【摘要】：農(nóng)村土地流轉(zhuǎn)問題是現(xiàn)階段農(nóng)村經(jīng)濟(jì)發(fā)展的必由之路,也是我國(guó)農(nóng)村土地改革的重點(diǎn)內(nèi)容,農(nóng)村土地流轉(zhuǎn)改革離不開金融的支持與參與,農(nóng)村土地流轉(zhuǎn)改革的金融支持問題更是現(xiàn)階段農(nóng)村經(jīng)濟(jì)發(fā)展面臨的新問題。目前針對(duì)此問題的研究還不是很多,本文嘗試著從金融支持的角度分析當(dāng)前農(nóng)村金融支持土地流轉(zhuǎn)中存在的問題,制定有效的推進(jìn)農(nóng)村土地流轉(zhuǎn)的制度、政策,創(chuàng)新金融支持產(chǎn)品,從而破解農(nóng)村土地流轉(zhuǎn)過程中的資金不足問題,拓寬農(nóng)村土地流轉(zhuǎn)的融資渠道,因此本文具有重要的理論和現(xiàn)實(shí)意義。本文以吉林省為例,對(duì)農(nóng)村土地流轉(zhuǎn)的金融支持的現(xiàn)狀和問題進(jìn)行分析,并在此基礎(chǔ)上提出對(duì)策和建議。 全文分為五個(gè)部分。第一部分對(duì)金融支持農(nóng)村土地流轉(zhuǎn)這一問題的研究背景和意義進(jìn)行闡述,對(duì)國(guó)內(nèi)外農(nóng)村土地流轉(zhuǎn)金融支持相關(guān)經(jīng)驗(yàn)進(jìn)行比較研究,得出國(guó)內(nèi)外對(duì)金融體系支持的建議,綜合運(yùn)用資料查閱法、數(shù)據(jù)對(duì)比法、實(shí)例舉證法、分析對(duì)比法等方法進(jìn)一步深入研究。 第二部分對(duì)目前我國(guó)農(nóng)村土地流轉(zhuǎn)改革及金融支持的現(xiàn)狀進(jìn)行調(diào)查,分析當(dāng)前金融支持土地流轉(zhuǎn)存在的問題及原因。重點(diǎn)剖析了農(nóng)村土地流轉(zhuǎn)改革的金融支持現(xiàn)狀,從農(nóng)村土地改革以來金融需求變化、現(xiàn)有金融支持模式的局限等方面找出金融支持存在問題的深層次原因。 第三部分探討為建立農(nóng)村土地流轉(zhuǎn)金融支持體系提供理論與實(shí)踐依據(jù),提出農(nóng)村土地流轉(zhuǎn)金融支持體系構(gòu)建的思路,分析農(nóng)村土地流轉(zhuǎn)金融支持的指導(dǎo)思想和內(nèi)容,構(gòu)建出農(nóng)村土地流轉(zhuǎn)金融支持體系的對(duì)策和建議。 第四部分結(jié)合開發(fā)與創(chuàng)新面向農(nóng)村土地流轉(zhuǎn)的新型金融產(chǎn)品,分析農(nóng)村土地流轉(zhuǎn)金融支持產(chǎn)品開發(fā),重點(diǎn)研究農(nóng)村土地使用權(quán)抵押貸款,農(nóng)村土地承包經(jīng)營(yíng)權(quán)的資產(chǎn)證券化、涉農(nóng)中小企業(yè)集合債券、基金投資農(nóng)業(yè)模式和土地承包收益權(quán)抵押貸款模式等面向農(nóng)村土地流轉(zhuǎn)的新型金融產(chǎn)品,為金融支持農(nóng)村土地流轉(zhuǎn)創(chuàng)造載體和運(yùn)行條件,同時(shí)論述金融產(chǎn)品創(chuàng)新所具有的現(xiàn)實(shí)作用。 第五部分結(jié)合吉林省農(nóng)村土地流轉(zhuǎn)及金融支持的現(xiàn)狀和問題以及農(nóng)業(yè)規(guī)模經(jīng)營(yíng)的實(shí)際需要,有針對(duì)性構(gòu)建出我省金融支持策略和建議。從而合理定位政府角色、培育中介服務(wù)組織、構(gòu)建多元化農(nóng)村社會(huì)保障體系,研究建立農(nóng)村土地流轉(zhuǎn)金融支持的支撐體系與服務(wù)措施,為農(nóng)村土地流轉(zhuǎn)改革的金融支持提供有力的保證。
[Abstract]:The issue of rural land circulation is the only way for the development of rural economy at the present stage. It is also the key content of rural land reform in China. The reform of rural land circulation can not be separated from the support and participation of finance. The financial support of rural land circulation reform is a new problem facing the rural economic development at the present stage. At present, there are not many researches on this issue. This paper attempts to analyze the problems existing in the current rural financial support land transfer from the perspective of financial support, and formulate effective systems and policies to promote the rural land circulation. It is of great theoretical and practical significance to innovate financial support products in order to solve the problem of lack of funds in the process of rural land circulation and to widen the financing channels of rural land circulation. Taking Jilin Province as an example, this paper analyzes the present situation and problems of financial support for rural land circulation, and puts forward some countermeasures and suggestions. The full text is divided into five parts. The first part expounds the research background and significance of the issue of financial support to rural land circulation, makes a comparative study on the relevant experience of financial support for rural land circulation at home and abroad, and draws suggestions for financial system support at home and abroad. Comprehensive use of data retrieval method, data comparison method, example method, analysis and contrast method and other methods further in-depth research. The second part investigates the current situation of rural land circulation reform and financial support, and analyzes the existing problems and causes of the current financial support land circulation. This paper mainly analyzes the current situation of financial support for the reform of rural land circulation, and finds out the deep-seated reasons for the problems in financial support from the aspects of the changes of financial demand since the reform of rural land and the limitation of the existing financial support mode. The third part discusses the theoretical and practical basis for the establishment of rural land transfer financial support system, puts forward the idea of rural land transfer financial support system, and analyzes the guiding ideology and content of rural land circulation financial support. Construction of rural land circulation financial support system countermeasures and suggestions. The fourth part combines the development and innovation of the new financial products facing the rural land circulation, analyzes the development of the rural land circulation financial support products, and focuses on the study of the rural land use right mortgage loan, the rural land contract management right of asset securitization. A new type of financial products for rural land circulation, such as agribusiness bonds, fund investment in agriculture mode and land contract income right mortgage loan model, to create carriers and operating conditions for financial support for rural land circulation. At the same time, it discusses the realistic function of financial product innovation. The fifth part combines the current situation and problems of rural land circulation and financial support in Jilin Province and the actual needs of agricultural scale management, and constructs the financial support strategies and suggestions of our province. In order to rationally position the role of the government, cultivate intermediary service organizations, build a diversified rural social security system, study the establishment of rural land circulation financial support system and service measures. Rural land circulation reform for the financial support to provide a strong guarantee.
