【摘要】：在現(xiàn)如今的我國經(jīng)濟(jì)發(fā)展中,從國家到地方各個(gè)層面,都已經(jīng)將經(jīng)濟(jì)發(fā)展的重心向第三產(chǎn)業(yè)—服務(wù)和消費(fèi)轉(zhuǎn)移。而在第三產(chǎn)業(yè)中,有一種產(chǎn)業(yè)對經(jīng)濟(jì)發(fā)展的促進(jìn)作用極大,而這一產(chǎn)業(yè)就是會(huì)展業(yè)。因其包含有多種形式,故在國際上將其稱為“MICE”。會(huì)展業(yè)是一個(gè)現(xiàn)代型集多種產(chǎn)業(yè)融合于一身的服務(wù)業(yè),是在上個(gè)世紀(jì)八十年代開始出現(xiàn)在我國,并伴隨著我國經(jīng)濟(jì)的逐漸開放而發(fā)展壯大,并帶動(dòng)了酒店業(yè)、旅游業(yè)等諸多相關(guān)行業(yè)的發(fā)展,為各地的經(jīng)濟(jì)發(fā)展、人口就業(yè)等發(fā)揮了重要的推動(dòng)作用。而在政府層面,在會(huì)展業(yè)的發(fā)展之初就已深度介入了會(huì)展業(yè)的發(fā)展,并已將會(huì)展業(yè)確定為未來我國要重點(diǎn)發(fā)展的行業(yè)。我國的會(huì)展業(yè)在政府的參與及扶持下得到了快速的發(fā)展,故其政府的作用在會(huì)展業(yè)的發(fā)展過程中占有舉足輕重的地位。因?yàn)檎膮⑴c,使得會(huì)展業(yè)得到了資金、政策、影響力等各個(gè)方面的優(yōu)勢,使我國會(huì)展業(yè)的發(fā)展一直行駛在快車道上。然而,隨著我國會(huì)展業(yè)的快速發(fā)展,政府發(fā)揮重要作用的同時(shí),其帶來的問題也日益突顯,如干擾市場競爭,規(guī)劃定位不準(zhǔn),資源浪費(fèi)等問題,導(dǎo)致我國的會(huì)展業(yè)大而不強(qiáng)的結(jié)果,阻礙了我國會(huì)展業(yè)的良性發(fā)展。作為政府確定要大力發(fā)展的行業(yè),在當(dāng)前我國會(huì)展業(yè)的發(fā)展階段,我國政府該如何明確及發(fā)揮自己的職責(zé)從而幫助我國會(huì)展業(yè)快速健康的發(fā)展并兼顧其市場活力,這正是本文力圖解決和探討的論題。本文首先論述了會(huì)展的概念、分類及作用。其次,對我國會(huì)展業(yè)的發(fā)展歷史進(jìn)行敘述,并通過具體數(shù)據(jù)及分類方法的形式分析我國會(huì)展業(yè)的發(fā)展現(xiàn)狀,并分析政府在會(huì)展業(yè)發(fā)展中的職責(zé)問題及引發(fā)的原因。再次針對我國會(huì)展業(yè)中存在的問題來觀察國際各會(huì)展強(qiáng)國發(fā)展中可以解決我國會(huì)展業(yè)自身問題的政府工作經(jīng)驗(yàn),并予以借鑒。最后,依照國外的經(jīng)驗(yàn)并綜合我國各方實(shí)際情況,對政府在會(huì)展業(yè)的發(fā)展中的職責(zé)提出相應(yīng)的發(fā)展對策及建議�；诶碚撗芯亢椭笇�(dǎo)實(shí)踐目的,本文的研究成果對解決政府在我國會(huì)展業(yè)發(fā)展中的職責(zé)的所存在的問題具有一定的理論意義,而對于推動(dòng)會(huì)展業(yè)的發(fā)展具有積極意義,希望通過本文的分析與研究可以對政府在我國會(huì)展業(yè)發(fā)展中的職責(zé)研究起到參考或指導(dǎo)作用。
[Abstract]:In today's economic development in our country, from national to local levels, has been the focus of economic development to the third industry, service and consumption. And in the third industry, there is an industry to promote the role of economic development greatly, and the industry is the exhibition industry because it contains a variety of. Therefore, in the international form, will be referred to as "MICE". The exhibition industry is a modern multi industry integration in the service industry, is in the last century began in 80s in China, and with China's economic development and opening up gradually, and promote the development of the hotel industry, tourism industry and other related industries, for regional economic development, employment has played an important role in promoting. And at the government level, the development of the exhibition industry in the beginning has been deeply involved in the exhibition industry, the exhibition industry will be and has been identified as the future of our country We should focus on the development of the industry. China's exhibition industry has a rapid development in participation and support from the government, occupies a pivotal position in the development process of the role of the government in the exhibition industry. Because of the participation of the government, the exhibition industry has been funding policy, influence and other aspects of the advantages, the development of China's exhibition industry has been driving in the fast lane. However, with the rapid development of China's exhibition industry, the government plays an important role at the same time, the problems are also increasingly highlighted, such as interference of market competition, planning positioning, waste of resources and other issues, leading to China's exhibition industry is big but not strong results. Hinder the healthy development of China's exhibition industry. As the government determined to vigorously develop the industry, in the current stage of development of China's exhibition industry, our government how to clear and play their role so as to help the Chinese exhibition industry The fast and healthy development of both the vitality of the market, this paper tries to solve and discuss the topic. This paper first discusses the exhibition concept, classification and function. Secondly, the historical development of the exhibition industry in China are described. The development status and through the concrete data and the classification methods in the form of our exhibition industry, and analyze the problem of government responsibility in the development of exhibition industry and the cause. Again in China's exhibition industry problems in the power of the International Exhibition on China's exhibition industry can solve their own problems in the development of government work experience, and to learn from. Finally, according to the foreign experience and the actual parties in China the situation, put forward the corresponding countermeasures and suggestions on the government responsibility in the development of the exhibition industry in the theoretical research and practice. Based on the research results of this paper to solve the government in China's exhibition industry. The problems existing in exhibition responsibilities have certain theoretical significance, and have positive significance for promoting the development of MICE industry. I hope that through the analysis and research in this paper, we can play a reference role in the research of government's responsibilities in the development of MICE industry in China.
