【摘要】：黨的十八大報(bào)告指出,要正確培育和引導(dǎo)非政府組織。非政府組織是社會(huì)自治力量的代表,它有能力承接政府轉(zhuǎn)移的職能,促進(jìn)政府職能轉(zhuǎn)變,但由于政府自利性、非政府組織的發(fā)展不完善問題存在,非政府組織促進(jìn)政府職能轉(zhuǎn)變上還存在一系列問題。本文從公共管理的角度,分析了非政府組織在促進(jìn)政府職能轉(zhuǎn)變上存在的問題,并提出了解決問題的對(duì)策。
[Abstract]:The report of the 18 th National Congress of the Party pointed out that it is necessary to correctly cultivate and guide non-governmental organizations. The non-governmental organization is the representative of the social autonomy force, it has the ability to undertake the government transfer function, promotes the government function transformation, but because of the government self-interest, the non-governmental organization development imperfect question exists, There are still a series of problems in non-governmental organizations promoting the transformation of government functions. From the perspective of public management, this paper analyzes the problems of non-governmental organizations in promoting the transformation of government functions, and puts forward countermeasures to solve the problems.
