【摘要】：發(fā)達(dá)國家的科學(xué)基金制度目前在行政管理方面日臻完善,而我國國家自然科學(xué)基金行政體系還存在頂層設(shè)計、跨部門協(xié)同機(jī)制不完善,規(guī)范化管理與決策執(zhí)行保障機(jī)制仍存缺陷,統(tǒng)籌整合力度不強(qiáng)等問題。因此,我國應(yīng)積極完善科學(xué)基金的現(xiàn)代法人治理結(jié)構(gòu)及行政體系的內(nèi)部運(yùn)營機(jī)制,引入企業(yè)管理理念,強(qiáng)化信息系統(tǒng)建設(shè)力度,建立健全績效考核和行政問責(zé)機(jī)制,進(jìn)一步完善國家科學(xué)基金行政管理制度,推動我國科學(xué)研究的不斷發(fā)展。
[Abstract]:The science fund system in developed countries is becoming more and more perfect in the aspect of administration and management. However, the administrative system of the National Natural Science Fund of our country still has the top-level design, and the inter-departmental coordination mechanism is not perfect. The standardization management and the decision execution guarantee mechanism still exist the flaw, the overall plan conformity strength is not strong and so on. Therefore, our country should positively consummate the modern legal person governance structure of the science fund and the internal operation mechanism of the administrative system, and introduce the enterprise management idea. Strengthening the construction of information system, establishing and perfecting the mechanism of performance appraisal and administrative accountability, further perfecting the administrative management system of the National Science Fund, and promoting the continuous development of scientific research in China.
