【摘要】：自十八大以來,我國大力倡導綠色發(fā)展理念,旅游業(yè)作為綠色經濟的新引擎,越來越受到各級政府的重視,成為一個國家或地區(qū)經濟發(fā)展水平的重要標志,成為社會主義市場經濟下,國民經濟新的增長引擎。國內旅游業(yè)的發(fā)展經歷了一個漫長而又曲折的過程,從剛開始的從計劃經濟時代的接待站的形式,演變?yōu)榻裉焓袌鼋洕戮包c團體游的形式,再到更高一個層次的自駕游、休閑旅、養(yǎng)生游等形式,中國也開啟了“全民+全域”旅游的新時代,旅游業(yè)的需求不斷擴大,供給側嚴重不足,國家在關鍵時期創(chuàng)新發(fā)展思路,提出加快旅游業(yè)轉型升級的步伐,推進旅游業(yè)從“景點旅游”到“全域旅游”的轉變,同時運用產業(yè)融合的理論大力發(fā)展“旅游+”等新型旅游業(yè)發(fā)展模式,為鄂爾多斯旅游產業(yè)向更高層次發(fā)展指明了方向。鄂爾多斯作為資源大市、經濟強市,在過去“一煤獨大”的發(fā)展格局中遇到了瓶頸,近年來,市委、市政府審時度勢,提出了“構建現(xiàn)代服務業(yè)消費體系,把旅游業(yè)打造成為轉型發(fā)展的戰(zhàn)略型支柱產業(yè)”的發(fā)展目標,從過去的資源型城市向消費型旅游城市轉型。鄂爾多斯擁有得天獨厚的區(qū)位優(yōu)勢,擁有豐富的自然資源和民族文化,這些都為鄂爾多斯旅游業(yè)的發(fā)展打下了堅實的基礎。然而過去的旅游業(yè)發(fā)展單純建立在景點建設、景區(qū)打造等方面,沒有利用全域旅游、產業(yè)融合等先進的發(fā)展理念去整體謀劃旅游業(yè)的轉型發(fā)展方向,在法律、政策支持、人才建設、營銷宣傳等方面存在諸多不足,旅游業(yè)服務整體質量亟待提高。因此,本文建立在對鄂爾多斯市歷史、政治、經濟、文化發(fā)展進行充分調研的基礎上,從區(qū)域旅游協(xié)作的角度探索在鄂爾多斯大力發(fā)展全域旅游的可行性,從產業(yè)融合的角度探索旅游業(yè)和其他產業(yè)的融合發(fā)展的可操作性,運用理論支撐,找出鄂爾多斯旅游產業(yè)發(fā)展過程中遇到的問題,并針對問題找出發(fā)展對策以及運營模式,為鄂爾多斯市政府加快當地旅游產業(yè)發(fā)展提供可行的借鑒。
[Abstract]:Since the 18th National Congress, China has vigorously advocated the concept of green development. As a new engine of green economy, tourism has been paid more and more attention by governments at all levels, and has become an important symbol of the level of economic development of a country or region. To become a socialist market economy, the new growth engine of the national economy. The development of domestic tourism has gone through a long and tortuous process. From the form of reception station in the planned economy era at the beginning, it has evolved into the form of group tour of scenic spots under today's market economy, and then to a higher level of self-driving tour. In the form of leisure travel, health tourism, and so on, China has also opened a new era of "all over the world" tourism. The demand for tourism is constantly expanding, and the supply side is seriously inadequate. The state has innovated its development ideas in the key period. It is proposed to accelerate the pace of tourism transformation and upgrade, to promote the transformation of tourism from "scenic spot tourism" to "global tourism", and to vigorously develop new tourism development models, such as "tourism", using the theory of industrial convergence. For Ordos tourism industry to a higher level of development pointed out the direction. Ordos, as a city with large resources and a strong economy, has encountered a bottleneck in the past development pattern of "one coal alone". In recent years, the municipal party committee and the municipal government, judging the situation, have proposed "constructing a modern service industry consumption system," The development goal of transforming tourism into a strategic pillar industry of transformation and development is to transform the resource-based city into a consumption-type tourist city. Ordos has unique geographical advantages, rich natural resources and national culture, which have laid a solid foundation for the development of tourism in Ordos. However, the development of tourism in the past was based solely on the construction of scenic spots and scenic spots, without using advanced development concepts such as global tourism and industrial convergence to plan the overall transformation and development direction of the tourism industry, and to support the development of tourism in the light of laws and policies. There are many shortcomings in talent construction and marketing propaganda, and the overall quality of tourism service needs to be improved. Therefore, based on the full investigation of the history, politics, economy and culture development of Ordos, this paper explores the feasibility of developing regional tourism in Ordos from the angle of regional tourism cooperation. From the angle of industrial convergence, this paper explores the feasibility of the integration and development of tourism and other industries, finds out the problems encountered in the process of the development of the tourism industry in Ordos by using the theoretical support, and finds out the development countermeasures and the operation mode in the light of the problems. For the Ordos government to speed up the development of local tourism industry to provide a feasible reference.
