濟(jì)寧市公立醫(yī)院績(jī)效考核優(yōu)化研究

【摘要】:在我國(guó)事業(yè)單位中,公立醫(yī)院的績(jī)效考核深受重視,隨著越來(lái)越多的城鄉(xiāng)居民接受?chē)?guó)家基本醫(yī)療政策的支持,醫(yī)療服務(wù)在全國(guó)范圍內(nèi)得到較大推廣,分級(jí)就醫(yī)政策不斷完善,我國(guó)醫(yī)療衛(wèi)生行業(yè)的競(jìng)爭(zhēng)日益劇烈,公立醫(yī)院為了吸引人才、留住人才,并保障醫(yī)院工作的順利進(jìn)行,必須對(duì)績(jī)效考核予以高度的重視;诖,論文將濟(jì)寧市公立醫(yī)院績(jī)效考核體系研究作為主要的研究?jī)?nèi)容,展開(kāi)多元化的分析與研究。近幾年國(guó)家頒布的一系列新的醫(yī)改體制明確要求推進(jìn)公立醫(yī)院變革試點(diǎn),建立健全公立醫(yī)院管理體制和運(yùn)行機(jī)制,建立以適應(yīng)公立醫(yī)院發(fā)展的績(jī)效考評(píng)制度,科學(xué)考評(píng)醫(yī)療服務(wù)體系,提高醫(yī)療衛(wèi)生運(yùn)行效率和服務(wù)質(zhì)量和水平。因此只有重視研究公立醫(yī)院的績(jī)效考核,構(gòu)建科學(xué)的、客觀的、合理的績(jī)效考評(píng)體系,才能很好的解決醫(yī)院管理制度不健全導(dǎo)致的工作效率低下的問(wèn)題,才能有效提升醫(yī)院的服務(wù)水平和內(nèi)部績(jī)效,才能緩解人民群眾看病貴看病難的困境,最終引導(dǎo)和促進(jìn)其公益性和社會(huì)性職能的實(shí)現(xiàn)。在本文的研究過(guò)程中,首先對(duì)于公立醫(yī)院績(jī)效考核的基本內(nèi)涵、公立醫(yī)院的概念進(jìn)行理論性闡述,將其與私立醫(yī)院進(jìn)行區(qū)分;然后以理論研究和分析為前提,將濟(jì)寧市公立醫(yī)院作為研究分析目標(biāo),對(duì)濟(jì)寧市公立醫(yī)院績(jī)效考核的實(shí)際狀況、缺陷和不足做了深入分析,探索這些問(wèn)題的成因,并根據(jù)這些問(wèn)題和成因,結(jié)合國(guó)內(nèi)外公立醫(yī)院績(jī)效考核的先進(jìn)經(jīng)驗(yàn),提出相應(yīng)的對(duì)策建議。最后,結(jié)合在實(shí)踐過(guò)程中暴露的問(wèn)題與不足,針對(duì)性地提出了相應(yīng)完善措施,致力于促進(jìn)公立醫(yī)院配套績(jī)效考核工作的發(fā)展,設(shè)定了科學(xué)的評(píng)定指標(biāo)、構(gòu)建了完善的績(jī)效考核體制,并針對(duì)具體績(jī)效考核工作推進(jìn)過(guò)程中的溝通與申訴等核心問(wèn)題展開(kāi)了具體研究,并且致力于公立醫(yī)院文化建設(shè)、加強(qiáng)人才培訓(xùn)工作進(jìn)行績(jī)效考核體系的合理分工、加強(qiáng)院校管理體系銜接與協(xié)同,為構(gòu)建良好的績(jī)效考核氛圍打下基礎(chǔ)。
[Abstract]:In the institutions of our country, the performance appraisal of public hospitals is attached great importance. With more and more urban and rural residents receiving the support of the national basic medical policy, medical services have been greatly promoted throughout the country, and the policy of grading medical treatment has been continuously improved. In order to attract talents, retain talents and ensure the smooth progress of hospital work, public hospitals must attach great importance to the performance appraisal in order to attract talents, retain talents and ensure the smooth progress of hospital work. Based on this, this paper studies the performance appraisal system of public hospitals in Jining as the main research content, and carries out diversified analysis and research. In recent years, a series of new medical reform systems have been promulgated by the state, which explicitly require to promote the reform of public hospitals, to establish and improve the management system and operational mechanism of public hospitals, and to establish a performance appraisal system to meet the needs of the development of public hospitals. Scientific evaluation of medical service system to improve the efficiency of health care and service quality and level. Therefore, only by paying attention to the research on the performance appraisal of public hospitals and constructing a scientific, objective and reasonable performance appraisal system can we solve the problem of inefficient work caused by the unsound management system of the hospital. In order to effectively improve the service level and internal performance of the hospital, the masses can alleviate the difficult plight of expensive medical treatment, and ultimately guide and promote the realization of its public welfare and social functions. In the research process of this paper, firstly, the basic connotation of public hospital performance appraisal, the concept of public hospital is theoretically expounded, and it is distinguished from private hospital; then, the theoretical research and analysis are the premise. Taking Jining public hospital as the research and analysis target, this paper makes an in-depth analysis of the actual situation, defects and deficiencies of the performance appraisal of Jining public hospital, and explores the causes of these problems, and according to these problems and causes, Combined with the advanced experience of performance appraisal in public hospitals at home and abroad, the corresponding countermeasures and suggestions are put forward. Finally, combined with the problems and shortcomings exposed in the process of practice, the corresponding improvement measures are put forward to promote the development of public hospitals' supporting performance appraisal, and set up scientific evaluation index. It constructs a perfect performance appraisal system, and focuses on the core issues of communication and complaint in the process of promoting performance appraisal, and devotes itself to the construction of public hospital culture. It is necessary to strengthen the rational division of labor in the performance appraisal system and to strengthen the cohesion and coordination of the management system in colleges and universities so as to lay the foundation for the establishment of a good performance appraisal atmosphere.
