【摘要】：隨著我國經(jīng)濟(jì)社會的快速發(fā)展，生態(tài)問題逐漸成為制約可持續(xù)發(fā)展的瓶頸。作為一種能夠有效協(xié)調(diào)經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)之間矛盾關(guān)系的環(huán)境經(jīng)濟(jì)手段，生態(tài)補(bǔ)償及其運(yùn)行機(jī)制的構(gòu)建成為學(xué)界和社會廣泛關(guān)注的問題。當(dāng)前我國對生態(tài)補(bǔ)償?shù)睦碚撗芯亢驼邔?shí)踐，主要集中在流域、水源地、自然保護(hù)區(qū)、土地和礦產(chǎn)資源開發(fā)、濕地及森林保護(hù)等領(lǐng)域，并取得了一定的研究成果和實(shí)踐成效。近年來，有學(xué)者開始在旅游業(yè)領(lǐng)域引入生態(tài)補(bǔ)償理念，成為旅游資源開發(fā)與保護(hù)的新視角。筆者也認(rèn)為，在旅游開發(fā)領(lǐng)域?qū)嵤┥鷳B(tài)補(bǔ)償，可以有效監(jiān)管旅游開發(fā)行為，從而規(guī)避和解決旅游開發(fā)過程中引發(fā)的生態(tài)環(huán)境問題和社會問題，并提升旅游產(chǎn)品的形象和質(zhì)量，促進(jìn)旅游經(jīng)濟(jì)的可持續(xù)發(fā)展。因此，本文以云南省普者黑風(fēng)景區(qū)為例，對該風(fēng)景區(qū)旅游開發(fā)中的生態(tài)補(bǔ)償進(jìn)行實(shí)證研究，進(jìn)而對完善普者黑風(fēng)景區(qū)生態(tài)補(bǔ)償機(jī)制提出總體思路和對策建議。 本文共分為五個(gè)部分：第一部分主要闡述了提出旅游開發(fā)生態(tài)補(bǔ)償?shù)谋尘昂脱芯恳饬x，并通過對國內(nèi)外相關(guān)研究成果的概要性評析，明確了本文的研究方法和技術(shù)路線；第二部分通過對生態(tài)補(bǔ)償相關(guān)概念和基礎(chǔ)理論的分析，為探索和研究普者黑風(fēng)景區(qū)旅游開發(fā)生態(tài)補(bǔ)償機(jī)制奠定了較為扎實(shí)的理論基礎(chǔ)；第三部分通過對問卷調(diào)查數(shù)據(jù)的統(tǒng)計(jì)分析，開展對普者黑風(fēng)景區(qū)旅游開發(fā)生態(tài)補(bǔ)償?shù)膶?shí)證研究，并分析普者黑風(fēng)景區(qū)旅游開發(fā)生態(tài)補(bǔ)償實(shí)施現(xiàn)狀及存在的問題；第四部分提出完善普者黑風(fēng)景區(qū)旅游開發(fā)生態(tài)補(bǔ)償機(jī)制的總體思路和對策建議，包括確定補(bǔ)償原則、確認(rèn)補(bǔ)償主客體、完善補(bǔ)償方式、確定補(bǔ)償標(biāo)準(zhǔn)以及建立健全相關(guān)政策法規(guī)、拓寬融資渠道、完善監(jiān)管機(jī)制、加強(qiáng)宣傳教育等。第五部分根據(jù)研究結(jié)果歸納出本文的結(jié)論，，并對本研究的不足之處和可深入研究的內(nèi)容進(jìn)行了總結(jié)和展望。
[Abstract]:With the rapid development of China's economy and society, the ecological problem has become the bottleneck of sustainable development. As a contradiction between the effective coordination of economic development and environmental protection environmental economic means, construction of ecological compensation and operation mechanism of the academic and social widespread concern. The current theory of ecological compensation research and policy practice, mainly concentrated in the basin, water, nature reserve, land and mineral resources development, wetland and forest protection and other fields, and have achieved some research results and practical results. In recent years, some scholars began to introduce the concept of ecological compensation in the field of tourism, a new perspective to the development and protection of tourism resources. The author also believes that the implementation of ecological compensation in the field of tourism development, tourism development can be effective supervision behavior, so as to avoid causing and solving process in tourism development of students State Environmental and social problems, and enhance the image and quality of tourism products, and promote the sustainable development of tourism economy. Therefore, this paper takes Yunnan province Puzhehei scenic area as an example, the empirical research on the ecological compensation of the tourism development in the scenic area, and puts forward the general ideas and suggestions on perfecting the ecological compensation & Black landscape mechanism.
This paper is divided into five parts: the first part mainly expounds the background of compensation for ecological tourism development and significance of the research, and through the summary of domestic and foreign research and analysis, the paper introduces the research methods and technical route; the second part through the analysis of related concepts of ecological compensation and the basic theory, establishes theory a solid foundation for the exploration and Research on ecological compensation mechanism of Puzhehei tourism scenic area development; the third part through statistical analysis of survey data, carry out an empirical study on tourism development of ecological scenic Puzhehei compensation, and analysis of the implementation of the tourism development of scenic area and ecological compensation Puzhehei problems; put forward the general ideas and suggestions the ecological compensation mechanism of tourism development of scenic area Puzhehei of fourth parts, including the determination of the compensation principle, compensation object confirmation, Perfect the compensation way, determine the compensation standard and the establishment of relevant policies and regulations, broaden the financing channels, improve the regulatory mechanism, strengthen publicity and education. The fifth part according to the research results, the paper summarized the conclusions and shortcomings of this study and the further research contents are summarized and prospected.
