云南旅游公共服務(wù)體系建設(shè)研究

【摘要】:由于旅游領(lǐng)域公共服務(wù)滯后與缺失、旅游公共服務(wù)理論研究落后于實(shí)踐、旅游公共服務(wù)非營(yíng)利性的偏離和旅游目的地步入更高的發(fā)展階段,本文基于新公共服務(wù)、公共選擇等理論,按照“背景分析—基礎(chǔ)研究—理論創(chuàng)新—模型構(gòu)建—案例分析”的邏輯思路,在系統(tǒng)研究國(guó)內(nèi)外旅游公共服務(wù)體系成果的基礎(chǔ)上,進(jìn)一步研究旅游公共服務(wù)體系理論和云南旅游公共服務(wù)體系建設(shè),以期豐富旅游公共服務(wù)體系的理論研究,,推進(jìn)云南旅游公共服務(wù)體系發(fā)展。具體包括以下內(nèi)容: 第一部分,基礎(chǔ)理論研究。在國(guó)內(nèi)外相關(guān)研究和相關(guān)理論基礎(chǔ)上,區(qū)分旅游公共服務(wù)體系的相關(guān)概念,為后續(xù)研究做鋪墊。 第二部分,旅游公共服務(wù)體系的構(gòu)建。通過(guò)研究旅游公共服務(wù)體系的內(nèi)涵、特征和影響因素,結(jié)合新公共服務(wù)理論和公共選擇理論,創(chuàng)新旅游公共服務(wù)體系構(gòu)成要素,并構(gòu)建旅游公共服務(wù)體系要素模型。 第三部分,云南旅游公共服務(wù)體系的研究。從服務(wù)內(nèi)容視角分析云南旅游公共服務(wù)體系現(xiàn)狀和不足;借鑒旅游公共服務(wù)體系建設(shè)完善地區(qū)的經(jīng)驗(yàn)作法,提出云南旅游公共服務(wù)體系建設(shè)對(duì)策。 第四部分,案例分析。根據(jù)文中提出的要素模型和部分觀點(diǎn),積極構(gòu)建昆明市旅游公共服務(wù)體系。昆明旅游公共服務(wù)建設(shè)中出現(xiàn)的問(wèn)題,在某種程度上也是云南旅游公共服務(wù)體系建設(shè)的問(wèn)題,對(duì)提高云南旅游公共服務(wù)體系的建設(shè)水平有一定的參考價(jià)值。 本研究從以下方面進(jìn)行創(chuàng)新性探索。 第一,探討“旅游公共服務(wù)體系”和“旅游公共服務(wù)”的關(guān)系。本文認(rèn)為“旅游公共服務(wù)體系”是“旅游公共服務(wù)”研究的進(jìn)一步深化。前者是后者系統(tǒng)化的體現(xiàn),前者強(qiáng)調(diào)旅游公共服務(wù)體系內(nèi)各要素的相互作用并發(fā)揮整體功能,研究“是什么、做什么、怎么做”的問(wèn)題,是對(duì)后者“是什么”的部分加以系統(tǒng)研究,使之形成系統(tǒng)有效運(yùn)轉(zhuǎn)。 第二,構(gòu)建旅游公共服務(wù)體系要素模型。在研究旅游公共服務(wù)體系的系統(tǒng)要素時(shí),一種觀點(diǎn)傾向于研究它的“供給內(nèi)容體系”;另一種根據(jù)旅游共性和衍生出來(lái)的公共服務(wù)需求研究供給內(nèi)容和供給主體,對(duì)系統(tǒng)的研究薄弱;還有一種觀點(diǎn)認(rèn)為旅游公共服務(wù)體系和內(nèi)容相互聯(lián)系又不相同。鑒于實(shí)踐中旅游公共服務(wù)體系的服務(wù)內(nèi)容變化較大,旅游公共服務(wù)體系的服務(wù)需求深度化、休閑化、多樣化發(fā)展,市場(chǎng)和第三方參與程度加深致使監(jiān)管機(jī)制不健全,因此遵循相關(guān)理論,按照“是什么、怎么做、做什么”的研究思路,創(chuàng)新旅游公共服務(wù)體系的構(gòu)成要素,構(gòu)建“旅游公共服務(wù)體系要素模型”。 第三,從服務(wù)內(nèi)容的角度歸納云南旅游公共服務(wù)體系現(xiàn)狀。針對(duì)云南省的旅游公共服務(wù)體系的研究較少,而且是從公共服務(wù)屬性角度研究。本文嘗試從服務(wù)內(nèi)容的角度、定性定量的分析云南旅游公共服務(wù)體系。
[Abstract]:Due to the lag and lack of public service in tourism field, the theoretical research of tourism public service lags behind practice, the non-profit deviation of tourism public service and the tourism destination step into a higher stage of development, this paper is based on the new public service. According to the logic thinking of "background analysis-basic research-theoretical innovation-model building-case analysis", the theory of public choice is based on the systematic study of the achievements of tourism public service system at home and abroad. Further study the theory of tourism public service system and Yunnan tourism public service system construction, in order to enrich the theoretical study of tourism public service system and promote the development of Yunnan tourism public service system. These include the following: The first part, basic theory research. On the basis of domestic and foreign relevant research and related theories, this paper distinguishes the related concepts of tourism public service system, and paves the way for further research. The second part, the construction of tourism public service system. By studying the connotation, characteristics and influencing factors of the tourism public service system, combining the new public service theory and the public choice theory, this paper innovates the constituent elements of the tourism public service system, and constructs the model of the tourism public service system elements. The third part, Yunnan tourism public service system research. This paper analyzes the present situation and deficiency of Yunnan tourism public service system from the perspective of service content, and puts forward the countermeasures of Yunnan tourism public service system construction. The fourth part, case analysis. According to the factor model and some viewpoints proposed in this paper, the tourism public service system of Kunming is constructed actively. The problems in the construction of tourism public service in Kunming, to some extent, are also the problems in the construction of Yunnan tourism public service system, which has certain reference value to improve the construction level of Yunnan tourism public service system. This research carries on the innovative exploration from the following aspects. First, the relationship between tourism public service system and tourism public service. This paper holds that the tourism public service system is a further deepening of the study of tourism public service. The former is the embodiment of systematization of the latter. The former emphasizes the interaction of various elements in the tourism public service system and plays an integral role in studying the question of "what is, what to do, how to do". It is the part of "what is" of the latter is systematically studied to make it work effectively. Second, the construction of tourism public service system elements model. In studying the system elements of tourism public service system, one view tends to study its "supply content system", the other studies supply content and main body according to tourism commonness and derived public service demand. Research on the system is weak; there is also a view that tourism public service system and content are not the same. In view of the great changes in the service content of the tourism public service system in practice, the deepening of the service demand of the tourism public service system, the development of leisure, diversification, the deepening of the market and the participation of the third party, the supervision mechanism is not perfect. Therefore, following the relevant theory, according to the "what is, how to do, what to do" research ideas, innovation tourism public service system elements, build a "tourism public service system elements model". Thirdly, the present situation of Yunnan tourism public service system is summarized from the angle of service content. There are few researches on tourism public service system in Yunnan Province, and the research is from the angle of public service attribute. This paper tries to analyze Yunnan tourism public service system qualitatively and quantitatively from the angle of service content.
