【摘要】：預(yù)算透明度是一個(gè)國家實(shí)現(xiàn)良好公共治理的重要前提條件,亦是提升財(cái)政政策績效的基礎(chǔ)。為控制高額的非理性公務(wù)消費(fèi),充分滿足民眾的知情權(quán),國家治理者順應(yīng)國際發(fā)展趨勢(shì),出臺(tái)了公務(wù)消費(fèi)預(yù)算信息公開政策。盡管國內(nèi)的諸多研究,描述和分析了公務(wù)消費(fèi)預(yù)算信息公開數(shù)據(jù)存在的問題。然而,其治理績效如何仍未獲得學(xué)術(shù)界應(yīng)有的重視。本項(xiàng)研究以問卷調(diào)查數(shù)據(jù)為基礎(chǔ),通過構(gòu)建結(jié)構(gòu)方程模型,檢驗(yàn)了預(yù)算信息公開與政治責(zé)任機(jī)制、社會(huì)責(zé)任機(jī)制、管理規(guī)則之間的路徑關(guān)系。研究認(rèn)為強(qiáng)化預(yù)算信息公開過程中的政治責(zé)任機(jī)制和社會(huì)責(zé)任機(jī)制,對(duì)于增強(qiáng)預(yù)算透明度治理績效,具有重要的理論意義和現(xiàn)實(shí)價(jià)值。
[Abstract]:Budget transparency is an important prerequisite for a country to achieve good public governance, and is also the basis for improving the performance of fiscal policy. In line with the trend of international development, state governers have issued the policy of public information disclosure of official consumption budget. Although many domestic studies have described and analyzed the problems existing in the disclosure of official consumption budget information, however, On the basis of questionnaire survey data, this study tests the mechanism of budget information disclosure, political responsibility and social responsibility by constructing a structural equation model. It is considered that strengthening the mechanism of political responsibility and social responsibility in the process of budget information disclosure is of great theoretical and practical value to enhance the performance of budget transparency governance.
