【摘要】：自20世紀(jì)90年代以來(lái),英國(guó)在醫(yī)療保健體系中正式發(fā)展了公私伙伴關(guān)系(PPP),成為世界上最早進(jìn)行該領(lǐng)域探索的國(guó)家,其公私伙伴關(guān)系的模式也被許多發(fā)達(dá)和發(fā)展中國(guó)家所模仿和借鑒,以促進(jìn)醫(yī)療保健服務(wù)的效率和質(zhì)量提升。近些年來(lái),我國(guó)正如火如荼地進(jìn)行醫(yī)療衛(wèi)生等公共服務(wù)領(lǐng)域的PPP建設(shè)。檢視英國(guó)醫(yī)療保健領(lǐng)域的PPP歷史沿革、模式類型、操作方法以及績(jī)效評(píng)價(jià),總結(jié)相關(guān)經(jīng)驗(yàn)與教訓(xùn),能夠?yàn)槲覈?guó)醫(yī)療衛(wèi)生PPP的未來(lái)發(fā)展提供有益借鑒。
[Abstract]:Since the 1990s, the United Kingdom has formally developed a public-private partnership in the health care system, becoming the first country in the world to explore this field. Its public-private partnership model has also been imitated and adapted by many developed and developing countries to promote the efficiency and quality of health-care services. In recent years, China is in full swing in the field of health care and other public services PPP construction. This paper reviews the history, mode type, operation method and performance evaluation of PPP in the field of health care in Britain, and summarizes relevant experiences and lessons, which can provide useful reference for the future development of health care PPP in China.
