【摘要】：科學(xué)技術(shù)是第一生產(chǎn)力,在我國的科技體系中,高校作為國家科學(xué)研究的主力軍,承擔(dān)著大量國家重大科研任務(wù)。近年來國家對高�？蒲薪�(jīng)費投入不斷加大,高�？蒲薪�(jīng)費使用效益低、管理不到位等問題日益突出。為保證國家科研經(jīng)費投入能夠真實有效地用于科學(xué)研究,也為了提高科研經(jīng)費的使用效益,如何評價高�？蒲薪�(jīng)費管理成為了高校管理工作中亟待解決的問題之一。本文回顧了國內(nèi)外學(xué)者對于科研經(jīng)費管理的研究,闡述了科研經(jīng)費管理相關(guān)概念和理論基礎(chǔ),結(jié)合高�？蒲薪�(jīng)費管理的實際,分析了科研經(jīng)費管理中存在的問題及成因,構(gòu)建了高�？蒲薪�(jīng)費管理績效評價指標(biāo)體系。通過問卷調(diào)查法和層次分析法賦予了各指標(biāo)相應(yīng)的權(quán)重,完成高�？蒲薪�(jīng)費管理績效評價模型的構(gòu)建,運用模糊綜合評價法對科研經(jīng)費管理進行評價分析。最后對S大學(xué)進行案例分析,在對S大學(xué)進行科研經(jīng)費管理評價的基礎(chǔ)上,找出其中存在的問題,并提出相應(yīng)的建議。高�？蒲薪�(jīng)費管理績效評價指標(biāo)體系的構(gòu)建能夠促進高�？蒲薪�(jīng)費管理體制的改革,為高�？蒲泄ぷ髡邉�(chuàng)造良好的科研工作環(huán)境,為科研經(jīng)費管理績效評價工作提供積極幫助和參考借鑒,在一定程度上豐富我國在科研經(jīng)費管理這方面的研究。
[Abstract]:Science and technology is the first productive force. In our country's science and technology system, colleges and universities, as the main force of national scientific research, undertake a large number of major national scientific research tasks. In order to ensure that the national scientific research funds can be used truly and effectively in scientific research, and to improve the efficiency of the use of scientific research funds, the problems such as low efficiency in the use of scientific research funds and inadequate management of scientific research funds in colleges and universities have become increasingly prominent. How to evaluate the management of scientific research funds in colleges and universities has become one of the problems to be solved urgently. This paper reviews the research on the management of scientific research funds at home and abroad, and expounds the related concepts and theoretical basis of the management of scientific research funds. Combined with the reality of the management of scientific research funds in colleges and universities, this paper analyzes the problems and causes of the management of scientific research funds. The index system of the performance evaluation of scientific research funds management in colleges and universities is constructed, and the corresponding weights of each index are given by questionnaire survey and analytic hierarchy process, and the performance evaluation model of scientific research funds management in colleges and universities is constructed. The fuzzy comprehensive evaluation method is used to evaluate and analyze the management of scientific research funds. Finally, the case study of S University is carried out, and on the basis of the evaluation of S University's scientific research funds management, the existing problems are found out. The construction of performance evaluation index system of scientific research funds management in colleges and universities can promote the reform of scientific research funds management system in colleges and universities, and create a good scientific research work environment for scientific research workers in colleges and universities. It provides positive help and reference for the performance evaluation of scientific research funds management, and enriches the research on scientific research fund management in China to a certain extent.
