【摘要】：影響森林生態(tài)旅游產(chǎn)業(yè)發(fā)展的關鍵因素是產(chǎn)業(yè)的競爭力,而森林生態(tài)旅游產(chǎn)業(yè)的開發(fā)、內(nèi)部要素以及其相關產(chǎn)業(yè)的整合和規(guī)制是提升森林生態(tài)旅游產(chǎn)業(yè)競爭力的重要手段。森林生態(tài)旅游產(chǎn)業(yè)是伴隨著全球旅游業(yè)的迅速發(fā)展,在人們回歸自然的心理和“綠色消費浪潮”的驅(qū)動下發(fā)展起來的,被譽為正在崛起的“朝陽產(chǎn)業(yè)”,受到世界各國政府的高度重視,并成為世界上發(fā)展最快的產(chǎn)業(yè)之一。當前經(jīng)濟發(fā)展與環(huán)境保護都是每個國家所重視的問題,而生態(tài)旅游可以很好的聯(lián)系起這兩個目標,這就是世界各國如此重視生態(tài)旅游的原因之一。而森林生態(tài)旅游是生態(tài)旅游的重要組成部分,要想使生態(tài)旅游得到長久、良好的發(fā)展,發(fā)展森林旅游產(chǎn)業(yè)就是一條不可忽視的路徑,本文主要研究如何利用政府規(guī)制的手段使黑龍江省森林生態(tài)旅游產(chǎn)業(yè)更加合理、健康、快速的發(fā)展。 本論文從產(chǎn)業(yè)經(jīng)濟學、生態(tài)經(jīng)濟學、可持續(xù)發(fā)展理論、政府失靈等基礎理論出發(fā),結合當前黑龍江省的森林資源和政府規(guī)制的現(xiàn)狀,選取經(jīng)濟學和管理學理論的分析方法作為研究工具,運用SWOT分析法對黑龍江省的森林生態(tài)旅游資源的優(yōu)勢、劣勢、機遇以及威脅進行了分析,并且進一步的采用層次分析法分析研究了黑龍江省森林生態(tài)旅游產(chǎn)業(yè)的內(nèi)部因素和外部因素,總結認為,森林生態(tài)旅游產(chǎn)業(yè)應充分發(fā)揮森林資源的巨大優(yōu)勢,利用近些年來森林滑雪運動的興起這一重要因素,克服外部因素對產(chǎn)業(yè)的影響,努力解決在政策、管理等方面出現(xiàn)的問題,方政府、社會中介應大力促進對現(xiàn)有森林生態(tài)旅游產(chǎn)品的開發(fā)利用,挖掘出其更多的發(fā)展機遇和更大的發(fā)展空間。明確指導思想,在主動性原則、公平性原則、依法規(guī)制原則以及經(jīng)濟規(guī)制同社會規(guī)制相結合原則的基礎上,提出了森林生態(tài)旅游產(chǎn)業(yè)政府規(guī)制的規(guī)制方法,構建了黑龍江省森林生態(tài)旅游產(chǎn)業(yè)的政府規(guī)制制度體系。最后為了使森林生態(tài)旅游產(chǎn)業(yè)政府規(guī)制制度能夠成功并且高效的實施提出合理化建議。
[Abstract]:The key factor affecting the development of forest ecotourism industry is the competitiveness of the industry, and the development of the forest ecotourism industry, the integration and regulation of the internal elements and its related industries are the important means to enhance the competitiveness of the forest ecotourism industry. With the rapid development of the global tourism industry, the forest ecotourism industry is developed under the impetus of people's returning to nature and the "green consumption tide", which is known as the rising "sunrise industry". By the world's governments, and become one of the world's fastest-growing industries. At present, economic development and environmental protection are important issues in every country, and ecotourism can be well linked to these two goals, which is one of the reasons why countries in the world attach so much importance to ecotourism. Forest ecotourism is an important part of ecotourism. In order to make the eco-tourism get long-term and good development, the development of forest tourism industry is a path that can not be ignored. This paper mainly studies how to make the forest ecotourism industry of Heilongjiang Province more reasonable, healthy and rapid by means of government regulation. Based on the basic theories of industrial economics, ecological economics, sustainable development theory, government failure and so on, this paper combines the present situation of forest resources and government regulation in Heilongjiang Province. This paper selects the analysis method of economics and management theory as the research tool, and analyzes the advantages, disadvantages, opportunities and threats of forest ecotourism resources in Heilongjiang Province by using SWOT analysis method. Furthermore, the paper analyzes the internal and external factors of forest ecotourism industry in Heilongjiang Province by using AHP, and concludes that the forest ecotourism industry should give full play to the great advantages of forest resources. Taking advantage of the important factor of the rise of forest skiing in recent years, overcoming the influence of external factors on the industry, and striving to solve the problems in the fields of policy and management, the government, Social intermediary should make great efforts to promote the development and utilization of existing forest ecotourism products so as to excavate more development opportunities and greater development space. On the basis of the guiding ideology, the principle of initiative, the principle of fairness, the principle of regulation according to law and the principle of combination of economic regulation and social regulation, the regulation method of government regulation of forest ecotourism industry is put forward. The government regulation system of forest ecotourism industry in Heilongjiang Province is constructed. Finally, in order to make the forest ecotourism industry government regulation system can be successful and efficient implementation of the rational recommendations.
