【摘要】：文章利用中國(guó)大陸31個(gè)省份2010-2015年統(tǒng)計(jì)數(shù)據(jù),運(yùn)用灰色綜合評(píng)價(jià)方法,從基本公共教育、勞動(dòng)就業(yè)服務(wù)等7個(gè)維度對(duì)西藏基本公共服務(wù)的發(fā)展水平進(jìn)行了比較研究。橫向比較研究結(jié)果顯示:西藏地區(qū)的基本公共服務(wù)總體績(jī)效顯著,綜合排名在評(píng)價(jià)期間一直位居樣本第1名;七個(gè)維度指標(biāo)中除了人口計(jì)劃生育指標(biāo)外,其他維度的評(píng)價(jià)得分均高于全國(guó)平均水平�？v向比較研究結(jié)果顯示:西藏基本公共服務(wù)水平整體在研究期間呈下降趨勢(shì),但"十二五"末期與"十二五"中期相比,公共服務(wù)水平的下降幅度得到遏制�；诒容^研究結(jié)果,最后提出了頂層設(shè)計(jì)、科學(xué)規(guī)劃、思路創(chuàng)新、鞏優(yōu)補(bǔ)差等對(duì)策建議。
[Abstract]:Based on the statistical data of 31 provinces in mainland China from 2010 to 2015, this paper makes a comparative study on the development level of basic public services in Tibet from 7 dimensions of basic public education and labor and employment services, using the grey comprehensive evaluation method. The results of the horizontal comparative study show that the overall performance of basic public services in Tibet is significant, and the comprehensive ranking has been ranked first in the sample during the evaluation period. In addition to the population family planning indicators, the seven dimensional indicators, The evaluation scores of other dimensions were higher than the national average. The results of longitudinal comparative study show that the level of basic public service in Tibet as a whole showed a downward trend during the study period, but in the end of the 12th Five-Year Plan compared with the middle period of the Twelfth Five-Year Plan, the decline of the level of public service was restrained. Based on the results of comparative study, some countermeasures and suggestions such as top-level design, scientific planning, train of thought innovation, and excellent compensation are put forward at the end of this paper.
