【摘要】：縣域旅游是區(qū)域旅游的重要組成部分，隨著旅游業(yè)的快速發(fā)展，縣域旅游經(jīng)濟已經(jīng)成為縣域經(jīng)濟的重要支柱，特別是對優(yōu)化縣域產(chǎn)業(yè)結(jié)構(gòu)、促進城鄉(xiāng)統(tǒng)籌發(fā)展、推動城市化進程、擴大就業(yè)空間、提高人民生活水平、提升縣域的形象和知名度等發(fā)揮了重要作用。 隨著2013年10月1日《旅游法》的頒布實施，“縣級地方人民政府應(yīng)將旅游業(yè)納入國民經(jīng)濟和社會發(fā)展規(guī)劃”成為法律，使旅游業(yè)發(fā)展擺上了全國縣級人民政府的工作日程。近年來，國內(nèi)縣域旅游成功發(fā)展的典型案例頻現(xiàn)，隨著山東省旅游產(chǎn)業(yè)整體迅速發(fā)展，山東省縣域旅游業(yè)也有了長足的進步，像沂水縣被列入全國“2011縣域旅游之星”，沂南縣也成為縣域旅游的又一匹“黑馬”。越來越多的縣域認(rèn)識到旅游經(jīng)濟是推動縣域經(jīng)濟持續(xù)發(fā)展的重要渠道，但是對“縣域旅游”的研究，目前大多數(shù)局限于某一縣或某幾縣為例，揭示當(dāng)代縣域旅游發(fā)展普遍規(guī)律的科學(xué)概括和學(xué)術(shù)創(chuàng)新成為縣域旅游發(fā)展亟需突破的瓶頸。本文將以山東省首批創(chuàng)建的14個旅游強縣為范式，對政府主導(dǎo)型縣域旅游發(fā)展的動力因素和發(fā)展模式進行深入分析研究，尋求有效發(fā)展縣域旅游實現(xiàn)縣域經(jīng)濟拉動效用的普遍規(guī)律和關(guān)鍵途徑。 本文在參閱大量國內(nèi)外相關(guān)領(lǐng)域研究成果、山東省縣級政府旅游規(guī)劃及政府工作報告、省市縣三級旅游部門文件等資料的基礎(chǔ)上，學(xué)習(xí)并借鑒旅游地生命周期理論、區(qū)域旅游競爭力理論、區(qū)域旅游發(fā)展模式等成熟理論，使用層次分析法分析山東省縣域旅游發(fā)展模式的各類影響因子，并創(chuàng)造性地建立“旅游強縣多層次綜合評價指標(biāo)體系”，研究分析縣域旅游在政府主導(dǎo)、部門聯(lián)動的機制下全面有效拉動縣域旅游快速發(fā)展的比較性指標(biāo)，，指出政府主導(dǎo)模式下縣域旅游發(fā)展的瓶頸性突破所在。本文共分為五個部分。（1）緒論：縣域旅游的國內(nèi)外研究背景和相關(guān)評價。（2）相關(guān)理論：對縣域旅游、縣域經(jīng)濟與縣域旅游經(jīng)濟、縣域旅游發(fā)展模式、縣域旅游競爭力、旅游強縣、范式等基本概念的內(nèi)涵進行甄別，并將縣域旅游發(fā)展模式、旅游強縣作為本文的主干基礎(chǔ)理論進行明晰。（3）山東省縣域旅游發(fā)展及旅游強縣創(chuàng)建對縣域旅游發(fā)展的拉動效應(yīng)：此部分重點通過對山東省縣域分布及縣域旅游資源賦存豐度的研究，揭示其發(fā)展現(xiàn)狀。并對山東省旅游強縣創(chuàng)建背景、創(chuàng)建現(xiàn)狀、創(chuàng)建前后縱向比較及全省層面進行分析，歸納強縣創(chuàng)建范式的拉動效應(yīng)。（4）旅游強縣發(fā)展多層次綜合評價指標(biāo)體系構(gòu)建：本部分對強縣勞動效應(yīng)的影響因素進行分析和評價，通過對山東省首批旅游強縣發(fā)展路徑分析，構(gòu)建旅游強縣發(fā)展多層次綜合評價指標(biāo)體系。（5）基于AHP法的旅游強縣發(fā)展綜合評價：利用APH法，確定旅游強縣發(fā)展評價因子權(quán)重，并對評價結(jié)果予以分析。（6）山東省旅游強縣的創(chuàng)建對縣域旅游的拉動效應(yīng)實證分析及發(fā)展對策：通過對旅游強縣創(chuàng)建前后相關(guān)數(shù)據(jù)對比，實證分析旅游強縣發(fā)展評價指標(biāo)的科學(xué)性和實用性，并提出旅游強縣進一步發(fā)展的對策。 本論文的主要研究結(jié)論為：利用層次分析法，建立定量化、系統(tǒng)化的旅游強縣發(fā)展多層次綜合評價指標(biāo)體系，該體系認(rèn)為旅游經(jīng)濟發(fā)展水平、政府主導(dǎo)機制、產(chǎn)業(yè)定位與投入、縣域旅游品牌體系、旅游資源與項目開發(fā)、客源地開拓能力、現(xiàn)代旅游功能對旅游強縣發(fā)展中具有決定性作用。
[Abstract]:County tourism is an important part of regional tourism, with the rapid development of tourism, the tourism economy has become an important pillar of the economy, especially to optimize the industrial structure, promote urban and rural development, promote the city development, expand employment space, improve people's living standards, has played an important role in promoting the image and visibility.
