金融介入山東“政產(chǎn)學(xué)研”合作技術(shù)創(chuàng)新體系研究

【摘要】:當(dāng)今世界科學(xué)技術(shù)革命和新興產(chǎn)業(yè)發(fā)展潮流涌動,大幅提高自主創(chuàng)新能力已成為提升國家和地區(qū)經(jīng)濟活力和競爭力的關(guān)鍵因素,“十二五”時期是落實《國家中長期科學(xué)和技術(shù)發(fā)展規(guī)劃綱要(2006-2020)》,加快轉(zhuǎn)變經(jīng)濟發(fā)展方式,建設(shè)創(chuàng)新型國家的攻堅階段。然而建設(shè)創(chuàng)新型國家需要有利于創(chuàng)新的體制機制,其中金融是促進科技創(chuàng)新極為重要的支持方,因此如何建立以企業(yè)為主體、市場為導(dǎo)向、金融為支撐的產(chǎn)學(xué)研金相結(jié)合的技術(shù)創(chuàng)新體系是政府當(dāng)前亟需解決的問題。 近幾年,雖然我國政府相關(guān)部門出臺了一些促進產(chǎn)學(xué)研合作、支持技術(shù)創(chuàng)新的相關(guān)政策和措施,在自主創(chuàng)新能力上取得了一定的進步。但是技術(shù)創(chuàng)新缺乏全面有效的支撐服務(wù),創(chuàng)新效率低下等問題仍然存在,特別是作為支持者的金融方難以融入。因此克服創(chuàng)新風(fēng)險,讓金融方融入到產(chǎn)學(xué)研合作中,構(gòu)建有金融介入的“政產(chǎn)學(xué)研”合作的技術(shù)創(chuàng)新體系,可能是解決當(dāng)前產(chǎn)學(xué)研合作面臨問題的有效途徑。 首先本文對科技金融、政產(chǎn)學(xué)研合作和區(qū)域技術(shù)創(chuàng)新體系的相關(guān)文獻及理論進行了分析和總結(jié),得出當(dāng)前研究的啟示與不足,得出本文研究的目標(biāo)和內(nèi)容。然后本文又梳理了山東科技金融結(jié)合的發(fā)展歷程,分析了山東科技金融的發(fā)展現(xiàn)狀和問題,并進一步分析了山東金融與“政產(chǎn)學(xué)研”結(jié)合存在的問題。緊接著本文總結(jié)上述研究,從理論上對金融介入“政產(chǎn)學(xué)研”合作技術(shù)創(chuàng)新體系概念進行界定,闡釋政府、產(chǎn)業(yè)、大學(xué)、科研機構(gòu)和金融等創(chuàng)新主體在技術(shù)創(chuàng)新體系中關(guān)系和作用,并借鑒國內(nèi)外政產(chǎn)學(xué)研與金融結(jié)合的經(jīng)驗和做法,重點探討了金融方與政產(chǎn)學(xué)研的對接融合途徑,提出設(shè)立知識產(chǎn)權(quán)質(zhì)押貸款風(fēng)險補償專項基金和建立成果轉(zhuǎn)化專項資金等,引導(dǎo)鼓勵商業(yè)銀行、擔(dān)保機構(gòu)和風(fēng)險投資等金融方積極參與產(chǎn)學(xué)研合作,并設(shè)計我省金融介入“政產(chǎn)學(xué)研”合作的技術(shù)創(chuàng)新體系運行機制。最后分別就建立金融參與的產(chǎn)業(yè)技術(shù)戰(zhàn)略聯(lián)盟、設(shè)立政府政策性金融機構(gòu)、建設(shè)政產(chǎn)學(xué)研金中介服務(wù)平臺和其新型組織結(jié)構(gòu)等角度提出了推進金融介入山東“政產(chǎn)學(xué)研”合作技術(shù)創(chuàng)新體系的建議和對策。
[Abstract]:In today's world, the scientific and technological revolution and the tide of development of emerging industries are surging, and greatly improving the ability of independent innovation has become a key factor in enhancing the economic vitality and competitiveness of countries and regions. The 12th Five-Year Plan period is a critical stage for implementing the outline of the National Medium-and Long-Term Scientific and technological Development Plan (2006-2020), speeding up the transformation of the mode of economic development, and building an innovative country. However, the construction of an innovative country needs an institutional mechanism conducive to innovation, in which finance is an extremely important supporting party for promoting scientific and technological innovation. Therefore, how to establish an enterprise as the main body and the market as the guide, The technology innovation system supported by finance industry, university and research is an urgent problem to be solved by the government. In recent years, although the relevant departments of our government have issued some policies and measures to promote industry-university-research cooperation and support technological innovation, some progress has been made in the ability of independent innovation. However, technological innovation lacks comprehensive and effective support services, innovation efficiency and other problems still exist, especially as a supporter of financial parties difficult to integrate. Therefore, overcoming the risk of innovation, allowing financial parties to integrate into the cooperation of industry, education and research, and constructing a technical innovation system of cooperation of "politics, industry, education and research" with financial intervention may be an effective way to solve the problems facing the cooperation of industry, education and research at present. First of all, this paper analyzes and summarizes the relevant documents and theories of science and technology finance, cooperation between government, industry, university and research and regional technological innovation system, draws the enlightenment and deficiency of current research, and draws the goal and content of this paper. Then this paper combs the development course of Shandong science and technology finance, analyzes the current situation and problems of Shandong science and technology finance, and further analyzes the problems existing in the combination of Shandong finance and "politics, industry, education and research". Then this paper summarizes the above research, theoretically defines the concept of "government, industry, university" cooperative technology innovation system of financial intervention, explains the government, industry, university, The relationship and role of scientific research institutions and financial innovation subjects in the system of technological innovation, and the experience and practice of combining government, industry, education and finance at home and abroad are used for reference, and the ways of integrating finance with politics, industry, education and research are discussed emphatically. Proposing the establishment of a special fund for the risk compensation of intellectual property mortgage loans and the establishment of special funds for the transformation of achievements, and guiding and encouraging commercial banks, guarantee institutions and venture capital to actively participate in the cooperation between industry, university and research, And design our province financial intervention "politics, production, education and research" cooperation of technological innovation system operating mechanism. Finally, on the establishment of an industrial and technical strategic alliance for financial participation and the establishment of government policy-oriented financial institutions, From the angle of constructing the intermediary service platform and its new organizational structure, this paper puts forward some suggestions and countermeasures to promote the financial intervention in the cooperative technological innovation system of "political, production, education and research" in Shandong Province.
