涿州新興產(chǎn)業(yè)示范區(qū)管委會(huì)績(jī)效管理體系構(gòu)建研究

【摘要】:示范區(qū)作為市委、市政府的派出機(jī)構(gòu),是發(fā)展經(jīng)濟(jì)的先行區(qū),同時(shí)也是改革的試驗(yàn)區(qū),實(shí)際上是政府職能在經(jīng)濟(jì)管理領(lǐng)域的一種演化和延伸形式,具有政府管理與企業(yè)管理的雙重性。目前,多數(shù)開發(fā)區(qū)仍然遵從傳統(tǒng)的行政管理模式和考核辦法,這種機(jī)制無法有效調(diào)動(dòng)工作人員的積極性,嚴(yán)重限制開發(fā)區(qū)職能的發(fā)揮。借鑒國(guó)內(nèi)外公共部門績(jī)效管理的先進(jìn)作法和經(jīng)驗(yàn),建立健全河北涿州新興產(chǎn)業(yè)示范區(qū)管委會(huì)績(jī)效管理體系,有助于示范區(qū)發(fā)揮體制、機(jī)制優(yōu)勢(shì),實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)又好又快發(fā)展。同時(shí),對(duì)其他開發(fā)區(qū),也將起到一定的示范引導(dǎo)作用。 本研究以涿州新興產(chǎn)業(yè)示范區(qū)管委會(huì)績(jī)效管理體系設(shè)計(jì)為選題對(duì)象,首先對(duì)研究涉及的公共管理基本概念進(jìn)行深入剖析,為示范區(qū)績(jī)效管理體系的構(gòu)建奠定理論框架。其次,通過調(diào)查法對(duì)涿州新興產(chǎn)業(yè)示范區(qū)現(xiàn)狀進(jìn)行了分析,提出示范區(qū)實(shí)施績(jī)效管理的必要性與可行性。在充分把握示范區(qū)現(xiàn)狀的基礎(chǔ)上,提出績(jī)效管理方案設(shè)計(jì)思路:明確政府使命與價(jià)值,工作職位分析與考核對(duì)象劃分,制定績(jī)效目標(biāo)與計(jì)劃,進(jìn)行績(jī)效監(jiān)測(cè)與反饋、開展績(jī)效評(píng)估等。在考評(píng)體系設(shè)計(jì)上,堅(jiān)持工作目標(biāo)由上到下層層分解,按崗位量化落實(shí)到所有工作人員,明確任務(wù)、目標(biāo)、責(zé)任、時(shí)限,確定權(quán)重及考核標(biāo)準(zhǔn),,突出考核的可操作性。在指標(biāo)體系構(gòu)成上,堅(jiān)持共性指標(biāo)與個(gè)性指標(biāo)相結(jié)合,將共性指標(biāo)與個(gè)性指標(biāo)通過KPI方法細(xì)分為若干子指標(biāo),科學(xué)確定指標(biāo)權(quán)重,減少主觀性。在評(píng)價(jià)方法上,堅(jiān)持分類評(píng)價(jià)方式,對(duì)干部職工實(shí)行目標(biāo)管理評(píng)價(jià)方式,對(duì)管委會(huì)各部門實(shí)行目標(biāo)管理、360度考評(píng)相結(jié)合的評(píng)價(jià)方式。為提高績(jī)效管理方案的應(yīng)用性,本文從建立績(jī)效管理支撐體系,營(yíng)造績(jī)效文化,正確運(yùn)用考核結(jié)果,及時(shí)補(bǔ)充完善方案內(nèi)容等四方面給出了建議。
[Abstract]:As the representative offices of the municipal party committee and the municipal government, the demonstration area is a leading area for the development of the economy and a pilot area for reform. In fact, it is a form of evolution and extension of government functions in the field of economic management. It has the dual nature of government management and enterprise management. At present, most of the development zones still comply with the traditional administrative management model and assessment methods, this mechanism can not effectively mobilize the enthusiasm of the staff, seriously restrict the development zone functions. Using the advanced practices and experiences of public sector performance management at home and abroad for reference, this paper establishes and perfects the performance management system of the management committee of Zhuozhou new industrial demonstration area in Hebei province, which is helpful to bring into play the system and mechanism advantages of the demonstration area and to realize the sound and rapid development of economy and society. At the same time, other development zones, will also play a role in demonstration and guidance. This research takes the performance management system design of Zhuozhou emerging industry demonstration area as the topic object. Firstly, it deeply analyzes the basic concept of public management involved in the study, and lays a theoretical framework for the construction of performance management system in the demonstration area. Secondly, the paper analyzes the present situation of Zhuozhou emerging industry demonstration area through investigation, and puts forward the necessity and feasibility of performance management in demonstration area. On the basis of fully grasping the present situation of the demonstration area, this paper puts forward the design ideas of performance management scheme: clear government mission and value, job position analysis and evaluation object division, formulation of performance goals and plans, performance monitoring and feedback. Carry out performance evaluation, etc. In the design of examination and evaluation system, we insist on decomposing the work goal from top to bottom, quantifying it to all staff members according to the position, making clear the task, target, responsibility, time limit, determining the weight and the examination standard, highlighting the maneuverability of the examination. In the composition of index system, we insist on the combination of common index and individual index, divide the common index and individuality index into several sub-indexes by KPI method, scientifically determine the index weight and reduce subjectivity. In terms of the evaluation methods, we should insist on the classification evaluation method, implement the objective management evaluation method for the cadres and workers, and combine the target management evaluation with the 360-degree evaluation method for all the departments of the management committee. In order to improve the application of the performance management scheme, this paper puts forward some suggestions from four aspects: establishing the supporting system of performance management, creating the performance culture, applying the evaluation results correctly, and supplementing and perfecting the contents of the scheme in time.
