【摘要】：高技術(shù)研發(fā)計(jì)劃在國家科技計(jì)劃體系中占有重要位置。論文旨在通過對我國高技術(shù)研發(fā)計(jì)劃的組織管理問題進(jìn)行系統(tǒng)研究從而為深化我國高技術(shù)研發(fā)計(jì)劃管理體制改革提供理論參考并且為我國高技術(shù)研發(fā)計(jì)劃實(shí)際管理工作提供一定的理論指導(dǎo),同時(shí)也在一定程度上豐富科技哲學(xué)領(lǐng)域的科技與社會(huì)理論。 論文采用的主要研究方法首先是文獻(xiàn)調(diào)研方法,即論文研究以對各種學(xué)術(shù)資料和政府管理文件進(jìn)行分析為基礎(chǔ)。其次論文研究也采用比較研究的方法,針對我國高技術(shù)研發(fā)計(jì)劃每一個(gè)重要的組織管理問題,論文都會(huì)比較國內(nèi)外為解決問題已經(jīng)采取的辦法。再次是從研究邏輯上看,論文采用了先對重要的組織管理問題單獨(dú)研究然后再聯(lián)系起來進(jìn)行研究的分析與綜合的方法。最后,論文也采用了其它如案例分析、文本分析等研究方法。 通過綜合運(yùn)用上述方法,論文對我國高技術(shù)研發(fā)計(jì)劃的組織管理問題進(jìn)行了比較系統(tǒng)的研究。研究的主要內(nèi)容分為四個(gè)部分。第一部分,論文首先通過計(jì)劃的歷史和環(huán)境分析發(fā)現(xiàn)并提出我國高技術(shù)研發(fā)計(jì)劃組織管理面臨的真正問題,包括計(jì)劃成果如何向產(chǎn)業(yè)有效擴(kuò)散、企業(yè)怎樣有效參與高技術(shù)研發(fā)計(jì)劃、高技術(shù)研發(fā)計(jì)劃的科學(xué)定位、科技經(jīng)費(fèi)的法律監(jiān)管以及其它比較明顯的組織管理問題等。在綜合考慮實(shí)踐價(jià)值和學(xué)術(shù)價(jià)值的基礎(chǔ)上,論文選擇前四個(gè)問題作為重點(diǎn)研究的對象。 第二部分,論文對第一部分選擇的四個(gè)組織管理問題,對應(yīng)地簡稱為成果擴(kuò)散問題、企業(yè)參與問題、計(jì)劃定位問題和法律監(jiān)管問題,分別進(jìn)行分析并提出有關(guān)解決辦法的設(shè)想。針對計(jì)劃定位問題,論文從理論上分析了高技術(shù)研發(fā)市場失靈的狀況、原因及糾正政策,考察了國外高技術(shù)研發(fā)計(jì)劃定位的情況,提出了將我國高技術(shù)研發(fā)計(jì)劃重新定位于重大共性技術(shù)研發(fā)的設(shè)想；針對成果擴(kuò)散問題,論文首先提出并分析國家科技營銷理念,接著從市場營銷的角度分別考察境外和境內(nèi)政府促進(jìn)科技成果擴(kuò)散的做法,最后設(shè)想在我國實(shí)施國家科技營銷政策；針對企業(yè)參與問題,論文先從理論上分析了包括企業(yè)實(shí)驗(yàn)室在內(nèi)的影響企業(yè)參與高技術(shù)研發(fā)計(jì)劃的主要因素,然后考察了國外企業(yè)參與高技術(shù)研發(fā)計(jì)劃的情況,并且專門分析了我國企業(yè)實(shí)驗(yàn)室的發(fā)展?fàn)顩r,最后提出兩點(diǎn)關(guān)于企業(yè)參與我國高技術(shù)研發(fā)計(jì)劃的設(shè)想；針對法律監(jiān)管問題,論文對科技經(jīng)費(fèi)監(jiān)管主要手段進(jìn)行了理論上的比較分析,對美國的科技經(jīng)費(fèi)監(jiān)管體系特別是部門監(jiān)察制度進(jìn)行了詳細(xì)考察,并在這些研究的基礎(chǔ)上提出在我國建立以司法手段為中心的科技經(jīng)費(fèi)監(jiān)管法律體系的設(shè)想。 第三部分,論文對計(jì)劃定位問題、成果擴(kuò)散問題、企業(yè)參與問題和法律監(jiān)管問題進(jìn)行綜合分析并提出綜合解決四個(gè)問題的最后建議。綜合分析首先是四個(gè)問題之間的相互作用分析。通過分析四個(gè)問題之間的相互作用,第二部分在問題單獨(dú)分析后提出的關(guān)于解決辦法的設(shè)想得到了檢驗(yàn),這些設(shè)想相互一致,不存在沖突。綜合分析隨后把四個(gè)問題看著組成一個(gè)系統(tǒng)然后分析這個(gè)系統(tǒng)的環(huán)境因素對四個(gè)問題產(chǎn)生的影響。最后,論文在綜合考慮解決辦法相容性以及環(huán)境影響的基礎(chǔ)上正式提出了綜合解決四個(gè)問題的建議。 第四部分,論文對其它比較明顯的組織管理問題進(jìn)行了簡單討論。首先討論的是戰(zhàn)略性新興產(chǎn)業(yè)的培育問題以及專家參與計(jì)劃管理的機(jī)制問題。接著討論的是高技術(shù)研發(fā)計(jì)劃新階段的管理手段問題。最后討論了計(jì)劃領(lǐng)域調(diào)整以及國際合作等問題。 