【摘要】：與剛性學(xué)術(shù)規(guī)范——學(xué)術(shù)紀(jì)律規(guī)范、學(xué)術(shù)行政規(guī)范、學(xué)術(shù)法律規(guī)范所不同的是,柔性學(xué)術(shù)規(guī)范——學(xué)術(shù)道德規(guī)范,主要靠外在的社會(huì)輿論監(jiān)督和學(xué)術(shù)道德失范行為者內(nèi)在的良知。外在輿論監(jiān)督賴以發(fā)揮作用的前提是學(xué)術(shù)道德失范行為被舉報(bào)、揭露和曝光。因此,當(dāng)代中國(guó)學(xué)術(shù)道德失范治理至少應(yīng)該從以下幾個(gè)方面進(jìn)行:建立全國(guó)學(xué)術(shù)道德失范舉報(bào)受理和調(diào)查機(jī)構(gòu)與監(jiān)察機(jī)構(gòu),設(shè)立學(xué)術(shù)道德失范舉報(bào)和曝光網(wǎng)絡(luò)平臺(tái),健全學(xué)術(shù)道德失范調(diào)查程序并保護(hù)學(xué)術(shù)道德失范舉報(bào)者和知情實(shí)告者,教育和引導(dǎo)各類學(xué)術(shù)主體加強(qiáng)學(xué)術(shù)道德自律。
[Abstract]:Unlike rigid academic norms-academic discipline norms, academic administrative norms, academic legal norms, the flexible academic norms-academic ethics, It mainly depends on the external supervision of public opinion and the inner conscience of the behavior of academic moral anomie. The premise of external public opinion supervision is that academic moral anomie is reported, exposed and exposed. Therefore, the governance of academic moral anomie in contemporary China should be carried out at least in the following aspects: establish a nationwide organization for accepting, investigating, and supervising academic moral misconduct, and set up a network platform for reporting and exposing academic misconduct. Improve the investigation procedure of academic moral misconduct and protect the whistle-blowers and informed whistle-blowers, and educate and guide all kinds of academic subjects to strengthen the self-discipline of academic morality.
