【摘要】：近年來，我國旅游產(chǎn)業(yè)發(fā)展迅猛，并且已逐步成為拉動地方經(jīng)濟(jì)增長的支柱型產(chǎn)業(yè)。隨著旅游產(chǎn)業(yè)自身規(guī)模的不斷擴(kuò)大，自然需要一種特殊的金融工具與之發(fā)展速度相匹配。風(fēng)險投資這種集技術(shù)、管理與資本運作于一體具有高收益高風(fēng)險的創(chuàng)新金融工具不失為旅游產(chǎn)業(yè)投融資的一種有效手段。在我省自2008年建立“鄂西生態(tài)文化旅游圈”（簡稱鄂西圈）這個重要戰(zhàn)略支點后，鄂西圈的旅游產(chǎn)業(yè)發(fā)展態(tài)勢一直向好，但面臨國內(nèi)旅游市場的資金壓力、環(huán)境等因素，基礎(chǔ)設(shè)施建設(shè)和高新科技應(yīng)用的投資具有更高的風(fēng)險。那么鄂西圈旅游產(chǎn)業(yè)的發(fā)展有了風(fēng)險投資這種特殊投資方式的加持必定會更加順應(yīng)當(dāng)前整合資源擇優(yōu)開發(fā)的新局面。 風(fēng)險投資這種特殊的投資方式正逐漸被旅游產(chǎn)業(yè)所適應(yīng)，因此，本文嘗試從風(fēng)險投資理論分析著手，運用定性分析、定量分析、文獻(xiàn)調(diào)查、歸納研究、田野調(diào)查、比較研究等方法，去探討地域特殊坐擁豐富的自然、生態(tài)、民族文化這些旅游資源的鄂西圈，怎樣建立旅游產(chǎn)業(yè)風(fēng)險投資運行機(jī)制的一些具體辦法，希望對旅游風(fēng)險投資企業(yè)提供有益的決策參考。 本文首先通過對比風(fēng)險投資的定義及其他投融資機(jī)制，對風(fēng)險投資及其運行機(jī)制的一般理論進(jìn)行了系統(tǒng)闡述，表明了風(fēng)險投資是一種集投融資、管理和資本運作于一體的系統(tǒng)性金融工程；接著進(jìn)入重點問題的探討，提出了旅游產(chǎn)業(yè)風(fēng)險投資運行機(jī)制的理論結(jié)構(gòu)，其內(nèi)容是通過風(fēng)險資本的籌集機(jī)制、組織機(jī)制、分擔(dān)機(jī)制、監(jiān)管機(jī)制以及退出機(jī)制這幾個環(huán)節(jié)所涉及的經(jīng)濟(jì)活動有機(jī)結(jié)合起來的，這一套良性循環(huán)機(jī)制是風(fēng)險資本進(jìn)入企業(yè)直至最終退出企業(yè)并且實現(xiàn)資本增值的基本保證。隨后為了引入鄂西圈旅游產(chǎn)業(yè)風(fēng)險投資的論題，先后介紹了鄂西圈富饒的的旅游資源和旅游產(chǎn)業(yè)的發(fā)展概況，，鄂西圈正在逐步接受旅游產(chǎn)業(yè)風(fēng)險投資這種特殊的投融資手段，政府、上市公司開始注重對旅游項目開發(fā)的投融資，一些民間風(fēng)險投資企業(yè)也己在該地區(qū)落戶；因此，研究鄂西圈旅游產(chǎn)業(yè)風(fēng)險投資的運行機(jī)制顯得十分必要。最后筆者提出建立鄂西圈旅游產(chǎn)業(yè)風(fēng)險投資運行機(jī)制的主要路徑：建議旅游產(chǎn)業(yè)風(fēng)險投資，應(yīng)建立一個集政府、上市公司、民營企業(yè)和海外資金這些多元化主體投資的風(fēng)險資本來源體系，并在鄂西圈旅游產(chǎn)業(yè)內(nèi)擴(kuò)大投資領(lǐng)的開發(fā)利用;積極轉(zhuǎn)變政府職能，強化政府的引導(dǎo)、監(jiān)督，特別是在投資責(zé)任追究中的作用;提倡產(chǎn)權(quán)交易的開展，伴隨政策引導(dǎo)和法制建設(shè)，股份轉(zhuǎn)讓有望成為旅游風(fēng)險資本退出的主要方式。
[Abstract]:In recent years, China's tourism industry has developed rapidly, and has gradually become the pillar industry to stimulate local economic growth. Naturally, a special financial instrument is needed to match the speed of its development. The innovative financial instrument with high profit and high risk is an effective means of investment and financing of tourism industry. Since 2008, the Eco-cultural Tourism Circle of Western Hubei Province has been established in our province. After the important strategic fulcrum, The tourism industry in the western Hubei circle has been developing well, but it is facing financial pressure and environmental factors in the domestic tourism market. The investment of infrastructure construction and high-tech application has higher risk, so the development of tourism industry in the west of Hubei Province has a special investment mode of venture capital, which will be more in line with the new situation of resource selection and development. The special investment mode of venture capital is gradually adapted to the tourism industry. Therefore, this paper tries to start with the theory of venture capital, using qualitative analysis, quantitative analysis, literature investigation, inductive research, field investigation, and so on. Through comparative research and other methods, we will explore some specific methods for establishing the operational mechanism of venture capital in the tourism industry by discussing the geographical special and rich natural, ecological, and ethnic cultural tourism resources in the western Hubei circle, and how to set up the operating mechanism of the venture capital of the tourism industry. The author hopes to provide a useful reference for tourism venture capital enterprises. Firstly, by comparing the definition of venture capital and other investment and financing mechanisms, this paper systematically expounds the general theory of venture capital and its operation mechanism, and shows that venture capital is a kind of set of investment and financing. The systematic financial engineering, which integrates management and capital operation, then discusses the key issues and puts forward the theoretical structure of the operating mechanism of venture capital in the tourism industry, the content of which is through the mechanism of raising venture capital and organizing mechanism. The economic activities involved in the sharing mechanism, the regulatory mechanism and the withdrawal mechanism are organically combined. This benign cycle mechanism is the basic guarantee for venture capital to enter the enterprise and finally withdraw from the enterprise and realize the capital appreciation. Subsequently, in order to introduce the topic of venture capital of tourism industry in western Hubei circle, The rich tourism resources and the development of the tourism industry in the western Hubei circle have been introduced successively. The western Hubei circle is gradually accepting the tourism industry venture capital as a special means of investment and financing. The government, Listed companies have begun to focus on investment and financing for tourism development, and some private venture capital enterprises have also settled in the region; therefore, It is very necessary to study the operating mechanism of tourism industry venture capital in western Hubei circle. Finally, the author puts forward the main path of establishing the operating mechanism of tourism industry venture capital in western Hubei circle: it is suggested that the tourism industry risk investment should establish a centralized government. Listed companies, private enterprises and overseas funds are the source system of venture capital for diversified investment, and expand the development and utilization of investment leaders in the tourism industry of western Hubei, actively change the functions of the government, strengthen the guidance and supervision of the government, Especially the role in the investigation of investment liability, advocating the development of property rights transactions, with the policy guidance and legal construction, the transfer of shares is expected to become the main way to withdraw tourism venture capital.
