【摘要】：正在中國"推進(jìn)國家治理體系和治理能力現(xiàn)代化"的戰(zhàn)略決策背景下,本期從經(jīng)濟(jì)管理、公共服務(wù)、反腐倡廉和公務(wù)員培訓(xùn)幾個視角,為大家奉獻(xiàn)幾篇力作。陳剩勇、陳曉玲的長文《產(chǎn)業(yè)規(guī)劃、政府干預(yù)與經(jīng)濟(jì)增長》研究和評估了國務(wù)院為規(guī)避全球金融危機(jī)的沖擊而推行的2009年"十大產(chǎn)業(yè)振興規(guī)劃"。在肯定政府干預(yù)是應(yīng)對市場失靈、促進(jìn)產(chǎn)業(yè)轉(zhuǎn)型升級的重要力量的前提下,作者認(rèn)為十大產(chǎn)業(yè)振興規(guī)劃雖然在短期內(nèi)具有推動增長、避免經(jīng)濟(jì)衰退的作用,但未能促進(jìn)產(chǎn)業(yè)轉(zhuǎn)型升級,無
