煙草專賣管理信息系統(tǒng)的設(shè)計與實施

【摘要】:煙草專賣管理信息系統(tǒng)是HN煙草商業(yè)系統(tǒng)為了適應(yīng)新的管理模式,借力新的技術(shù)平臺的基礎(chǔ)上,搭建的第一個應(yīng)用系統(tǒng),也是為了更好的進(jìn)行經(jīng)營業(yè)務(wù)和實施專賣管理工作進(jìn)而搭建的第一個應(yīng)用平臺。 煙草專賣管理信息系統(tǒng)的設(shè)計理念有五個特點:第一,適應(yīng)新的管理模式、借力新的技術(shù)平臺的基礎(chǔ)上,建立起來的第一個應(yīng)用系統(tǒng);第二,系統(tǒng)部署方式創(chuàng)新,專賣模塊采用分層級業(yè)務(wù)模塊集中模式,充分體現(xiàn)了以省局集中管理和市州局(公司)為經(jīng)營主體、專賣營銷互聯(lián)互動的特點;第三,功能模塊設(shè)計上,把專賣管理、卷煙營銷、客戶關(guān)系管理三大項內(nèi)容互相聯(lián)系起來;第四,流程管理流暢化,通過應(yīng)用系統(tǒng)將物流、商流、信息流、資金流等主要流程線貫穿;第五,管理模式有新意,對煙草專賣品購進(jìn)、訂貨、配送、管理和核算流程在信息系統(tǒng)中實現(xiàn)了統(tǒng)一。 HN煙草專賣管理信息系統(tǒng)的改進(jìn)升級是為了適應(yīng)煙草行業(yè)改革的新形勢、新要求,加強(qiáng)對專賣管理的高標(biāo)準(zhǔn)、嚴(yán)要求,從而實現(xiàn)全省系統(tǒng)專賣管理“信息化”的目標(biāo)。系統(tǒng)升級的基本構(gòu)想是要通過在HN省局(公司)內(nèi)部搭建出一個統(tǒng)一的應(yīng)用操作平臺,,采用標(biāo)準(zhǔn)化的技術(shù)支持,達(dá)成相關(guān)業(yè)務(wù)的數(shù)據(jù)交換,并且一步步地實現(xiàn)與MIS系統(tǒng)、煙草行業(yè)卷煙生產(chǎn)經(jīng)營決策管理系統(tǒng)、專賣證件管理系統(tǒng)、煙草商業(yè)系統(tǒng)、煙草專賣內(nèi)部管理監(jiān)督系統(tǒng)及其他各個主要管理業(yè)務(wù)系統(tǒng)整合。 升級后的專賣管理信息系統(tǒng)對傳統(tǒng)的專賣管理信息系統(tǒng)進(jìn)行了功能模塊的解構(gòu)和重組,突出體現(xiàn)了專賣管理的專業(yè)職能。升級后的煙草專賣管理系統(tǒng)分系統(tǒng)設(shè)置、政務(wù)公開、市場稽查、綜合考核等九大功能模塊,每個模塊又由若干功能節(jié)點組成,同樣這些功能節(jié)點體現(xiàn)在煙草專賣管理日常工作實際操作的各個方面。系統(tǒng)的靈活性亦可根據(jù)不同崗位的業(yè)務(wù)職責(zé)進(jìn)行權(quán)限開放,組合成滿足煙草專賣局日常工作需要的系統(tǒng)。通過功能升級,實現(xiàn)了全省各級專賣管理機(jī)構(gòu)的專賣管理數(shù)據(jù)信息的資源整合、互通有無,能夠動態(tài)地反映專賣管理案件查辦、市場管理、證件管理等工作情況,對行業(yè)內(nèi)外“涉煙”工業(yè)、商業(yè)企業(yè)進(jìn)行全面、有效監(jiān)管。
[Abstract]:Tobacco monopoly management information system is the first application system built by HN tobacco business system in order to adapt to the new management model and take advantage of the new technology platform. It is also the first application platform to manage business and implement monopoly management. The design concept of tobacco monopoly management information system has five characteristics: first, the first application system is established on the basis of adapting to the new management mode and taking advantage of the new technology platform; second, the system deployment mode is innovated. The monopoly module adopts the centralized mode of hierarchical business module, which fully reflects the characteristics of the interplay of monopoly marketing and inter-connection between the provincial bureau and the municipal bureau (company). Thirdly, the functional module is designed to manage the monopoly. Cigarette marketing, customer relationship management, three major contents are related to each other; fourth, flow management flow, through the application system will logistics, business flow, information flow, capital flow and other main flow lines; fifthly, the management model has new ideas, The process of purchase, order, distribution, management and accounting of tobacco monopoly products has been unified in the information system. The improvement and upgrading of HN tobacco monopoly management information system is to meet the new situation and requirements of the tobacco industry reform. Strengthening the high standards and strict requirements of monopoly management, thus realizing the goal of "informationization" of system monopoly management in the whole province. The basic idea of system upgrade is to set up a unified application operating platform within HN provincial bureau (company), adopt standardized technical support, achieve data exchange of related business, and realize step by step with MIS system. The tobacco industry cigarette production management decision management system, monopoly certificate management system, tobacco business system, tobacco monopoly internal management and supervision system and other major management business systems integration. The upgraded monopoly management information system deconstructs and reorganizes the traditional monopoly management information system, which highlights the professional function of monopoly management. The upgraded tobacco monopoly management system sub-system setup, open government affairs, market inspection, comprehensive assessment and other nine functional modules, each module is composed of a number of functional nodes, These functional nodes are also reflected in the actual aspects of the daily operation of tobacco monopoly management. The flexibility of the system can also be opened according to the business responsibilities of different positions and combined into a system to meet the daily work needs of the Tobacco Monopoly Bureau. By upgrading its functions, it has realized the integration of resources and information of monopoly management data at all levels of the province, exchanged necessary goods, and can dynamically reflect the work situation of monopoly management cases investigation, market management, certificate management, etc. To the industry inside and outside the "tobacco" industry, commercial enterprises to conduct comprehensive, effective supervision.
