【摘要】：精準(zhǔn)扶貧是實(shí)現(xiàn)我國(guó)青藏高原牧區(qū)全面脫貧和進(jìn)入小康社會(huì)的重大舉措。本研究以甘肅省天�？h為例,分析了青藏高原牧區(qū)貧困的特征,評(píng)述了天�？h精準(zhǔn)扶貧的績(jī)效,發(fā)現(xiàn)該縣貧困率從2010年的50.8%降低到2016年的12.6%,人均年收入從3 199元增加到6 870元,然而發(fā)現(xiàn),在青藏高原牧區(qū)精準(zhǔn)扶貧措施中,存在以全國(guó)貧困狀態(tài)制定標(biāo)準(zhǔn)、執(zhí)行剛性扶貧政策時(shí)缺乏靈活性、扶貧以"輸血式"為主的問(wèn)題。鑒于此,提出了基于全國(guó)扶貧政策基準(zhǔn)建立貧困戶檔案、細(xì)化貧困戶特征,扶貧資金應(yīng)按貧困戶脫貧需求投資、增加靈活度、挖掘貧困人口自身的生產(chǎn)潛能的建議。
[Abstract]:Precision poverty alleviation is an important measure to achieve poverty alleviation and well-off society in pastoral areas of Qinghai-Tibet Plateau. Taking Tianzhu County in Gansu Province as an example, the characteristics of poverty in pastoral areas of Qinghai-Tibet Plateau are analyzed, and the performance of precision poverty alleviation in Tianzhu County is reviewed. It is found that the poverty rate in Tianzhu County decreased from 50.8% in 2010 to 12.6yuan in 2016, and the per capita annual income increased from 3,199 yuan to 6,870 yuan. However, it is found that in the measures of precision poverty alleviation in the pastoral area of the Qinghai-Tibet Plateau, there are problems such as the formulation of national poverty standards, the lack of flexibility in the implementation of rigid poverty alleviation policies, and the "transfusion type" as the main problem in poverty alleviation. In view of this, the paper puts forward some suggestions to establish the archives of poor households based on the national poverty alleviation policy benchmark, to refine the characteristics of poor households, to invest poverty alleviation funds according to the needs of poverty alleviation of poor households, to increase flexibility, and to tap the productive potential of poor people themselves.
