【摘要】：長(zhǎng)期以來(lái),高校并沒(méi)有真正意義上的專職科研隊(duì)伍。從世界一流大學(xué)建設(shè)的成功經(jīng)驗(yàn)來(lái)看,成規(guī)模、高水平的專職科研隊(duì)伍建設(shè)非常必要,隨著高�？茖W(xué)研究職能比重日益加大,專職科研隊(duì)伍建設(shè)亟待推進(jìn)。當(dāng)前形勢(shì)下,面臨新的機(jī)遇和挑戰(zhàn),須加強(qiáng)頂層設(shè)計(jì),突破各項(xiàng)體制機(jī)制障礙,本著"按需設(shè)崗、績(jī)效導(dǎo)向、能進(jìn)能出"的思路和原則,優(yōu)化隊(duì)伍結(jié)構(gòu)和管理模式,加快專職科研隊(duì)伍建設(shè)。
[Abstract]:For a long time, colleges and universities do not have a real sense of full-time research team. From the successful experience of the construction of the world's first-class universities, it is necessary to build a professional scientific research team on a scale and a high level. With the increasing proportion of the scientific research functions in colleges and universities, the construction of the full-time scientific research team needs to be promoted urgently. Under the current situation, facing new opportunities and challenges, we must strengthen the top-level design, break through the obstacles of various institutional mechanisms, and optimize the team structure and management mode in line with the thinking and principle of "setting up posts according to demand, performance guidance, and being able to enter and exit". We will speed up the construction of full-time scientific research teams.
