【摘要】：電子治理是基于電子政府、電子社會(huì)發(fā)展的一種治理形態(tài)或治理階段,是傳統(tǒng)治理的階段性躍升狀態(tài)。中國(guó)的電子治理既有著國(guó)際趨同的共性與共識(shí),又有著自身鮮明的治理特征,這在核心理念和價(jià)值定位上表現(xiàn)為電子治理與國(guó)家治理、公共管理改革、電子政務(wù),以及民主等重要概念與實(shí)踐之間的關(guān)聯(lián)與互動(dòng)。中國(guó)電子治理的實(shí)踐領(lǐng)域主要集中于"互聯(lián)網(wǎng)+政務(wù)服務(wù)"、智慧城市、政務(wù)公開(kāi)與政府?dāng)?shù)據(jù)開(kāi)放、網(wǎng)絡(luò)監(jiān)督與反腐敗等方面。在未來(lái),電子治理需要持續(xù)關(guān)注和解決電子治理的體系建設(shè)、多元主體下電子治理的責(zé)任機(jī)制問(wèn)題、網(wǎng)絡(luò)與信息安全、在電子治理中引導(dǎo)社會(huì)合理預(yù)期,以及電子治理的全球化等重要問(wèn)題。
[Abstract]:Electronic governance is based on electronic government, electronic society development of a form of governance or governance phase, is the stage of traditional governance jump state. The electronic governance in China has not only the commonness and common understanding of international convergence, but also its own distinct governance characteristics. This is manifested in the core concept and value orientation of electronic governance and national governance, public management reform, e-government, and so on. As well as democracy and other important concepts and practice between the relationship and interaction. The practice of electronic governance in China is mainly focused on the following aspects: Internet government service, intelligent city, open government affairs and government data, network supervision and anti-corruption, etc. In the future, electronic governance needs to pay more attention to and solve the system construction of electronic governance, the responsibility mechanism of electronic governance under multiple subjects, the security of network and information, and guide the society to expect reasonably in electronic governance. And the globalization of electronic governance and other important issues.
