【摘要】：在知識經濟全球化的背景下，科技創(chuàng)新能力已經成為國家經濟發(fā)展的源泉和動力，并逐漸成為決定國家前途和命運的主導因素之一。只有提高自主創(chuàng)新能力，才有機會在國際科技競爭中占據(jù)戰(zhàn)略制高點。國家科技創(chuàng)新體系是支撐其創(chuàng)新能力建設的重要力量，而科研機構又是重要的科技創(chuàng)新體系主體。農業(yè)科技創(chuàng)新則必然成為農業(yè)經濟快速發(fā)展的主導力量。 農業(yè)科研機構自主創(chuàng)新能力的強弱，直接關乎國家農業(yè)科技進步水平和現(xiàn)代農業(yè)發(fā)展的方式，而農業(yè)科技創(chuàng)新能力是一個由多種能力子系統(tǒng)組和而成的復雜系統(tǒng)。本文立足系統(tǒng)科學和管理科學理論，分析了農業(yè)科技創(chuàng)新過程，確定了創(chuàng)新要素，構建了適合農業(yè)科研機構的評價指標體系和評價模型。運用系統(tǒng)分析的思路，充分靈活采用層析分析法、專家估測法、德爾菲法等，創(chuàng)建了適合我國農業(yè)科研機構的“綜合指數(shù)評價法”。采用現(xiàn)代信息技術，研發(fā)了基于多源數(shù)據(jù)的農業(yè)科技創(chuàng)新評價分析平臺，為決策者提供一個科學、便捷的軟件工具。最后利用該平臺將評價指標體系應用于國家級農業(yè)科研機構的評價，并根據(jù)評價結果將科研機構劃分為科技創(chuàng)新型、科學創(chuàng)新型、技術創(chuàng)新型、基礎實力型等四種類型，最后針對每種類型提出了相應的管理措施。 本論文在以下幾個方面進行了創(chuàng)新性探索研究： 綜合分析了農業(yè)科技創(chuàng)新的概念和內涵。這是本文的理論基礎和邏輯起點，，將對有關科技創(chuàng)新、農業(yè)科技創(chuàng)新、農業(yè)科技創(chuàng)新要素以及農業(yè)科技創(chuàng)新活動進行分析，從而為本文提供一個分析研究的基礎。 ①研究構建了農業(yè)科技創(chuàng)新能力評價指標體系。基于指標體系的設計原則和內涵詮釋，構建了三級指標，兼顧了指標間定性和定量、過程與結果、靜態(tài)與動態(tài)的關系，能夠靈活反映各農業(yè)科研機構的科技創(chuàng)新能力、成果產出績效、人才隊伍建設以及成果轉化效果。 ②研發(fā)了基于多源數(shù)據(jù)的農業(yè)科技創(chuàng)新能力綜合評價平臺。結合目前農業(yè)科研機構知識資產組織、保存和管理的現(xiàn)狀，根據(jù)科研工作流程特點，聯(lián)系客觀實際提出了自頂而下和自底而上相結合的建設模式，研究開發(fā)了農業(yè)科技創(chuàng)新能力綜合評價平臺，主要包括：數(shù)據(jù)采集、指標體系管理、權限管理、科研資源管理和綜合評價分析等功能。 ③研究創(chuàng)建了用于評價農業(yè)科研機構的“綜合評價法”。基于建立的指標體系，依次實施數(shù)據(jù)采集—標準化處理—權重確定—建立模型—指數(shù)計算—比較分析等步驟，通過綜合評價和分類排序能夠突出評價對象之間的可比性，為決策部門提供可靠的數(shù)據(jù)支持和技術手段，進而提升科研管理的效率和質量。
[Abstract]:In the background of the globalization of knowledge economy , the innovation ability of science and technology has become the source and motive force of national economic development , and gradually becomes one of the dominant factors that determine the future and destiny of the country . Only by improving the independent innovation ability will the national science and technology innovation system play an important role in the development of international science and technology . The national science and technology innovation system is the main force to support its innovation ability construction , and the scientific research institution is the main body of the important scientific and technological innovation system .

Based on the theory of system science and management science , this paper analyzes the process of agricultural science and technology innovation , analyzes the innovation process of agricultural science and technology , and establishes the evaluation index system and evaluation model suitable for agricultural scientific research institutions .
