【摘要】：人口老齡化、平均壽命增加、個人退休后可支配資金上升這三個因素使得中國老年消費群體擴大、老年人有更多時間享受服務(wù)、老年人有能力享受優(yōu)質(zhì)服務(wù)。盡管如此，中國的養(yǎng)老服務(wù)還是處于初級階段，目前養(yǎng)老體系還不健全、養(yǎng)老模式也沒有發(fā)展成熟、養(yǎng)老服務(wù)運作也不完善。正因為養(yǎng)老服務(wù)的市場和當(dāng)前供給的不匹配，，所以社會以及學(xué)術(shù)界都給予了養(yǎng)老服務(wù)很高的關(guān)注。 社區(qū)養(yǎng)老是養(yǎng)老服務(wù)的一種，是目前城市養(yǎng)老服務(wù)中比較典型的模式，在供應(yīng)鏈的視角下非常具有研究的價值，本文則對社區(qū)養(yǎng)老服務(wù)供應(yīng)鏈運作風(fēng)險管理進行研究。進行風(fēng)險管理首先需要將研究的對象定義清楚，本文則基于供應(yīng)鏈運作參考模型模型（SCOR）和客戶鏈運作參考模型（CCOR）來識別出社區(qū)養(yǎng)老服務(wù)供應(yīng)鏈的運作流程，但是目前的SCOR模型是實體產(chǎn)品供應(yīng)鏈的運作模型，本文不能直接借用，需要先對該模型進行改進，所以在進行風(fēng)險管理研究前本文的研究內(nèi)容為： 模型改進。改進產(chǎn)品供應(yīng)鏈的運作模型到服務(wù)供應(yīng)鏈領(lǐng)域； 流程定義。定義出社區(qū)養(yǎng)老服務(wù)供應(yīng)鏈具體運作流程。進行了清晰的界定后，本文進入社區(qū)養(yǎng)老服務(wù)供應(yīng)鏈運作風(fēng)險管理的內(nèi)容： 風(fēng)險識別。在已經(jīng)清晰定義的流程上進行風(fēng)險因素識別并形成風(fēng)險因素集； 風(fēng)險評價。利用主成份分析法來分析風(fēng)險因素的關(guān)聯(lián)性；利用因子排序法和模糊綜合評價法來評價風(fēng)險因素集； 風(fēng)險對策。分析風(fēng)險因素的原因，給出每一個因素對應(yīng)的管理對策，最后以逢源社區(qū)為例給出現(xiàn)狀分析和管理建議。 本文通過如上嚴(yán)密的邏輯進行，研究過程可以給服務(wù)供應(yīng)鏈運作和供應(yīng)鏈運作風(fēng)險管理提供極好的參考模式，研究的結(jié)果則給出社區(qū)養(yǎng)老服務(wù)供應(yīng)鏈中服務(wù)集成商進行風(fēng)險管理的管理對策。
[Abstract]:The aging population, the increase of the average life span, the increase of disposable funds after the individual retires, the three factors that the elderly consumer group of China is expanded, the old people have more time to enjoy the service, the old people have the ability to enjoy the high-quality service. Nevertheless, China's pension service is still in the primary stage, and the old-age pension system is not sound, the old-age mode has not developed and mature, and the service of the old-age service is not perfect. Because the market of the old-age service and the current supply of the non-match, the society and the academic community have given high attention to the old-age service. Community-based pension is a kind of old-age service. It is a typical model in the current urban old-age service. It is of great value in the view of supply chain. In this article, the operation risk management of the supply chain of the community-based pension service is studied. Research. The risk management first needs to define the subject of the study. In this paper, the operation flow of the community-based pension service supply chain is identified based on the supply chain operation reference model (SCOR) and the customer chain operation reference model (CCOR). However, the present SCOR model is an operation model of the entity product supply chain. This paper can not be used directly, and it is necessary to improve the model. Therefore, the research content in this paper before the risk management study is carried out. to: mode Type improvement. This paper gives an excellent reference model for the operation of the service supply chain and the operation risk management of the supply chain. The results of the study give the service set in the supply chain of the community pension service.
