【摘要】：煙草一直是莒縣一種傳統(tǒng)的農(nóng)業(yè)經(jīng)濟(jì)作物。經(jīng)過(guò)長(zhǎng)期的發(fā)展,莒縣逐漸形成了較為穩(wěn)定的煙草種植區(qū),并具備了較為成熟的煙草種植技術(shù)和較為完善的基礎(chǔ)設(shè)施,煙草種植的隊(duì)伍也逐步穩(wěn)定。隨著莒縣煙草業(yè)不斷地改革和創(chuàng)新使得莒縣煙草業(yè)效益規(guī)模不斷擴(kuò)大,對(duì)建設(shè)莒縣新農(nóng)村產(chǎn)生了積極的作用。面對(duì)新形勢(shì)下的新挑戰(zhàn),需要對(duì)莒縣煙草業(yè)的創(chuàng)新發(fā)展提出了更高的要求�；诖�,莒縣煙草業(yè)必須對(duì)已有的創(chuàng)新發(fā)展提出再創(chuàng)新發(fā)展措施,以推廣新型農(nóng)業(yè)經(jīng)營(yíng)主體保證當(dāng)?shù)責(zé)煵輼I(yè)的持續(xù)、穩(wěn)定、健康發(fā)展。本文通過(guò)運(yùn)用文獻(xiàn)研究法、實(shí)地調(diào)查分析法、DEA數(shù)據(jù)包絡(luò)分析和案例分析法等方法,總結(jié)分析我國(guó)煙草業(yè)發(fā)展過(guò)程中存在的各類問(wèn)題。同時(shí),選取莒縣作為調(diào)研對(duì)象,對(duì)該區(qū)的煙草業(yè)發(fā)展的總體狀況及具體問(wèn)題進(jìn)行分析,并對(duì)莒縣大河?xùn)|黃煙示范村進(jìn)行個(gè)案剖析與實(shí)證分析,通過(guò)個(gè)案分析提出對(duì)未來(lái)發(fā)展莒縣煙草業(yè)的創(chuàng)新方案與對(duì)策建議。最后通過(guò)分析國(guó)際新形勢(shì)下的新挑戰(zhàn),對(duì)莒縣煙草業(yè)的發(fā)展樹立新的展望,并對(duì)莒縣煙草業(yè)發(fā)展中的有關(guān)生產(chǎn)力解放、資源優(yōu)化配置、提高組織績(jī)效、完善新型農(nóng)業(yè)經(jīng)營(yíng)主體、規(guī)模化生產(chǎn)并形成產(chǎn)業(yè)鏈等方面提出建議對(duì)策.希望通過(guò)對(duì)莒縣煙草業(yè)再創(chuàng)新發(fā)展進(jìn)一步促進(jìn)莒縣現(xiàn)代化煙草業(yè)發(fā)展,提高煙農(nóng)經(jīng)濟(jì)收入,為新農(nóng)村建設(shè)提供理論支持和實(shí)踐指導(dǎo)。
[Abstract]:Tobacco has been a traditional agricultural cash crop in Ju County. After a long period of development, Ju County has gradually formed a more stable tobacco growing area, with more mature tobacco planting technology and more perfect infrastructure, and the ranks of tobacco cultivation are also gradually stable. With the continuous reform and innovation of the tobacco industry in Ju County, the benefit scale of the tobacco industry in Ju County has been continuously expanded, which has played a positive role in the construction of a new countryside in Ju County. Facing the new challenge under the new situation, it is necessary to put forward higher requirements for the innovation and development of the tobacco industry in Ju County. Based on this, the tobacco industry in Ju County must put forward the measures of re-innovation and development in order to promote the new type of agricultural management to ensure the sustainable, stable and healthy development of the local tobacco industry. By using the methods of literature research, field investigation, DEA data envelopment analysis and case analysis, this paper summarizes and analyzes all kinds of problems existing in the development of tobacco industry in China. At the same time, select Ju County as the research object, analyze the overall situation and specific problems of tobacco industry development in this area, and carry out case analysis and empirical analysis on the demonstration village of Dahe East Yellow Tobacco in Ju County. Through case analysis, the paper puts forward the innovative plan and countermeasures for the future development of Ju County tobacco industry. Finally, through the analysis of the new challenges under the new international situation, the paper sets up a new prospect for the development of the tobacco industry in Ju County, and puts forward a new outlook on the emancipation of the productive forces, the optimization of the allocation of resources, the improvement of organizational performance and the improvement of the main body of the new agricultural management in the development of the tobacco industry in Ju County. Put forward the suggestion countermeasure in the aspect of scale production and forming industry chain. It is hoped to further promote the development of modern tobacco industry in Ju County, raise the income of tobacco farmers, and provide theoretical support and practical guidance for the construction of new countryside through the re-innovative development of tobacco industry in Ju County.
