【摘要】：推動(dòng)分類管理是我國(guó)高等教育宏觀管理改革的基本原則,重視績(jī)效是目前國(guó)際高等教育管理的共同趨勢(shì),構(gòu)建推動(dòng)績(jī)效提升的資源配置策略是我國(guó)高等教育分類管理的現(xiàn)實(shí)需要。文章以《上海高等教育布局結(jié)構(gòu)與發(fā)展規(guī)劃(2015-2030年)》提出的二維分類管理目標(biāo)為基礎(chǔ),在概括高校績(jī)效研究成果基礎(chǔ)上,明晰了基于績(jī)效的分類管理的內(nèi)涵、主要內(nèi)容和政策工具,提出并初步構(gòu)建了促進(jìn)績(jī)效提升的高校分類管理的新機(jī)制。
[Abstract]:Promoting classified management is the basic principle of macro management reform of higher education in China, and paying attention to performance is the common trend of international higher education management at present. Constructing the resource allocation strategy to promote the performance improvement is the realistic need of the classification management of higher education in our country. Based on the two-dimension classified management goal proposed by Shanghai higher Education layout structure and Development Plan (2015-2030), this paper makes clear the connotation of performance-based classified management on the basis of summarizing the achievements of university performance research. The main contents and policy tools put forward and preliminarily set up a new mechanism to promote the classification management of colleges and universities.
