嘉興市加強“三社”建設(shè)推進社會自治的問題與對策

【摘要】：隨著改革開放的深入和社會主義市場經(jīng)濟的不斷發(fā)展，傳統(tǒng)的由政府主導(dǎo)的社會管理模式，正面臨著利益主體多樣化、社會結(jié)構(gòu)階層化、價值認同多元化、社會沖突趨向頻繁化等社會轉(zhuǎn)型所帶來的新挑戰(zhàn)。這客觀上要求政府進一步完善社會治理模式，在加強由政府主導(dǎo)的社會管理的同時，更加重視發(fā)揮社區(qū)、社會組織、社工隊伍的重要作用，實現(xiàn)政府管理與社會自治的有效銜接和良性互動。當(dāng)前，深入研究和探索社區(qū)、社會組織和社工隊伍建設(shè)，對加強和創(chuàng)新社會管理服務(wù)，加快推進“三城一市”建設(shè)，打造物質(zhì)富裕精神富有的新嘉興，具有重要的現(xiàn)實意義。 為完善政策體系，凸顯亮點特色，健全體制機制，營造良好氛圍，嘉興市著力加強組織領(lǐng)導(dǎo)，重視開拓創(chuàng)新，推進功能拓展，專注品牌打造，使得社會基礎(chǔ)更加扎實，社會更加和諧穩(wěn)定，社會活力得到有效激發(fā)。但是，嘉興市在社區(qū)、社會組織和社工隊伍建設(shè)方面還存在一些不足。綜觀國內(nèi)外的經(jīng)驗和現(xiàn)狀，嘉興市要加強社區(qū)、社會組織和社工隊伍建設(shè)就需要進一步加大政府社會建設(shè)的工作力度，發(fā)揮非政府組織在社會建設(shè)中的作用，提高社會管理的效率和公共服務(wù)的質(zhì)量，，建立和健全綜合型的社會建設(shè)體制。 在現(xiàn)狀分析的基礎(chǔ)上，借鑒國內(nèi)外經(jīng)驗，依據(jù)公民社會理論、新公共管理理論和新公共服務(wù)理論，可以通過以下四大措施加強嘉興市社區(qū)、社會組織和社工隊伍建設(shè)，推進社會自治。第一，實施多維協(xié)同的組織化拉動戰(zhàn)略、借勢擴張的社會化運營戰(zhàn)略、聚類突破的多元化發(fā)展戰(zhàn)略、重點傾斜的項目化支撐戰(zhàn)略和產(chǎn)業(yè)運營的專業(yè)化導(dǎo)向戰(zhàn)略。第二，構(gòu)建社區(qū)治理體系。理順關(guān)系，有序推進社區(qū)居民自治；多管齊下，進一步減輕社區(qū)工作負擔(dān)；強化投入，進一步改善社區(qū)工作條件；完善功能，進一步提高社區(qū)服務(wù)水平；加強創(chuàng)建，深入推進“和諧社區(qū)”建設(shè)。第三，構(gòu)建社會組織發(fā)展體系。加大合作互動，創(chuàng)造寬廣舞臺，激勵社會組織發(fā)展；加大政策扶持，增強內(nèi)在動力，資助社會組織發(fā)展；加強科學(xué)規(guī)劃，優(yōu)化布局結(jié)構(gòu)，引導(dǎo)社會組織有序發(fā)展；加大登記辦法改革，降低準(zhǔn)入門檻，培育和推動基層社會組織發(fā)展；大力改善服務(wù)管理，搭建服務(wù)平臺，孵化和保障社會組織發(fā)展。第四，構(gòu)建社工隊伍建設(shè)推進體系。合理設(shè)置社會工作崗位，切實加強社工隊伍能力建設(shè)，積極開展社會工作崗位設(shè)置和購買社會工作服務(wù)試點，建立社工和志愿者聯(lián)動機制，努力營造社工成長良好環(huán)境。
[Abstract]:With the deepening of reform and opening up and the continuous development of the socialist market economy, the traditional government-led social management model is facing the diversification of the main interests, the social structure stratification, the diversity of value identity. Social conflicts tend to become frequent and other social transformation brings new challenges. This objectively requires the government to further improve the social governance model and, while strengthening the social management led by the government, pay more attention to giving play to the important role of the community, social organizations, and social workers. To realize the effective connection and positive interaction between government management and social autonomy. At present, it is of great practical significance to deeply study and explore the construction of community, social organizations and social workers, to strengthen and innovate social management services, to speed up the construction of "three cities and one city" and to create a new Jiaxing with rich material wealth and spirit. In order to perfect the policy system, highlight the characteristics of bright spots, perfect the system and mechanism, and create a good atmosphere, Jiaxing puts great efforts on strengthening organizational leadership, attaches importance to pioneering and innovating, promotes the expansion of function, focuses on brand building, and makes the social foundation more solid. Society is more harmonious and stable, and social vitality is effectively stimulated. However, Jiaxing City in the community, social organizations and social workers in the construction of some deficiencies. In view of the experience and current situation at home and abroad, in order to strengthen the community, social organizations and social workers in Jiaxing City need to further strengthen the work of government social construction and give play to the role of non-governmental organizations in social construction. Improve the efficiency of social management and the quality of public services, and establish and improve a comprehensive social construction system. On the basis of the analysis of the present situation, drawing lessons from domestic and foreign experience, according to the theory of civil society, the theory of new public management and the theory of new public service, we can strengthen the construction of community, social organization and social worker team in Jiaxing through the following four measures. Promoting social autonomy. The first is to implement the multi-dimensional coordinated organizational pull strategy, seize the opportunity expansion of the socialized operation strategy, cluster breakthrough of diversification development strategy, focus on the project support strategy and industry operation oriented strategy. Second, build community governance system. Straighten out the relationship, promote community autonomy in an orderly manner, further lighten the burden of community work, strengthen input, further improve the working conditions of the community, perfect the function, and further improve the level of community service; Strengthen the establishment and further promote the construction of "harmonious community". Third, the construction of social organization development system. Increase cooperation and interaction, create a broad stage to stimulate the development of social organizations; increase policy support, enhance internal power, support the development of social organizations, strengthen scientific planning, optimize the layout structure, guide the orderly development of social organizations; We should strengthen the reform of registration methods, lower the threshold of entry, foster and promote the development of grass-roots social organizations, and vigorously improve service management, build service platforms, incubate and guarantee the development of social organizations. Fourth, the construction of social workers to promote the building of the system. We should set up social work posts rationally, strengthen the capacity construction of social workers, actively set up social work posts and purchase social work service pilot projects, establish a social worker and volunteer linkage mechanism, and strive to create a good environment for social workers to grow.