論文的主要結(jié)論是第三部分提出的綜合解決四個(gè)問題的建議。概括起來就是,論文建議將我國高技術(shù)研發(fā)計(jì)劃定位于重大共性技術(shù)的研發(fā)；建議科技計(jì)劃管理部門實(shí)施國家科技營銷政策,關(guān)鍵措施包括在科技計(jì)劃管理部門內(nèi)部組建科技營銷組織以及以商業(yè)計(jì)劃為中心選擇管理科技計(jì)劃項(xiàng)目等；建議科技計(jì)劃管理部門鼓勵(lì)企業(yè)全程參與高技術(shù)研發(fā)計(jì)劃并且明確規(guī)定企業(yè)與國家分擔(dān)高技術(shù)研發(fā)成本的原則；建議在我國建立以司法手段為中心的科技經(jīng)費(fèi)法律監(jiān)管體系,包括建立和完善科技經(jīng)費(fèi)監(jiān)管部門的司法機(jī)制以及強(qiáng)調(diào)在實(shí)踐中以司法手段為主,綜合運(yùn)用各種手段對科技經(jīng)費(fèi)進(jìn)行監(jiān)管等內(nèi)容。 論文的主要?jiǎng)?chuàng)新有兩處。其一是為系統(tǒng)解決高技術(shù)研發(fā)計(jì)劃的成果擴(kuò)散問題,論文創(chuàng)造性地提出并分析了國家科技營銷理念。國家科技營銷是指在國家科技計(jì)劃的組織管理中引入現(xiàn)代市場營銷理念,借鑒企業(yè)市場營銷的思想和做法,從而促進(jìn)科技成果有效地?cái)U(kuò)散。其二是論文從理論上系統(tǒng)分析了不同科技經(jīng)費(fèi)監(jiān)管手段的優(yōu)劣并且系統(tǒng)深入地考察了美國的部門監(jiān)察制度,論證了在我國建立以司法手段為中心的科技經(jīng)費(fèi)法律監(jiān)管體系的必要性。
[Abstract]:High technology research and development program occupies an important position in the system of national science and technology program. This paper aims to study systematically through our high technology research and development plan of organization management issues so as to provide theoretical reference for deepening the reform of the high technology research and development program management system in China and for China's high technology research and development program management practice to provide some theoretical guidance, at the same time also rich in science and technology and the social theory of philosophy of science and technology in a certain extent.
The main research methods used in this paper is the first literature research method, the thesis of various academic and government information management file based analysis. Secondly the paper also using the method of comparative study, in view of China's high technology research and development plan of each important organizational management issues, the will to solve the problem at home and abroad has taken measures. Again research is from the logical point of view, this thesis adopts separate research issues that are important to the organization and management analysis and then linking research and comprehensive method. Finally, the paper also adopts the case analysis as research methods, text analysis and so on.
