【摘要】：社會治理精細化是提升政府治理效能的重要途徑。本文以結(jié)構(gòu)主義S-A-RS范式為分析框架和多層次治理理論為分析工具,運用案例比較方法,探討了我國社會治理精細化實踐中政府權(quán)責(zé)與治理績效之間的關(guān)系。研究發(fā)現(xiàn),完善的治理結(jié)構(gòu)對厘清政府政治職能和社會職能以及提升治理績效具有推動作用。此外,賦予社會治理主體應(yīng)有權(quán)責(zé)、推廣使用現(xiàn)代信息技術(shù)以及構(gòu)建社會治理主體間的協(xié)同機制,將有助于推進社會治理精細化的機制重構(gòu),實現(xiàn)政府權(quán)責(zé)與治理績效的脫鉤。
[Abstract]:Social governance refinement is an important way to improve the effectiveness of government governance. This paper takes structuralism S-A-RS paradigm as the analysis frame and multi-level governance theory as the analysis tool, uses the case comparison method, has probed into the relation between the government authority and responsibility and the governance performance in the fine practice of social governance in our country. It is found that the perfect governance structure can help to clarify the political and social functions of the government and improve the governance performance. In addition, it is necessary to give the subject of social governance power and responsibility. The promotion of the use of modern information technology and the construction of a cooperative mechanism among the subjects of social governance will help to promote the reconstruction of the fine mechanism of social governance and to realize the decoupling between the government's power and responsibility and the performance of governance.
