我國政府防范治理邪教的對策和思考

【摘要】：自18世紀(jì)啟蒙運(yùn)動以來，人們一直崇尚科學(xué)和理性，，無神論漸漸流行于世界各國且形成一種哲學(xué)思潮，特別是進(jìn)入20世紀(jì)，科學(xué)技術(shù)高速發(fā)展，生產(chǎn)力不斷提高致使整個世界經(jīng)濟(jì)都在高速增長，人們有理由有相信邪教歪論根本沒有立足發(fā)展的空間。然而，曾幾何時，人們吃驚地發(fā)現(xiàn)，在人類發(fā)展的黃金時代到來之際，邪教組織非但沒有消亡，反而處處生根，像一個毒瘤附著在人類社會的肌體上。據(jù)聯(lián)合國宗教組織的不完全統(tǒng)計，全世界的邪教組織大約有1萬多個，信徒達(dá)到了數(shù)億人。美國因?yàn)橛?000多個邪教組織而被稱為邪教王國，許多震驚世界的邪教慘案都發(fā)生在美國。在歐洲國家大約有1300多個思想極端的狂熱教派，英國有604個，法國有173個，西班牙全國有200個“具有破壞性”的且信徒達(dá)到1萬人的邪教組織。由此可見，防范邪教已經(jīng)成為世界各國政府共同面臨的嚴(yán)峻社會問題。 邪者，不正之謂，所謂邪教組織就是被執(zhí)政政府、合法宗教和主流社會的人民大眾所排斥的民間教派。在不同的歷史時期和不同的語言環(huán)境中邪教一詞被賦予了不同的定義，邪教作為一種社會現(xiàn)象也隨著社會的發(fā)展而孽生繁衍。中國社會有著深厚的傳統(tǒng)文化積淀，其中既有許多精華，也不乏糟粕。邪教組織亦是中國封建社會遺留毒素的沉渣，新中國成立以來被政府明確的邪教組織已經(jīng)有數(shù)十種，法輪功、全能神、呼喊派、靈靈教等，他們無一例外都打著宗教的幌子蒙騙百姓、破壞家庭、騙取錢財，甚至被國內(nèi)外反華勢力所利用煽動鬧事，擾亂社會秩序并危害政權(quán)。本文把法輪功和全能神這兩個邪教組織作為主要研究對象，對目前政府公共管理部門防范邪教中存在的問題及原因進(jìn)行全方位、多角度的分析，提出了完善政府公共管理部門防范邪教工作的對策措施。
[Abstract]:Since the Enlightenment in the 18th century, people have been advocating science and rationality. Atheism has gradually become popular all over the world and formed a philosophical trend of thought, especially in the 20th century, with the rapid development of science and technology. The continuous increase in productivity has led to the rapid growth of the entire world economy, and people have reason to believe that there is no room for development at all on the basis of the theory of heresy. However, once upon a time, people were surprised to find that, at the golden age of human development, cult organizations not only did not die out, but took root everywhere, like a poisonous tumor attached to the body of human society. According to incomplete statistics of the United Nations religious organizations, there are about 10,000 cult organizations around the world, with hundreds of millions of followers. The United States is called a cult kingdom because there are more than 1000 cult organizations, and many cult tragedies that shocked the world occurred in the United States. There are more than 1300 extremist fanatics in European countries, 604 in Britain, 173 in France and 200 "destructive" cults with 10, 000 followers in Spain. Thus, preventing cults has become a serious social problem faced by governments all over the world. Evil cults are the folk sects rejected by the ruling government, the legitimate religion and the masses of the people in the mainstream society. In different historical periods and different language environments, the term "cult" has been given different definitions. As a social phenomenon, cults also multiply with the development of society. Chinese society has a profound accumulation of traditional culture, among which there are not only many essence, but also no lack of dross. Cult organizations are also the remains of toxins left over from China's feudal society. Since the founding of New China, there have been dozens of cult organizations identified by the government, including Falun Gong, omnipotent gods, shouting schools, spiritual religions, and so on. Without exception, they deceived the people under the guise of religion, destroyed their families, defrauded their money, and were even used by anti-China forces at home and abroad to incite disturbances, disrupt social order and endanger political power. In this paper, Falun Gong and Almighty God are taken as the main research objects, and the problems and causes existing in the prevention of cults in the public administration departments of the government at present are analyzed in an all-round and multi-angle way. This paper puts forward some countermeasures to perfect the work of preventing cults in the public administration departments of the government.
