餐飲、住宿、交通、游覽、娛樂等幾個方面對辨識標(biāo)準(zhǔn)的建立進(jìn)行了論述;制定千山風(fēng)景區(qū)事故二級應(yīng)急預(yù)案制度,防患于未然;針對重大或特大級事故災(zāi)害,除了物質(zhì)資助之外,還應(yīng)該成立公共安全危機(jī)恢復(fù)小組,對受害者加強(qiáng)危機(jī)后心理重建等。本文不足之處在于對于千山風(fēng)景區(qū)的公共安全預(yù)警管理存在問題的原因分析不夠深入,創(chuàng)新點(diǎn)在于在對景區(qū)公共安全問題的考慮中,除了游客自身安全也涉及了景區(qū)自然資源以及景區(qū)建筑的安全。
[Abstract]:With the improvement of people's economic living standard, tourism develops rapidly and causes a series of public safety problems. Especially during the holiday tourism season, the influx of tourists, the overloading reception of various scenic spots, has become a high-incidence area of security crisis events. Therefore, how to do a good job in the safety management of Qianshan Scenic spot, especially the early warning management of public safety, is of great practical significance. This article takes Qianshan scenic spot as the research object, adopts the literature research method and the research method, based on the public safety theory, the scientific management theory and so on related theories, combines the Qianshan scenic spot public safety management present situation, from the natural disaster, the man-made disaster, The possibility of safety accident in Qianshan Scenic spot is analyzed in three aspects of sudden accident. The results show that it is still necessary to further improve the management system to improve the public safety level of Qianshan Scenic spot: perfect the identification system of major hazards in Qianshan Scenic spot, combine the characteristics of scenic area tourism, from catering, accommodation, transportation, The establishment of identification standard is discussed in several aspects, such as tour, entertainment and so on. To formulate the second-level emergency plan system for the accident in Qianshan Scenic spot, it is necessary to set up a public safety crisis recovery team to strengthen the psychological reconstruction of the victims after the crisis, etc., in view of the major or extra-major accident disasters, in addition to the material support, it is also necessary to set up a public safety crisis recovery team. The deficiency of this paper lies in the lack of thorough analysis of the causes of the problems in the public safety early warning management of the Qianshan Scenic spot, and the innovation lies in the consideration of the public safety problems in the scenic spots. In addition to the safety of tourists themselves, it also involves the natural resources of scenic spots and the safety of scenic area buildings.
