【摘要】：森林旅游不但符合生態(tài)文明所要求的資源開發(fā)方式以及可持續(xù)發(fā)展的目標(biāo),同時(shí)也能夠滿足人們回歸自然的消費(fèi)心理,逐漸成為生態(tài)旅游的最佳目的地。然而,森林旅游的發(fā)展必然會(huì)對(duì)森林資源及其生態(tài)環(huán)境造成一定程度的威脅,影響其生態(tài)系統(tǒng)的功能。旅游生態(tài)補(bǔ)償不但能夠借助懲罰措施制約旅游業(yè)中的生態(tài)污染與破壞行為,還可以通過激勵(lì)手段加強(qiáng)人們的生態(tài)保護(hù)意識(shí),協(xié)調(diào)旅游發(fā)展與生態(tài)保護(hù)以及利益相關(guān)者之間的關(guān)系,從而實(shí)現(xiàn)綠色循環(huán)發(fā)展,重塑旅游業(yè)綠色形象。本文在闡明研究背景與研究意義之后,對(duì)國(guó)內(nèi)外生態(tài)補(bǔ)償、旅游生態(tài)補(bǔ)償相關(guān)研究成果進(jìn)行系統(tǒng)地梳理總結(jié),并在此基礎(chǔ)上界定了旅游生態(tài)補(bǔ)償?shù)膬?nèi)涵。本文認(rèn)為旅游生態(tài)補(bǔ)償是指主要以經(jīng)濟(jì)手段調(diào)節(jié)旅游開發(fā)及發(fā)展過程中生態(tài)利益相關(guān)者之間利益關(guān)系的制度安排。本文的主體部分分析了構(gòu)建森林旅游生態(tài)補(bǔ)償機(jī)制意義,確定了實(shí)施森林旅游生態(tài)補(bǔ)償?shù)幕驹瓌t和目標(biāo)定位,并從補(bǔ)償主體、補(bǔ)償對(duì)象、補(bǔ)償標(biāo)準(zhǔn)、補(bǔ)償資金來源與管理、補(bǔ)償方式、循環(huán)反哺等方面構(gòu)建了森林旅游生態(tài)補(bǔ)償機(jī)制。之后從生態(tài)和社區(qū)兩個(gè)角度建立了森林旅游生態(tài)補(bǔ)償績(jī)效評(píng)價(jià)指標(biāo)體系。本文的實(shí)證分析部分,選取了白云山國(guó)家森林公園為案例地,調(diào)查分析其當(dāng)前旅游生態(tài)補(bǔ)償現(xiàn)狀,并在前文研究的基礎(chǔ)上,通過補(bǔ)償標(biāo)準(zhǔn)測(cè)算和補(bǔ)償績(jī)效評(píng)價(jià)指標(biāo)體系對(duì)其旅游生態(tài)補(bǔ)償?shù)木唧w實(shí)施情況進(jìn)行評(píng)價(jià)。結(jié)果表明,白云山景區(qū)2015年旅游生態(tài)補(bǔ)償資金投入量符合應(yīng)發(fā)放的標(biāo)準(zhǔn),自然生態(tài)系統(tǒng)和社區(qū)方面的補(bǔ)償也取得良好效果。文中結(jié)合白云山國(guó)家森林公園旅游生態(tài)補(bǔ)償實(shí)踐,提出應(yīng)從政策法律、管理層面、技術(shù)層面、社會(huì)層面加強(qiáng)保障體系,以促進(jìn)森林旅游生態(tài)補(bǔ)償?shù)捻樌_展。本文的結(jié)論部分客觀地概括了文章的研究結(jié)論及創(chuàng)新點(diǎn),指出了本文研究的不足,并展望了未來的研究方向。
[Abstract]:Forest tourism not only meets the requirements of ecological civilization for the development of resources and the goal of sustainable development, but also can meet people's natural consumption psychology, gradually become the best destination of eco-tourism. However, the development of forest tourism will inevitably threaten the forest resources and their ecological environment to a certain extent and affect the function of their ecosystem. Tourism ecological compensation can not only restrict ecological pollution and destruction in tourism by means of punishment measures, but also strengthen people's awareness of ecological protection by means of incentives. To coordinate the relationship between tourism development, ecological protection and stakeholders, so as to realize the green cycle development and reshape the green image of tourism industry. After clarifying the research background and significance, this paper systematically summarizes the research results of ecological compensation and tourism ecological compensation at home and abroad, and then defines the connotation of tourism ecological compensation. This paper holds that tourism ecological compensation refers to the institutional arrangement of regulating the relationship between ecological stakeholders in the process of tourism development and development by economic means. The main part of this paper analyzes the significance of constructing forest tourism ecological compensation mechanism, determines the basic principles and objectives of implementing forest tourism ecological compensation, and from the compensation subject, compensation object, compensation standard, compensation fund source and management. Compensation mode, recycling and other aspects of the forest tourism ecological compensation mechanism. Then the evaluation index system of forest tourism ecological compensation performance is established from two aspects of ecology and community. In the part of empirical analysis of this paper, we select Baiyun Mountain National Forest Park as a case study, investigate and analyze its current situation of tourism ecological compensation, and on the basis of the previous study, The concrete implementation of tourism ecological compensation is evaluated through compensation standard calculation and compensation performance evaluation index system. The results showed that the investment amount of tourism ecological compensation fund in 2015 in Baiyun Mountain Scenic area was in line with the standard to be issued, and the compensation of natural ecosystem and community also achieved good results. Combined with the practice of tourism ecological compensation in Baiyun Mountain National Forest Park, the paper puts forward that the guarantee system should be strengthened from the aspects of policy and law, management, technology and society, in order to promote the smooth development of forest tourism ecological compensation. The conclusion of this paper objectively summarizes the research conclusions and innovation points of this paper, points out the shortcomings of this study, and looks forward to the future research direction.