By using the above method, makes a systematic study on the problems of organization and management of China's high technology research and development program. The main content is divided into four parts. The first part, firstly, through the analysis of the history and environment plan and puts forward the real problems facing China's high technology research and development plan of organizational management, including how to plan the industrial enterprises how to effectively participate in the effective diffusion, high technology research and development plan, scientific positioning of high technology research and development program, the legal supervision of science and technology funds and other obvious problems of organization and management. Considering the practical value and academic value, the first problem as the research object.
The second part of the thesis, the first part of the four problems of organization and management, the corresponding results referred to as diffusion problems, participation of enterprises, planning positioning and legal supervision problems were analyzed, and puts forward the tentative idea about the solution. According to the plan of market positioning, high-tech R & D failure condition theoretically the reason, and correct policy, the study of foreign high technology R & D program positioning, put forward the idea of China's high technology research and development program to the re orientation of significant common technology; according to the results of diffusion problems, firstly proposed and analyzed the national science and technology marketing idea, and then from the perspective of marketing were investigated in overseas and domestic government promotion the diffusion of scientific and technological achievements, finally envisaged implementation of the national science and technology marketing policy in our country; for the participation of enterprises, the paper starts from theory. Analysis of the main factors affecting business enterprises, including laboratories involved in high technology research and development program, and then examines the foreign enterprises to participate in the high technology research and development program, and specifically analyzes the development situation of our country enterprise laboratory, finally put forward a tentative idea on enterprises to participate in China's high technology research and development program for two; legal supervision, the a comparative analysis on the theory of science and technology funds supervision means, science and technology funds supervision system of the United States especially made a detailed inspection department inspection system, and puts forward the tentative idea to establish the legal system of judicial means as the center of science and technology funds supervision in our country on the basis of these studies.
The third part, the planned location problem, achievement diffusion problems, problems and legal supervision of enterprises to participate in the comprehensive analysis and put forward the suggestion finally solve four problems. The first is the analysis of a comprehensive analysis of the interaction between the four problems. Through the analysis of four interaction problem between the ideas about solutions analysis alone in the proposed second part test, these assumptions are consistent with each other, there is no conflict. Then the comprehensive analysis looks at the four problems form a system and analyze the system of environmental factors on the four issues. Finally, considering the way to solve basic compatibility and environmental impact formally put forward a comprehensive solution of the four problems is proposed.
The fourth part, the paper makes a simple discussion on other obvious problems of organization and management. We first discuss the problem of cultivating mechanism of strategic emerging industry and experts to participate in the program management. Then discussed the problem of the new stage of high technology research and development program management tool. Finally discussed the plan field adjustment and the international cooperation and other issues.
The main conclusions of this paper is a comprehensive solution to the third part put forward four suggestions. The thesis is summed up and suggestions will develop our high technology R & D program located in major common technology; Management Department of science and technology plan implementation of the national science and technology policy marketing, key measures included in the plan of science and Technology Management Department of science and technology and the formation of the internal marketing organization the business plan as the center to choose science and technology project management; management suggestions on science and technology plans to encourage enterprises to participate in the whole high technology research and development plan and clearly defined the enterprise and national high technology research and development of the principle of cost sharing; proposed the establishment of a judicial center for science and technology funds Legal Supervision System in our country, including judicial mechanism to establish and improve the science and technology funds the regulatory authorities and emphasizing mainly by judicial means, in practice, the integrated use of various means of science and technology by Fees are supervised and so on.
There are two innovations in this paper. It is a high technology research and development plan for the system to solve the results of diffusion problems, this paper creatively puts forward and analyzes the marketing concept. The national science and Technology National Science and technology marketing refers to the introduction of modern marketing concept in the organization and management of the National Science and technology plan, from the thought and practice of enterprise marketing, thus to promote scientific and technological achievements effectively. The second is the diffusion of different science and technology funds supervision means the merits from the theory system and the system in-depth study of the United States Department of supervision system, demonstrates the necessity of establishing the judicial means to the center of science and technology funds Legal Supervision System in our country.
