關(guān)于山西科技創(chuàng)新水平的實證研究

【摘要】:隨著世界范圍內(nèi)科學(xué)技術(shù)的日新月異,區(qū)域可持續(xù)發(fā)展能力的競爭正逐漸演變?yōu)榭萍紕?chuàng)新能力的競爭。科技創(chuàng)新是經(jīng)濟增長的重要源泉,科技進步對經(jīng)濟增長的促進作用日趨明顯,表現(xiàn)在科技投入對經(jīng)濟增長的貢獻(xiàn)值越來越大。當(dāng)前,山西產(chǎn)業(yè)結(jié)構(gòu)調(diào)整正處于重要的戰(zhàn)略轉(zhuǎn)型期,如何提升山西科技創(chuàng)新水平,促進山西經(jīng)濟穩(wěn)定、健康、較快地發(fā)展,已經(jīng)成為一項具有理論和現(xiàn)實意義的重要課題。 本文主要從以下三方面進行研究:首先,根據(jù)科技投入與經(jīng)濟增長之間的相關(guān)關(guān)系,運用序列相關(guān)理論和平穩(wěn)性檢驗對1991年至2008年山西省科技投入指標(biāo)與經(jīng)濟增長指標(biāo)之間的相關(guān)關(guān)系進行分析,再通過誤差修正模型和Granger因果檢驗研究山西財政科技投入與經(jīng)濟增長之間的長期關(guān)系和短期影響;其次,運用DEA方法對山西科技創(chuàng)新水平進行橫向比較,通過數(shù)據(jù)包絡(luò)分析中的CCR、BCC模型對黃河經(jīng)濟帶11個省市科技創(chuàng)新水平相對效率進行測度,利用SBM模型對測度結(jié)果進行修正,并對山西的相對效率值進行目標(biāo)改進,分析其科技創(chuàng)新投入與產(chǎn)出的改進方向;再次,運用因子分析模型對2008年山西區(qū)域內(nèi)科技創(chuàng)新水平進行研究,以山西科技創(chuàng)新旗幟太原市為例,重點研究太原市在科技資源配置優(yōu)勢下的投入產(chǎn)出效率。主要得出以下結(jié)論:(一)山西財政科技投入和經(jīng)濟增長之間存在著長期穩(wěn)定的動態(tài)均衡關(guān)系;(二)山西科技創(chuàng)新水平持續(xù)提升,但山西財政科技投入對經(jīng)濟增長的促進作用并不明顯;(三)技術(shù)相對無效和規(guī)模相對無效的雙重作用使山西科技創(chuàng)新水平表現(xiàn)為總體相對無效,但技術(shù)相對無效是山西科技創(chuàng)新總體相對無效的主要原因;(四)山西科技創(chuàng)新存在一定程度的科技投入冗余現(xiàn)象,具體表現(xiàn)為技術(shù)效率值非SBM有效;(五)山西區(qū)域內(nèi)科技創(chuàng)新水平主要依賴太原市和臨汾市,整體水平較低。最后針對以上問題提出相應(yīng)的對策及建議。
[Abstract]:With the rapid development of science and technology in the world, the competition of regional sustainable development ability is gradually evolving into the competition of scientific and technological innovation ability. Scientific and technological innovation is an important source of economic growth, and the role of scientific and technological progress in promoting economic growth is becoming more and more obvious, which is reflected in the increasing contribution of scientific and technological input to economic growth. At present, the adjustment of Shanxi's industrial structure is in an important strategic transition period. How to improve the level of Shanxi's scientific and technological innovation and promote Shanxi's economic stability, health and rapid development has become an important topic of theoretical and practical significance. This article mainly carries on the research from the following three aspects: first, according to the correlation between the science and technology investment and the economic growth, By using the theory of sequence correlation and the stability test, this paper analyzes the correlation between the scientific and technological input index and the economic growth index of Shanxi Province from 1991 to 2008. Then through the error correction model and Granger causality test to study the long-term relationship and short-term impact between Shanxi financial science and technology investment and economic growth. Secondly, using DEA method to compare the level of scientific and technological innovation in Shanxi Province horizontally. The relative efficiency of scientific and technological innovation in 11 provinces and cities of the Yellow River Economic Belt is measured by CCR- BCC model in data envelopment analysis. The results are modified by using SBM model, and the relative efficiency value of Shanxi is improved. Thirdly, using factor analysis model to study the level of scientific and technological innovation in Shanxi region in 2008, taking Taiyuan City as an example, This paper focuses on the input-output efficiency of Taiyuan City under the advantage of scientific and technological resources allocation. The main conclusions are as follows: (1) there is a long-term stable dynamic equilibrium relationship between Shanxi's financial investment in science and technology and economic growth; (2) the level of scientific and technological innovation in Shanxi continues to improve. However, the contribution of Shanxi financial science and technology investment to economic growth is not obvious. (3) the dual effects of relatively ineffective technology and relatively ineffective scale make the level of scientific and technological innovation in Shanxi appear to be relatively ineffective as a whole. However, relatively ineffective technology is the main reason for the overall invalidity of scientific and technological innovation in Shanxi. (4) there is a certain degree of redundancy in scientific and technological investment in Shanxi. The technical efficiency value is non-SBM effective; (5) the level of scientific and technological innovation in Shanxi region mainly depends on Taiyuan and Linfen City, the overall level is low. Finally, the corresponding countermeasures and suggestions are put forward in view of the above problems.
