泰山周邊農(nóng)村旅游發(fā)展問題研究

【摘要】:隨著我國經(jīng)濟社會的持續(xù)發(fā)展和人民群眾收入的不斷增長,國內(nèi)旅游業(yè)蓬勃發(fā)展,農(nóng)村旅游以其經(jīng)濟性、便利性、參與性強和文化底蘊深厚等優(yōu)勢和特色受到廣大游客的青睞,發(fā)展迅速。農(nóng)村旅游越來越受到青睞和推崇的同時也引起了政府、專家和學者們的注意,本文就近年來國內(nèi)外關(guān)于農(nóng)村旅游的研究進展進行了簡要梳理。泰山周邊農(nóng)村依托豐富的旅游資源和獨特的區(qū)位優(yōu)勢,積極發(fā)展農(nóng)村旅游,取得了初步成效,對調(diào)整農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)、增加農(nóng)民收入、豐富泰山大旅游內(nèi)涵、推進新型城鎮(zhèn)化具有重要的現(xiàn)實意義。但由于泰山周邊農(nóng)村旅游起步較晚,處于初級階段,規(guī)模小、檔次低、作用發(fā)揮不充分,在規(guī)劃引領(lǐng)、市場化運營、配套設(shè)施建設(shè)、政策環(huán)境等方面還存在一些明顯的不足和問題。泰山周邊各級政府把發(fā)展農(nóng)旅游作為了加強農(nóng)村工作、惠及農(nóng)民增收的重要舉措,著力進行引導和推動,努力促進泰山周邊農(nóng)村旅游業(yè)的統(tǒng)籌協(xié)調(diào)推進和科學發(fā)展。鑒于此,本文著重以泰山周邊農(nóng)村旅游發(fā)展的做法和成效以及存在的問題為切入點,以規(guī)模經(jīng)濟理論、新公共服務(wù)理論和服務(wù)價值論為基礎(chǔ),采用文獻分析、實地調(diào)研和問卷調(diào)查相結(jié)合、案例分析和比較分析等方法,闡述了旅游強村帶動模式、旅游大項目帶動模式、農(nóng)業(yè)特色優(yōu)勢產(chǎn)業(yè)帶動模式的界定、特征、趨勢以及對三種模式的評價。筆者還對三種模式的幾個具體案例的發(fā)展概況、管理與運行機制、提供的旅游產(chǎn)品、發(fā)展成效及貢獻等情況進行實地考察,并比較分析了三種農(nóng)村旅游發(fā)展模式的特征、使用條件和適用范圍。筆者以泰安市泰山區(qū)為標本,通過對農(nóng)村旅游經(jīng)營戶和游客設(shè)計調(diào)查問卷,對農(nóng)村旅游發(fā)展進行實地調(diào)查,調(diào)查內(nèi)容涵蓋了農(nóng)村旅游經(jīng)營戶基本情況、農(nóng)村旅游經(jīng)營情況、經(jīng)營戶對農(nóng)村旅游發(fā)展評價和需求情況、農(nóng)村旅游游客基本情況、游客對農(nóng)村旅游的了解情況和出行計劃、游客對農(nóng)村旅游的需求、意愿實現(xiàn)程度及評價。調(diào)查結(jié)果顯示,經(jīng)營戶和游客對農(nóng)村旅游發(fā)展的滿意度有待提高,政府、市場中介服務(wù)組織在泰山周邊農(nóng)村旅游發(fā)展中的作用還有待于進一步發(fā)揮,農(nóng)村旅游發(fā)展環(huán)境還需進一步改善和提升。論文最后針對泰山周邊農(nóng)村旅游發(fā)展中存在的問題,結(jié)合當?shù)貙嶋H情況,提出了統(tǒng)一規(guī)劃泰山周邊農(nóng)村旅游產(chǎn)業(yè)布局;提升農(nóng)村旅游市場運營水平;統(tǒng)一和提升服務(wù)標準;提升產(chǎn)業(yè)發(fā)展配套能力;健全完善落實發(fā)展扶持政策等加快泰山周邊農(nóng)村旅游快速健康發(fā)展的對策措施。本研究的結(jié)論是目前泰山周邊農(nóng)村地區(qū)農(nóng)村旅游發(fā)展過程中,較為全面地考慮經(jīng)營者和游客的現(xiàn)實需要和未來需求,統(tǒng)籌考慮政府引導、支持和市場起決定作用兩個方面,加以科學研究分析所取得的一定成果,以期為今后泰山周邊農(nóng)村地區(qū)旅游發(fā)展提供一定的參考和借鑒。
[Abstract]:With the sustained development of our country's economy and society and the continuous increase of the people's income, the domestic tourism industry is booming. The rural tourism is favored by the vast number of tourists because of its advantages and characteristics, such as economy, convenience, strong participation and profound cultural background. Rural tourism is getting more and more popular and popular, but it has also attracted the attention of the government, experts and scholars. This paper briefly reviews the research progress of rural tourism at home and abroad in recent years. Relying on abundant tourism resources and unique location advantages, the rural areas around Mount Tai have actively developed rural tourism and achieved initial results. It is of great practical significance to adjust the rural industrial structure, increase the farmers' income, enrich the tourism connotation of Mount Tai, and promote the new urbanization. However, the rural tourism around Mount Tai starts late, is in the primary stage, has a small scale and a low grade. There are still some obvious deficiencies and problems in planning, market operation, supporting facilities construction, policy environment and so on. The governments around Mount Tai regard the development of agricultural tourism as a way to strengthen rural work. The important