【摘要】：科技評估工作是科技活動的一項重要內容,從國家角度衡量科研部門的整體能力和科技計劃的實施效果是科技評估的重要方面。美國是科技評估較為規(guī)范和制度較為完善的國家,經(jīng)過多年發(fā)展,科技評估工作在美國已成為制度化、經(jīng)常性的工作,其涵蓋的范圍較廣,注重法規(guī)制度建設,是一種以政府的績效考核為基礎的評估體系。本文試圖從美國科技評估的多元化、多層次的組織結構,從以制度化和規(guī)范化為特點的法律體系,從注重務實、可操作和結果的評估方法,注重評估專家的外部化等幾個角度探討美國科技評估的國家決策及實踐,通過總結經(jīng)驗,對完善我國科技評估提出了建議。
[Abstract]:The evaluation of science and technology is an important part of science and technology activities, and it is an important aspect of science and technology evaluation to measure the overall ability of the scientific research department and the effect of the implementation of the science and technology plan from the point of view of the state. The United States is a country where the science and technology assessment is more standardized and the system is relatively perfect. After many years of development, the science and technology assessment work has become institutionalized and regular work in the United States. It covers a wide range and pays attention to the construction of laws and regulations. It is an evaluation system based on the performance appraisal of the government. This paper attempts to analyze the diversity and multi-level organizational structure of scientific and technological evaluation in the United States, the legal system characterized by institutionalization and standardization, and the practical, operable and result-oriented evaluation methods. Focusing on the externalization of evaluation experts, this paper probes into the national decision making and practice of American science and technology assessment, and puts forward some suggestions for perfecting our country's science and technology assessment through summing up the experience.