With the October 1, 2013 tourism law promulgated < >, "the local people's government should be included in the planning of the tourism industry" national economic and social development to become law, make the development of the tourism industry has been put on the agenda of National People's governments at the county level. In recent years, frequent domestic typical case of successful development of county tourism in Shandong Province, with the tourism industry as a whole the rapid development of Shandong Province, the county tourism industry has made considerable progress, such as the Yishui county was included in the national "2011 County Tourism star, Yinan county and county tourism has also become a" dark horse ". More and more aware of county tourism economy is an important channel to promote the sustainable development of the county economy, but for" county tourism "study, most of the current is limited to a county or a few county as an example, reveal the scientific summary of academic innovation and the universal law of contemporary County tourism development has become a county domain. You need to break the development bottleneck. This will create 14 County Tourism in Shandong Province as the first paradigm, in-depth analysis and Research on the dynamic factors of county tourism development leading government and mode of development, to seek the effective development of county tourism economy of county economy to achieve universal rule and key way.
In this paper refer to a large number of domestic and foreign related research results, Shandong province county government tourism planning and the government work report, based on three provinces and cities in the tourism sector County documents etc, studying and drawing the traveling life cycle theory, the theory of regional tourism competitiveness, regional tourism development mode of mature theory, AHP method is used to analyze all kinds of the influencing factors in Shandong province county tourism development mode, and creatively established the comprehensive evaluation index system of county tourism "multi-level, research and analysis of county tourism in the government, departments under the comprehensive and effective linkage mechanism to pull the comparative index rapid development of County Tourism, points out that the government led mode of county tourism development bottleneck breakthrough. This paper is divided into five parts. Introduction: (1) the domestic and foreign research background and related evaluation of county tourism. (2) the related theory on the county Brigade: Tour, county economy and tourism economy, the development mode of county tourism, tourism competitiveness, county tourism, basic concepts of paradigm to be screened, and the development model of county tourism, tourism County as the backbone of the basic theory of clarity. (3) Shandong province county tourism development and tourism to create stimulating effect on the county tourism development: in this part, through the research to the Shandong province county county tourism resources distribution and occurrence abundance, revealing its development status. And the Shandong province county tourism background, create situation, analyze and after the longitudinal comparison and province level, the pulling effect of induction to create paradigm. (4) to construct the comprehensive evaluation index the multi-level system of development of County Tourism: to analyze and evaluate the factors of this part of the county labor effect, through the development of Shandong Province, the first batch of County Tourism Path analysis, construction of county tourism development comprehensive evaluation index system of multi hierarchy. (5) the comprehensive evaluation method of AHP based on the development of County Tourism: the use of APH method to determine the weights of evaluation factor of county tourism development, and by analysis of the evaluation results. (6) Shandong Province Tourism County created the pulling effect of empirical analysis and Countermeasures for the development of the county tourism: by comparing the data before and after the establishment of county tourism, analysis of county tourism development evaluation index of scientific and practical demonstration, put forward the countermeasure of county tourism further development.
The main conclusions are as follows: using the analytic hierarchy process, a quantitative and comprehensive evaluation on the development of multi-level index system of county tourism system, the system that the development level of tourism economy, the government led mechanism, industry positioning and investment, tourism brand system, tourism resources and tourism development projects, to develop the capacity of modern the tourism function plays the decisive role in the county tourism development.
