【摘要】：農(nóng)業(yè)是國民經(jīng)濟的基礎(chǔ)。中央多次強調(diào),要把“三農(nóng)”工作作為重中之重抓緊抓好,并強調(diào)要把堅持發(fā)展現(xiàn)代農(nóng)業(yè)、繁榮農(nóng)村經(jīng)濟作為首要任務(wù)。為此,中央站在戰(zhàn)略和全局的高度,連續(xù)七年出臺指導“三農(nóng)”工作的一號文件,強農(nóng)惠農(nóng)政策密度之大、力度之大、突破之大,前所未有。而馬家柚作為廣豐區(qū)發(fā)展最快、勢頭最強勁的果業(yè)產(chǎn)業(yè),在發(fā)展現(xiàn)代農(nóng)業(yè)、繁榮農(nóng)村經(jīng)濟中具有較強的代表性,因此本文以廣豐馬家柚產(chǎn)業(yè)為例進行研究。本文采用定性分析與定量分析相結(jié)合的研究方法,以廣豐馬家柚產(chǎn)業(yè)為研究對象,基于實地調(diào)研與問卷調(diào)查獲得的資料與數(shù)據(jù),從宏觀和微觀兩個層面,運用SPSS描述性統(tǒng)計對廣豐區(qū)馬家柚產(chǎn)業(yè)現(xiàn)狀進行分析,發(fā)現(xiàn)馬家柚產(chǎn)業(yè)在發(fā)展過程中存在的問題有:基礎(chǔ)性研究投入不足、技術(shù)力量薄弱、產(chǎn)業(yè)融資難、管理服務(wù)脫節(jié)、市場體系不完善、政府扶持力度不夠等。基于上述問題,對馬家柚產(chǎn)業(yè)進行實證分析,先運用DEA測算模型分析馬家柚產(chǎn)業(yè)的投入產(chǎn)出效率,接著構(gòu)建馬家柚產(chǎn)業(yè)績效評價指標體系,基于AHP層次分析法和專家打分法確定指標權(quán)重,對馬家柚產(chǎn)業(yè)做一個綜合評價。最后得出結(jié)論:廣豐馬家柚產(chǎn)業(yè)正處于快速發(fā)展階段;產(chǎn)業(yè)整體績效不高;各分項績效之間差異明顯。分析其主要原因有:果品品質(zhì)良莠不齊、后期資金投入不足、產(chǎn)業(yè)層次相對較低、標準制定嚴重滯后、市場體系還不完善,從而提出促進馬家柚產(chǎn)業(yè)績效提高的政策建議:持續(xù)加大產(chǎn)業(yè)扶持力度;加快制定產(chǎn)業(yè)綜合標準;切實強化品牌營銷推廣;完善健全市場體系建設(shè);不斷加快“接二連三”步伐。
[Abstract]:Agriculture is the foundation of the national economy. The Central Committee has repeatedly stressed that it is necessary to pay close attention to the work of "agriculture, rural areas and farmers" as the top priority, and to make it a primary task to persist in the development of modern agriculture and to prosper the rural economy. Therefore, standing at the height of strategy and overall situation, the central government has issued the first document to guide the work of "agriculture, rural areas and farmers" for seven consecutive years. As the fastest growing and most powerful fruit industry in Guangfeng District, Majia pomelo is representative in the development of modern agriculture and prosperity of rural economy, so this paper takes Guangfeng Majia pomelo industry as an example. In this paper, the qualitative analysis and quantitative analysis are used to study the Majia pomelo industry in Guangfeng. Based on the data and data obtained by field investigation and questionnaire survey, both macro and micro levels are used. By using SPSS descriptive statistics to analyze the present situation of Majiadou industry in Guangfeng District, it is found that there are some problems in the development process of Majiahu industry, such as insufficient investment in basic research, weak technical force, difficult financing of industry and disjointed management service. Market system is not perfect, government support is not enough. Based on the above problems, this paper makes an empirical analysis of Majia pomelo industry, analyzes the input-output efficiency of Majia pomelo industry by using DEA model, and then constructs the performance evaluation index system of Majia pomelo industry. Based on AHP Analytic hierarchy process (AHP) and expert scoring method to determine the index weight, a comprehensive evaluation of Majia pomelo industry was made. Finally the conclusion is drawn: Guangfeng Majia pomelo industry is in a rapid development stage; the overall performance of the industry is not high; there are significant differences among the sub-performance. The main reasons are as follows: the quality of fruit is mixed, the late investment is insufficient, the industry level is relatively low, the standard setting is lagged, and the market system is not perfect. Therefore, some suggestions are put forward to improve the performance of Majiahu industry: continuously increasing industry support, speeding up the establishment of comprehensive industry standards, strengthening brand marketing promotion, perfecting and perfecting the market system; We will continue to speed up the pace of "one after another."
