【摘要】：:本文在比較分析國(guó)外政策性銀行實(shí)行商業(yè)化運(yùn)作的經(jīng)驗(yàn)教訓(xùn)基礎(chǔ)上,探討商業(yè)化運(yùn)作的內(nèi)涵和我國(guó)政策性銀行改革發(fā)展的方向,認(rèn)為商業(yè)化運(yùn)作不等于政策性銀行轉(zhuǎn)型為商業(yè)銀行;政策性銀行的商業(yè)化運(yùn)作必須合法合規(guī);政策的制定者和監(jiān)管者應(yīng)建立政策性銀行改革噪聲過(guò)濾機(jī)制,采取立法等行為控制策略;政策性銀行改革發(fā)展不能迷失自我、偏離科學(xué)政策性金融的正確軌道。
[Abstract]:On the basis of comparing and analyzing the experiences and lessons of the commercial operation of foreign policy banks, this paper discusses the connotation of the commercial operation and the direction of the reform and development of the policy banks in China. It is considered that commercial operation is not equal to the transformation of policy banks into commercial banks, that the commercial operation of policy banks must be lawful and compliant, and that policy makers and regulators should establish a noise filtering mechanism for policy banks reform. The reform and development of policy-oriented banks should not lose themselves and deviate from the correct track of scientific policy-oriented finance.
