【摘要】：中國正面臨從模仿型創(chuàng)新向原始型創(chuàng)新的跨越。文章通過對高等學(xué)校和研究與開發(fā)機(jī)構(gòu)創(chuàng)新績效的國際橫向比較,發(fā)現(xiàn)中國財(cái)政科技投入的績效與創(chuàng)新強(qiáng)國還有很大差距,這與科技創(chuàng)新管理的邏輯推理式導(dǎo)向直接相關(guān)。直覺式創(chuàng)新是原始型創(chuàng)新的起點(diǎn),它經(jīng)過解釋式創(chuàng)新、邏輯推理式創(chuàng)新和擴(kuò)散式創(chuàng)新,構(gòu)成原始型創(chuàng)新的基本流程。該流程基于復(fù)雜的知識分布,超常型默示知識是原始創(chuàng)新型人力資本所特有的知識,也是原始創(chuàng)新能力的源泉。政府需要轉(zhuǎn)變創(chuàng)新管理的理念,尤其需要建立超常型默示知識的管理制度系統(tǒng)。
[Abstract]:China is facing a leap from imitation innovation to original innovation. This paper compares the innovation performance of institutions of higher learning and research and development institutions with international horizontal comparison. It is found that there is still a big gap between the performance of Chinese financial investment in science and technology and the powerful country of innovation, which is directly related to the logical reasoning direction of scientific and technological innovation management. Intuitive innovation is the starting point of primitive innovation, and it is explained innovation. Logical reasoning innovation and diffusion innovation constitute the basic process of primitive innovation, which is based on complex knowledge distribution, and the extraordinary implied knowledge is the unique knowledge of original innovative human capital. The government needs to change the concept of innovation management, especially to set up a system of management system of supernormal implied knowledge.
