海南省家庭醫(yī)生簽約服務開展現(xiàn)狀及發(fā)展建議研究

【摘要】：本文通過查閱2015年海南省衛(wèi)生年報,分析基層醫(yī)療衛(wèi)生機構的基本情況,并對海南省家庭醫(yī)生簽約服務的實施現(xiàn)狀及尚存問題進行剖析。結果顯示,海南省家庭醫(yī)生簽約服務存在政府投入經(jīng)費較少(2015年為116 835.75萬元),全科醫(yī)生數(shù)量(1 020名)缺口較大、收入待遇較低(人均工資性收入56 760.80元)、服務能力有待提高,相關政策支持不足,信息化建設薄弱等問題。借鑒我國其他地區(qū)開展家庭醫(yī)生簽約服務的經(jīng)驗,提出相應發(fā)展建議,包括:建設家庭醫(yī)生簽約服務"1個契約、3項制度"的制度架構;多部門分工合作、協(xié)同推進,建立配套制度;分階段推進社區(qū)首診,完善雙向轉診;大力培養(yǎng)全科醫(yī)生,提升基層醫(yī)療衛(wèi)生服務能力;建立省級醫(yī)療衛(wèi)生健康網(wǎng)絡平臺;建立科學的評價體系,保障海南省家庭醫(yī)生簽約服務的有效落實。
[Abstract]:By referring to the annual report of Hainan Province in 2015, this paper analyzes the basic situation of primary medical and health institutions, and analyzes the present situation of the implementation of the contract service for family doctors in Hainan Province and the remaining problems. The results show that there are less government investment (1.1683575 billion yuan in 2015), larger gap in the number of general practitioners (1,020) and lower income (56 760.80 yuan per capita wage income) in the contract service for family doctors in Hainan Province, and the service capacity needs to be improved. Related policy support is insufficient, information construction is weak and so on. Based on the experience of other regions in China, this paper puts forward some suggestions for the development of the contract service for family doctors, including the construction of a system of "one contract and three items" for the contract service of family doctors, the division of work and cooperation between departments and departments, and the promotion of cooperation. Establish supporting system; promote community first visit in stages, improve two-way referral; vigorously train general practitioners, enhance the capacity of primary medical and health services; establish a provincial medical and health network platform; establish a scientific evaluation system, To ensure the effective implementation of the contract service for family doctors in Hainan Province.
