永嘉楠溪江鄉(xiāng)村旅游行政監(jiān)管問題與對策研究

【摘要】:近年來,永嘉楠溪江鄉(xiāng)村旅游業(yè)取得了跨越式發(fā)展,旅游景點和線路日益完善,形成以楠溪江自然風(fēng)光和耕讀文化相結(jié)合的旅游網(wǎng)絡(luò)。旅游景點延伸至旅游資源比較豐富的鄉(xiāng)村,各鄉(xiāng)村根據(jù)不同的消費群體,注入農(nóng)耕文化,自發(fā)形成了系列接待場所,被譽為最佳鄉(xiāng)村旅游度假目的地。永嘉鄉(xiāng)村旅游發(fā)展迅速與其行政監(jiān)管的有效性密不可分。楠溪江風(fēng)景旅游區(qū)管理委員會(以下簡稱管委會)通過行政管理、行業(yè)自律等方式,建立酒店賓館、民宿、旅行社、烹飪等協(xié)會,經(jīng)常組織行業(yè)的觀摩和現(xiàn)場會活動,在維護和規(guī)范旅游市場秩序、維護旅游經(jīng)營者和消費者權(quán)益、宣傳促銷等方面,作出了不少的成績,為鄉(xiāng)村旅游的發(fā)展保駕護航。永嘉楠溪江鄉(xiāng)村旅游作為農(nóng)戶及其經(jīng)營者的“自發(fā)行為”和“匆忙上陣”下的產(chǎn)物,在行政監(jiān)管還是存在諸多難題,如法律機制不健全,造成真空領(lǐng)域無法可依;監(jiān)管主體不明確,造成多頭管理或管理空白;監(jiān)管客體服務(wù)意識,造成旅游質(zhì)量降低;農(nóng)戶及旅游者環(huán)境保護意識薄弱,造成生態(tài)環(huán)境惡化等。鄉(xiāng)村旅游行政管理涉及的多領(lǐng)域,多部門的協(xié)調(diào)辦公,更使得其經(jīng)營管理困難。永嘉楠溪江鄉(xiāng)村旅游不需要大量資金投入,成本較低,農(nóng)戶及經(jīng)營者紛紛躋身其中,經(jīng)營混亂,缺乏統(tǒng)一管理監(jiān)督。其不規(guī)范主要體現(xiàn)在:第一,旅游項目審批不規(guī)范,未進行可行性分析,不申報、未審批,自發(fā)、盲目開辦鄉(xiāng)村旅游項目的現(xiàn)象嚴重。第二、旅游項目不經(jīng)審批不在監(jiān)管范圍內(nèi),其開業(yè)、停業(yè)隨意,不具備安全經(jīng)營條件的項目頗多。第三、旅游六要素的定價沒有標準,定價隨意,存在蒙客、宰客的現(xiàn)象。第四,經(jīng)營服務(wù)者綜合素質(zhì)不高,服務(wù)意識薄弱。第五,缺少旅游項目評價標準體系,無法進行項目持續(xù)有效的定期監(jiān)督評審。課題將立足于永嘉楠溪江鄉(xiāng)村旅游,詳細介紹我國及永嘉楠溪江鄉(xiāng)村旅游發(fā)展行政監(jiān)管現(xiàn)狀,發(fā)揚永嘉楠溪江鄉(xiāng)村旅游行政監(jiān)管優(yōu)勢,發(fā)現(xiàn)問題及不足,研究并提出:一、進一步完善相關(guān)法律法規(guī),建立標準化體系;二、轉(zhuǎn)變行政監(jiān)管理念,形成服務(wù)型行政監(jiān)管模式:三、明確旅游行政監(jiān)管主體和職能,建立聯(lián)合執(zhí)法的長效機制;四、利用鄉(xiāng)村旅游評審制度及評審專家?guī)?實行監(jiān)督評審及飛行檢查;五、建立鄉(xiāng)村旅游信息行政監(jiān)管系統(tǒng),完善消費者(游客)保障體系;六、加強鄉(xiāng)村旅游行業(yè)協(xié)會建設(shè),建立教育培訓(xùn)機制等創(chuàng)新建議,為楠溪江國家5A級景區(qū)創(chuàng)建提供參考。
[Abstract]:In recent years, the rural tourism industry of Yongjia Nanxi River has made leaps and bounds, and the tourist attractions and routes have been improved day by day, forming a tourism network which combines the natural scenery of Nanxi River with the culture of farming and reading.The tourist attractions extend to the villages with abundant tourist resources. According to the different consumption groups, the villages inject farming culture and spontaneously form a series of reception places, which are regarded as the best rural tourist destination.The rapid development of Yongjia rural tourism is closely related to the effectiveness of its administrative supervision.The Nanxijiang Scenic tourist area Management Committee (hereinafter referred to as the Administrative Committee) through administrative management, industry self-discipline and other means, establish hotels, hotels, lodging, travel agencies, cooking and other associations, often organize industry observation and on-site meeting activities,Many achievements have been made in maintaining and standardizing the order of the tourism market, safeguarding the rights and interests of tour operators and consumers, and publicizing and promoting, so as to ensure the development of rural tourism.As a product of "spontaneous behavior" and "rush to battle" of farmers and their operators, there are still many problems in administrative supervision, such as imperfect legal mechanism, resulting in a vacuum field that can not be followed;The main body of supervision is not clear, which leads to the blank of management or management; the consciousness of service of supervision object, which results in the decrease of tourism quality; the weak awareness of environmental protection of farmers and tourists, which leads to the deterioration of ecological environment, and so on.The multi-domain and multi-department coordination of rural tourism administration makes it more difficult to manage.Yongjia Nanxi River rural tourism does not need a lot of capital investment, low cost, farmers and operators one after another among them, business chaos, lack of unified management supervision.Its nonstandard mainly manifests in: first, the tourism project approval is not standardized, does not carry on the feasibility analysis, does not declare, does not approve, spontaneously, blindly opens the countryside traveling project the phenomenon to be serious.Second, tourism projects are not subject to supervision without approval.Third, the six elements of tourism pricing without standards, pricing arbitrary, there is a phenomenon of mongrel, slaughter.Fourth, the comprehensive quality of operators is not high, service awareness is weak.Fifth, the lack of tourism project evaluation standard system, the project can not be continued and effective regular supervision and review.The subject will be based on the Yongjia Nanxi River rural tourism, detailed introduction of our country and Yongjia Nanxi River rural tourism development administrative supervision situation, carry forward Yongjia Nanxi River rural tourism administrative supervision advantages, find problems and shortcomings, research and put forward the following:Further improve the relevant laws and regulations, establish a standardized system; second, change the concept of administrative supervision, form a service-oriented administrative supervision model: third, clear the main body and functions of administrative supervision of tourism, establish a long-term mechanism of joint law enforcement; fourth,We should make use of the evaluation system and expert pool of rural tourism to carry out supervision, review and flight inspection; fifthly, establish an administrative supervision system for rural tourism information and perfect the consumer (tourist) protection system; sixth, strengthen the construction of rural tourism industry associations.The establishment of education and training mechanism and other innovative suggestions for the establishment of Nanxijiang National 5A Scenic spot provides a reference.
