【摘要】：城市中央商務區(qū)(CBD)是城市化高度發(fā)展的產(chǎn)物,它是城市的功能核心,是現(xiàn)代化大都市的一個重要標志。CBD高度集中了城市的經(jīng)濟、科技和文化力量,同時具備金融、貿(mào)易、服務、展覽、咨詢等多種功能,可謂區(qū)域經(jīng)濟的“中央處理器”。作為長沙芙蓉CBD,在城市群發(fā)展步伐加快、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級情況下,怎樣更好實現(xiàn)全國資源節(jié)約型和環(huán)境友好型改革試點,更好實現(xiàn)湖南省明確提出“四化兩型”發(fā)展戰(zhàn)略,怎樣實現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化和發(fā)展方式轉(zhuǎn)型的樣板和典范,是長沙芙蓉中央商務區(qū)面臨的又一重大挑戰(zhàn)。本文圍繞這些挑戰(zhàn)展開的研究與思考具有重要的現(xiàn)實意義。 本文在詳細調(diào)研和深入實際考查的基礎上,對發(fā)達國家以及我國部分城市(北京、上海、香港)極具發(fā)展特色的中央商務區(qū)的現(xiàn)狀進行了概括,對其發(fā)展經(jīng)驗進行了總結(jié),同時提出了這些經(jīng)驗對長沙中央商務區(qū)發(fā)展的啟示。 然后從土地利用強度、金融業(yè)發(fā)展布局、商貿(mào)業(yè)發(fā)展布局、文化產(chǎn)業(yè)發(fā)展布局四個方面分析了長沙芙蓉中央商務區(qū)的產(chǎn)業(yè)布局和發(fā)展現(xiàn)狀,根據(jù)自己所學知識淺析了針對長沙中央商務區(qū)的產(chǎn)業(yè)科學發(fā)展存在的問題或阻礙產(chǎn)業(yè)優(yōu)化升級的原因。 最后,指出長沙中央商務區(qū)的產(chǎn)業(yè)科學發(fā)展要注重三個方面的完善：一是要節(jié)約集約利用土地；二是要突出制度措施綜合化；三是要打造產(chǎn)業(yè)集群特色。最終將長沙芙蓉商務區(qū)打造成現(xiàn)代化的資源節(jié)約型和環(huán)境友好型社會的中央商務區(qū)的發(fā)展典范。
[Abstract]:City Central Business District (CBD) is the product of the high development of urbanization. It is the core of the city's function. It is an important symbol of the modern metropolis. CBD is a highly concentrated economic, technological and cultural power of the city, and it has the financial, trade, and service at the same time. Exhibition, consultation and other functions, can be described as the "central processing unit" of regional economy. As Changsha Furong CBD, under the circumstances of accelerating the development of urban agglomeration and optimizing and upgrading industrial structure, how to better realize the pilot reform of national resource-saving and environment-friendly reform, and better realize the development strategy of "four modernizations and two types" in Hunan Province, How to realize the model and model of industrial structure optimization and development mode transformation is another major challenge faced by Changsha Furong Central Business District. The research and thinking around these challenges in this paper has important practical significance. On the basis of detailed investigation and practical investigation, this paper generalizes the present situation of the central business district, which has the characteristics of development in developed countries and some cities in China (Beijing, Shanghai, Hong Kong), and summarizes its development experience. At the same time, the enlightenment of these experiences to the development of Changsha Central Business District is put forward. Then, from four aspects of land use intensity, financial industry development layout, commerce industry development layout, cultural industry development layout, the paper analyzes the industrial layout and development status of Changsha Furong Central Business District. According to their own knowledge, this paper analyzes the problems existing in the scientific development of industry in Changsha Central Business District or the reasons that hinder the optimization and upgrading of the industry. Finally, it is pointed out that the scientific development of Changsha Central Business District should pay attention to three aspects of perfection: first, to economize on intensive use of land; second, to highlight the integration of institutional measures; and third, to create the characteristics of industrial clusters. Finally, Changsha Furong Business District will become a modern resource-saving and environment-friendly society of the central business district development model.