measures to increase farmers' income have focused on guiding and promoting efforts to promote the overall and coordinated promotion and scientific development of rural tourism around Mount Tai. Based on the theory of scale economy, the theory of new public service and the theory of service value, this paper focuses on the practice and effect of rural tourism development around Mount Tai as well as the existing problems, and adopts literature analysis, which is based on the theory of scale economy, new public service theory and service value theory. Combining field investigation with questionnaire survey, case analysis and comparative analysis, this paper expounds the definition and characteristics of tourism strong village driving mode, tourism big project driving mode, agricultural characteristic advantage industry driving mode, and so on. The author also makes a field study of the development of several specific cases of the three models, the management and operation mechanism, the tourism products provided, the development results and contributions, etc. This paper compares and analyzes the characteristics, conditions and applicable scope of three rural tourism development models. Taking Tai'an Mountain area as a specimen, the author carries out a field investigation on rural tourism development through designing a questionnaire for rural tourism operators and tourists. The survey covers the basic situation of rural tourism operators, the management of rural tourism, the evaluation and demand of rural tourism development by operators, the basic situation of rural tourism tourists, the understanding and travel plans of tourists on rural tourism, The results of the survey show that the satisfaction of operators and tourists to the development of rural tourism needs to be improved. The role of market intermediary service organizations in the development of rural tourism around Mount Tai still needs to be further developed, and the development environment of rural tourism needs to be further improved and promoted. Finally, the paper aims at the problems existing in the development of rural tourism around Mount Tai. According to the local conditions, the paper puts forward a unified plan for the layout of rural tourism industry around Mount Taishan, raising the level of rural tourism market operation, unifying and upgrading the service standard, enhancing the supporting capacity of industrial development, and promoting the development of rural tourism industry. Improve and implement the development support policy and other countermeasures to accelerate the rapid and healthy development of rural tourism around Mount Tai. The conclusion of this study is that in the process of rural tourism development around Mount Tai, To consider the realistic and future needs of operators and tourists in a more comprehensive way, to consider as a whole the two aspects of government guidance, support and the decisive role of the market, and to carry out scientific research and analysis of the certain results achieved, In order to provide certain reference and reference for the tourism development of rural areas around Mount Tai in the future.
