【摘要】：全球氣候變暖的因素導(dǎo)致近年來(lái)極端洪災(zāi)頻頻發(fā)生,已成為影響我國(guó)社會(huì)經(jīng)濟(jì)發(fā)展的重要問(wèn)題。傳統(tǒng)的洪災(zāi)應(yīng)急決策只是由政府主導(dǎo)的行政命令式?jīng)Q策,無(wú)形當(dāng)中剝奪了災(zāi)害當(dāng)中其他利益相關(guān)主體的決策權(quán)。異質(zhì)性利益相關(guān)主體參與決策是實(shí)現(xiàn)極端洪災(zāi)應(yīng)急決策科學(xué)化與民主化的重要途徑,該類群決策具有與一般意義上的群決策不同的特征。結(jié)合某些利益主體決策時(shí)存在一定程度猶豫性的特點(diǎn)和可能存在的絕對(duì)自私策略選擇,本文有針對(duì)性地提出基于評(píng)價(jià)意見(jiàn)相似度的調(diào)整策略,建立了基于相似度調(diào)整的直覺(jué)模糊群決策模型和算法步驟。
[Abstract]:The factors of global warming have led to the frequent occurrence of extreme floods in recent years, which has become an important problem affecting the social and economic development of our country. The traditional flood emergency decision is only an administrative imperative decision led by the government, which deprives other stakeholders of the decision-making power in the disaster. The participation of heterogeneous stakeholders in decision-making is an important way to realize the scientific and democratic decision making of extreme flood emergency. This kind of group decision has different characteristics from group decision in general sense. According to the characteristics of some stakeholders' hesitation in decision-making and the possibility of absolute selfishness, this paper proposes an adjustment strategy based on the similarity of evaluation opinions. An intuitionistic fuzzy group decision model and algorithm steps based on similarity adjustment are established.
