【摘要】：戰(zhàn)略性新興產(chǎn)業(yè)集群和專業(yè)類金融中心建設(shè)是中國"十二五"期間發(fā)展先進(jìn)制造業(yè)和現(xiàn)代服務(wù)業(yè)的重要突破口。國內(nèi)外經(jīng)驗(yàn)表明,由于產(chǎn)業(yè)互補(bǔ)和利益協(xié)同,戰(zhàn)略性新興產(chǎn)業(yè)集群與第三類金融中心經(jīng)歷了低級協(xié)調(diào)共生、協(xié)調(diào)發(fā)展、極限發(fā)展和高級協(xié)調(diào)共生四個(gè)階段的協(xié)同演進(jìn)過程。從長期看,雙群協(xié)同演進(jìn)是一種自發(fā)性的創(chuàng)新生態(tài)聯(lián)動的結(jié)果,促進(jìn)雙群協(xié)同演進(jìn)的重要機(jī)制有雙群之間的交叉投資和近距離投資機(jī)制,產(chǎn)業(yè)鏈完善和產(chǎn)品創(chuàng)新對接機(jī)制,創(chuàng)新擴(kuò)散、激勵(lì)與分享機(jī)制等。從短期看,地方政府在雙群協(xié)同發(fā)展初期也應(yīng)起到協(xié)調(diào)各方利益推進(jìn)雙群聯(lián)動的引導(dǎo)作用。當(dāng)前,政府應(yīng)堅(jiān)持戰(zhàn)略性新興產(chǎn)業(yè)集群與第三類金融中心"雙輪驅(qū)動"的戰(zhàn)略思想,以共享利益為著力點(diǎn),著重打造區(qū)域創(chuàng)新平臺、項(xiàng)目對接平臺、新興產(chǎn)業(yè)與創(chuàng)業(yè)金融加速平臺。
[Abstract]:The construction of strategic new industrial clusters and specialized financial centers is an important breakthrough in the development of advanced manufacturing industry and modern service industry in China during the 12th Five-Year Plan period. The experience at home and abroad shows that the strategic emerging industrial cluster and the third kind of financial center have undergone four stages of coordination and evolution due to industrial complementation and benefit synergy, including low-level coordination and symbiosis, coordinated development, extreme development and high-level coordination and symbiosis. In the long run, the evolution of double-group coordination is the result of spontaneous ecological linkage of innovation. The important mechanisms to promote the evolution of double-group coordination include the mechanism of cross-investment and close-range investment between two groups, the perfection of industrial chain and the mechanism of product innovation. Innovation diffusion, incentive and sharing mechanism. In the short term, local governments should also play a leading role in coordinating the interests of all parties and promoting the linkage of two groups in the early stage of the cooperative development of the two groups. At present, the government should adhere to the strategic idea of "two-wheel drive" between strategic emerging industrial clusters and the third kind of financial center, focus on the sharing of interests, focus on creating regional innovation platform and project docking platform.
