【摘要】：醫(yī)療旅游是近年來興起的集醫(yī)療和旅游于一體的新興產(chǎn)業(yè),源于人們對健康的訴 求。由于醫(yī)療資源和旅游資源的分布具有地域間的差異性,在常住地醫(yī)療服務資源不完 善或太昂貴的情況下,人們選擇去異地尋求相宜的醫(yī)療、養(yǎng)生保健、體檢、康復與護理 等服務,并與休閑、娛樂、度假等旅游活動相結(jié)合。隨著全球化趨勢的加快,醫(yī)療旅游 在世界范圍內(nèi)蓬勃發(fā)展,目前全球范圍內(nèi)已經(jīng)涌現(xiàn)出一大批醫(yī)療旅游目的地。與國外醫(yī) 療旅游的發(fā)展相比,北京市醫(yī)療旅游的發(fā)展起步較晚,缺乏明確的政策指引,如何發(fā)展 成為相關管理機構(gòu)亟待解決的關鍵問題。本文綜合運用文獻研究、專家訪談、問卷調(diào)查等多種研究方法,并運用重要的環(huán)境 分析工具PESTELG分析法和SWOT分析法,對北京市醫(yī)療旅游的發(fā)展環(huán)境進行分析,并 對北京市醫(yī)療旅游的發(fā)展提出相應的建議。本文首先通過文獻研究、專家訪談,運用 PESTELG分析法并結(jié)合研究者自身的規(guī)范分析,對北京市發(fā)展醫(yī)療旅游所面臨的宏觀環(huán) 境和競爭環(huán)境進行分析；其次采用問卷調(diào)查的方法對北京市醫(yī)療旅游的市場環(huán)境進行分 析總結(jié)；最后通過采用SWOT分析法對北京市發(fā)展醫(yī)療旅游所具備的醫(yī)療資源、旅游資 源、獨特的中醫(yī)藥資源進行分析,對醫(yī)療機構(gòu)缺乏國際認證、醫(yī)療旅游專業(yè)人才缺乏、 中醫(yī)藥推廣中的障礙等問題進行探討,并對北京市發(fā)展醫(yī)療旅游所面臨的機遇和挑戰(zhàn)進 行綜合分析,提出北京市發(fā)展醫(yī)療旅游的建議。研究發(fā)現(xiàn)北京市醫(yī)療旅游的發(fā)展面臨良好的宏觀環(huán)境,并且北京市具有發(fā)展醫(yī)療旅 游的資源優(yōu)勢以及良好的發(fā)展機遇,應抓住機遇,避開劣勢,發(fā)揮優(yōu)勢,積極推動醫(yī)療 旅游的發(fā)展。具體來說,建議北京市醫(yī)療旅游的發(fā)展整合資源、形成產(chǎn)業(yè)集群優(yōu)勢,突 出特色資源優(yōu)勢、差異化發(fā)展,實施人才培養(yǎng)計劃、培育專業(yè)人才,加強醫(yī)療旅游的宣 傳推廣、提高知名度。研究結(jié)果可以為北京市醫(yī)療旅游相關主管部門制定醫(yī)療旅游發(fā)展策略提供重要的 科學參考,對北京市醫(yī)療旅游的發(fā)展起到一定的推動作用；也可以為北京市醫(yī)療旅游相 關企業(yè)組織開展醫(yī)療旅游服務提供一定的參考；還可以為其他省市發(fā)展醫(yī)療旅游提供一 定的參考依據(jù)和理論支撐。
