【摘要】：近年來,為了促進農(nóng)村土地有效流轉,"土地銀行"或"土地合作社"在全國一些地區(qū)試點運行,而其中各方主體的利益平衡是確保其正常運行的必備基礎。通過對農(nóng)戶存地過程中土地銀行與農(nóng)戶間的利益分配分析,尋求兩者之間的利益平衡途徑,為土地銀行設計存地制度提供依據(jù)。本文采用重復博弈、動態(tài)博弈與不完全信息博弈方法。只要農(nóng)戶由存地而獲得的期望收益(利息)大于不存地時的期望收益(機會成本),并且預期農(nóng)業(yè)項目能獲得投資回報率的概率較高,那么農(nóng)戶是愿意與土地銀行合作——將土地存入土地銀行。在當前起步階段,應積極發(fā)揮政府在構建土地銀行中的主導作用,只要存地利率、期限、方式等相關制度設計合理,農(nóng)戶將有足夠的積極性將土地存入土地銀行,從而可保障土地銀行有充足的可貸土地以及規(guī)模經(jīng)營的穩(wěn)定、持續(xù)的收益能力。
[Abstract]:In recent years, in order to promote the effective circulation of rural land, "Land Bank" or "Land Cooperatives" in some areas of the country pilot operation. The balance of the interests of each party is the necessary basis to ensure its normal operation. Through the analysis of the distribution of interests between the land bank and the farmers in the process of farmers' land storage, the interests balance between the two is sought. This paper provides the basis for the land bank to design the land deposit system. The method of dynamic game and incomplete information game. As long as the expected income (interest) obtained by farmers from the reserve land is larger than the expected income (opportunity cost) when the land is not stored. And expected agricultural projects can get a higher probability of return on investment, then farmers are willing to cooperate with the Land Bank-deposit the land in the land bank. The government should actively play a leading role in the construction of land banks, as long as the interest rate, duration, manner and other relevant systems are reasonable, farmers will have sufficient enthusiasm to deposit land into the land bank. Thus, the land bank can have sufficient loanable land and stable and sustainable income ability of scale operation.
