【摘要】：近年來(lái),隨著我國(guó)經(jīng)濟(jì)的增長(zhǎng),人們的生活水平逐步提高,國(guó)民的休閑意識(shí)也在逐步增強(qiáng)。伴隨著自駕游、騎行游、房車(chē)游等各種新興的旅游方式,“休閑旅游”在我國(guó)正呈現(xiàn)出蓬勃發(fā)展的態(tài)勢(shì)。但是有很大一部分實(shí)例說(shuō)明,大多數(shù)以休閑旅游為主旨開(kāi)發(fā)建設(shè)的地方,在其開(kāi)發(fā)、建設(shè)、經(jīng)營(yíng)、管理方面都有令人擔(dān)心的情況出現(xiàn),休閑旅游項(xiàng)目開(kāi)發(fā)既存在大量的機(jī)遇也伴隨著大量的風(fēng)險(xiǎn)。本文將從實(shí)際工作出發(fā),結(jié)合由本人親自體驗(yàn)過(guò)的“XX休閑主題旅游景區(qū)開(kāi)發(fā)項(xiàng)目”,對(duì)休閑旅游景區(qū)開(kāi)發(fā)項(xiàng)目的風(fēng)險(xiǎn)管理進(jìn)行論述。首先對(duì)與休閑旅游、項(xiàng)目風(fēng)險(xiǎn)管理以及景區(qū)項(xiàng)目開(kāi)發(fā)這三方面有關(guān)的文獻(xiàn)進(jìn)行查找并歸納總結(jié);然后與實(shí)際過(guò)程中項(xiàng)目開(kāi)發(fā)具體情況相銜接,遵循風(fēng)險(xiǎn)管理相關(guān)方法的具體準(zhǔn)則,開(kāi)展了對(duì)項(xiàng)目風(fēng)險(xiǎn)的籌畫(huà)、分辨、評(píng)判、管理等;最后我們對(duì)XX旅游景區(qū)項(xiàng)目開(kāi)發(fā)進(jìn)行分析,將主、客觀因素進(jìn)行歸納總結(jié),對(duì)產(chǎn)生于項(xiàng)目開(kāi)發(fā)階段中的風(fēng)險(xiǎn)進(jìn)行類(lèi)別劃分,分為人員風(fēng)險(xiǎn)、工期風(fēng)險(xiǎn)、經(jīng)濟(jì)風(fēng)險(xiǎn)以及其他風(fēng)險(xiǎn)等,同時(shí)做好風(fēng)險(xiǎn)評(píng)估的工作。并且與研究地區(qū)的實(shí)際情況相聯(lián)系,根據(jù)來(lái)自于XX旅游景區(qū)的項(xiàng)目開(kāi)發(fā)風(fēng)險(xiǎn)制定針對(duì)性的項(xiàng)目風(fēng)險(xiǎn)應(yīng)對(duì)方法,針對(duì)如何進(jìn)行旅游景區(qū)項(xiàng)目風(fēng)險(xiǎn)控制,這一亟待解決的問(wèn)題,發(fā)起研究和討論,給出相關(guān)建議。通過(guò)本文對(duì)具體問(wèn)題的探討得出的結(jié)果,能夠給予旅游景區(qū)開(kāi)發(fā)的風(fēng)險(xiǎn)管理以一定的借鑒,并推動(dòng)生態(tài)文明建設(shè)的發(fā)展,尤其體現(xiàn)在對(duì)鄉(xiāng)村旅游景區(qū)的開(kāi)發(fā)過(guò)程中。
[Abstract]:In recent years, with China's economic growth, people's living standard gradually increase, the national leisure awareness has gradually increased. With driving, riding tour, car travel and other emerging forms of tourism, leisure tourism development in China is showing a trend. But there are a lot of instructions some examples, most of the leisure tourism as the theme of development and construction, in its development, construction, operation, and management have appeared worrying situation, leisure tourism project development is the existence of a large number of opportunities also accompanied by a lot of risk. In this paper, starting from the actual work, I personally experienced by the combination of "XX the theme of leisure tourism development project", the risk management of the project development of leisure tourism scenic spot are discussed. Firstly, tourism and leisure, project risk management and project development area these three aspects of the relevant literature To find and summarize the development and the actual project; then in the process of combining the specific circumstances, specific criteria follow the method of risk management, to carry out the project risk planning, resolution, evaluation, management of XX; finally we analyze the development of tourism projects, will be the main, objective factors are summarized. Classify the risks in the project development stage, divided into personnel risk, project risk, economic risk and other risks, and make risk assessment work. And the actual situation and research areas related, according to the risk of project development from the XX tourism scenic spots to develop risk response methods of project. In order to control the risk of tourism projects, the problems to be solved, initiated the research and discussion, recommendations are given. Through the discussion of specific issues of the It can give some reference to the risk management of tourist attractions development, and promote the development of ecological civilization construction, especially in the development process of rural tourist attractions.
