【摘要】：生物技術產業(yè)是當前全世界發(fā)展最快、最具發(fā)展前景的高技術產業(yè)之一,是金融危機之后保持快速恢復增長的少數(shù)行業(yè)之一,是當今國際科技發(fā)展的主要推動力,生物產業(yè)已成為國際競爭的焦點,對解決人類面臨的人口、健康、糧食、能源、環(huán)境等主要問題具有重大戰(zhàn)略意義。《國家中長期科學和技術發(fā)展規(guī)劃綱要(2006-2020)》已將生物技術作為科技發(fā)展的五個戰(zhàn)略重點之一。2010年9月通過的《國務院關于加快培育和發(fā)展戰(zhàn)略性新興產業(yè)的決定》也將生物產業(yè)列入戰(zhàn)略性新興產業(yè)。為了全面推進我國生物技術與產業(yè)的快速發(fā)展,2011年11月發(fā)布《“十二五”生物技術發(fā)展規(guī)劃》。當前,世界上很多國家為了促進生物技術產業(yè)發(fā)展都在積極采取各種措施。 通過分析生物技術產業(yè)的特點可知：生物技術產業(yè)具有高技術、高投入、高風險、長周期的特點,然而一旦成功也會帶來遠多于其他行業(yè)的厚利潤。生物技術產業(yè)的產業(yè)特點和發(fā)展規(guī)律決定了它在生命周期的各個發(fā)展階段的資金需求特點。本文分析了我國生物技術產業(yè)發(fā)展現(xiàn)狀,包括當前我國在該產業(yè)取得的成就以及存在的問題；其次通過引入技術創(chuàng)新與金融發(fā)展的相互關系說明金融對技術創(chuàng)新的重要支撐作用；再通過分析我國當前金融支持生物技術產業(yè)的現(xiàn)狀,資金來源及缺口得出我國當前金融對生物技術產業(yè)的存在RD經費較少、資金來源分配不合理以及投資不足等問題,進而對金融支持不足的成因進行分析。 針對我國存在的問題,借鑒生物技術產業(yè)發(fā)展良好的發(fā)達國家和發(fā)展中國家的經驗,提出了相關的政策建議。針對生物技術產業(yè)的生命周期各階段資金需求特點,主張今后一段時期金融支持的方式主要應該發(fā)展政府資金、金融機構貸款、資本市場、風險投資、信用擔保等多種形式的政府支持與民間融資并重的金融支持方式。同時從法律法規(guī)、政策環(huán)境、中介服務體系及人才隊伍建設方面論述了金融支持生物技術產業(yè)發(fā)展的必備條件。
[Abstract]:The biotechnology industry is one of the fastest-growing and most promising high-tech industries in the world, is one of the few industries that have maintained rapid recovery and growth after the financial crisis, and is the main driving force for the development of international science and technology today. The bio-industry has become the focus of international competition to address the human face of population, health, food, and energy, Environment and other major issues are of great strategic significance. < outline of the National medium-and long-term Scientific and technological Development Plan (2006 / 2020) > Biotechnology has been regarded as one of the five strategic priorities for the development of science and technology. The decision on accelerating the cultivation and development of strategic emerging industries also listed the bio-industry as a strategic emerging industry. In order to promote the rapid development of biotechnology and industry in China, the 12th five-year Plan of Biotechnology Development was issued in November 2011. At present, many countries in the world are actively taking various measures to promote the development of biotechnology industry. By analyzing the characteristics of biotechnology industry, it can be seen that biotechnology industry has the characteristics of high technology, high investment, high risk and long cycle. However, once it is successful, it will bring much more profits than other industries. The characteristics and development laws of biotechnology industry determine the characteristics of capital demand in every development stage of life cycle. This paper analyzes the present situation of the development of biotechnology industry in China, including the achievements and problems existing in the industry. Secondly, by introducing the relationship between technological innovation and financial development, it shows that finance plays an important role in supporting technological innovation. Through the analysis of the current situation of financial support for biotechnology industry in China, the sources and gaps of funds show that there are less RD funds, unreasonable allocation of capital sources and insufficient investment in the current finance of biotechnology industry in China, and so on. Then the causes of the lack of financial support are analyzed. Based on the experience of developed and developing countries with good development of biotechnology industry, some policy suggestions are put forward in view of the problems existing in our country. In view of the characteristics of the capital demand of the biotechnology industry at all stages of its life cycle, this paper argues that the way of financial support in the coming period should mainly be to develop government funds, financial institutions' loans, capital markets, and venture capital investments. Credit guarantee and other forms of government support and non-governmental financing pay equal attention to the way of financial support. At the same time, it discusses the necessary conditions for finance to support the development of biotechnology industry from the aspects of laws and regulations, policy environment, intermediary service system and talent team construction.
