【摘要】：隨著中央對(duì)農(nóng)產(chǎn)品產(chǎn)地初加工項(xiàng)目投入資金的不斷加大,農(nóng)產(chǎn)品產(chǎn)地初加工項(xiàng)目的績(jī)效評(píng)價(jià)越來(lái)越受到政府部門(mén)與農(nóng)民的關(guān)注。農(nóng)產(chǎn)品產(chǎn)地初加工項(xiàng)目績(jī)效評(píng)價(jià)是明確項(xiàng)目實(shí)施狀況,提高財(cái)政支農(nóng)資金效益的現(xiàn)實(shí)需求�；诖�,文章以新疆吉木薩爾縣為例,以項(xiàng)目實(shí)施管理、項(xiàng)目產(chǎn)出及項(xiàng)目影響為評(píng)價(jià)內(nèi)容,建立針對(duì)性的評(píng)價(jià)指標(biāo)體系,采用層次分析法確定指標(biāo)權(quán)重,運(yùn)用模糊綜合評(píng)價(jià)法獲取吉木薩爾縣農(nóng)產(chǎn)品產(chǎn)地初加工項(xiàng)目績(jī)效評(píng)價(jià)結(jié)果。分析表明:管理績(jī)效、產(chǎn)出績(jī)效、效果績(jī)效的最大隸屬度為0.894 4、0.533 6、0.828 9,評(píng)價(jià)結(jié)果為優(yōu)、優(yōu)、良,項(xiàng)目實(shí)施結(jié)果良好,較好的達(dá)到了預(yù)期目標(biāo)。政府應(yīng)繼續(xù)加大農(nóng)產(chǎn)品產(chǎn)地初加工項(xiàng)目資金投入,加快農(nóng)產(chǎn)品產(chǎn)地初加工設(shè)施建設(shè),進(jìn)而提高支農(nóng)資金績(jī)效。同時(shí),建議相關(guān)部門(mén)加強(qiáng)溝通與合作,加強(qiáng)對(duì)農(nóng)戶就新建農(nóng)產(chǎn)品初加工設(shè)施的技術(shù)培訓(xùn)工作。該文豐富了財(cái)政支農(nóng)評(píng)價(jià)指標(biāo)體系,也為相似地區(qū)開(kāi)展該項(xiàng)目提供一定參考。
[Abstract]:With the increasing investment of the central government in the initial processing projects of agricultural products, the performance evaluation of the initial processing projects of agricultural products has been paid more and more attention by government departments and farmers. The performance evaluation of the initial processing project of agricultural products is a realistic demand to clarify the implementation status of the project and improve the efficiency of financial funds to support agriculture. Based on this, taking Jimusar County, Xinjiang as an example, taking project implementation management, project output and project impact as the evaluation content, this paper establishes a targeted evaluation index system, determines the index weight by analytic hierarchy process (AHP), and obtains the performance evaluation results of the initial processing project of agricultural products in Jimusar County by using fuzzy comprehensive evaluation method. The analysis shows that the maximum membership degree of management performance, output performance and effect performance is 0.894 4, 0.533 6 and 0.828 9. the evaluation results are excellent and good, and the project implementation results are good, and the expected objectives are achieved well. The government should continue to increase the investment of the initial processing project of agricultural products, speed up the construction of the initial processing facilities of agricultural products, and then improve the performance of agricultural support funds. At the same time, it is suggested that the relevant departments should strengthen communication and cooperation and strengthen the technical training of farmers on the initial processing facilities of new agricultural products. This paper enriches the evaluation index system of financial support for agriculture, and also provides some reference for similar areas to carry out the project.
